1.0 EDS TECHNICAL NARRATIVE – BY FUNCTIONAL AREA EDS has a long-standing relationship with the DON that dates back to the 1980s and the Stock Point ADP Replacement (SPAR) contract. Currently, EDS serves DON across all Seaport-e zones and many of the Seaport-e task areas on contracts such as NMCI and through support provided to NAVSUP, NAVSEA, SPAWAR, BUPERS, NETWARCOM, and MSC. To complement EDS’ capabilities and experience, we have assembled a large, diverse team with a breadth and depth of mission-critical resources to consistently deliver best-value services to the Navy through the Seaport-e contract. The projects referenced below and listed in the Table A matrices demonstrate the value our team will continue to deliver to our Navy clients. 1.1 Research and Development Support (SOW 3.1) Contract N66604-01-D-416A, Zone 1 – Rite-Solutions evaluated and is developing AgentBased Computing technologies in conjunction with the Naval Warfare Development Command (NWDC). These research and development (R&D) technologies were evaluated in a Fleet experiment and are expected to enhance operational command and control capabilities in a dynamic, tactical environment with changing requirements and priorities. Contract GS-23F-0081L, Zone 2 – SYS supported Virtual Training at Sea, Deployable Prototype, and confirmed technical feasibility in a 30-day demonstration at Naval Surface Warfare Center (NSWC), Dahlgren Division, using existing technology and demonstrated capability to support Naval Surface Fire Support (NSFS) constructive training and live (qualification) firings. Contract N00039-02-F-3305, Zone 3, 6 – EDS supported the Integrated Shipboard Network System (ISNS) with product and engineering services for ISNS production and integration. EDS provided the communication equipment (routers, hubs, and so on) and designed updates, quality assurance (QA), configuration management (CM), R&D, and overall functional and physical integration of the ship sets deployed in the U.S. Navy fleet. Technical solutions were managed, tested, and documented. Contracts GS-35F-4506G/N61331-01-F-1738, Zone 4 – For NSWC-PC, Northrop Grumman developed the concept of operations (CONOPS) for a four-year evaluation and demonstration of new and improved war-fighting capabilities for joint littoral power projection. It supported the concept formulation for specific war-fighting capabilities and developed warfare concepts that enabled the war fighter to use these new technologies in realistic operational venues. Contract N000164-02-C-0059, Zone 5 – Northrop Grumman is under contract to NSWC Crane to design, develop, fabricate, test, and integrate an enhanced state-of-the-art replacement for the SLQ-32 digital pre-sorter. R&D efforts included experimentation and redesign of the digital processor unit to achieve an order of magnitude increase in throughput performance. 1.2 Engineering, System Engineering and Process Engineering Support (SOW 3.2) Contract N65540-03-D-0001, Zone 1 – At Naval Surface Warfare Center, ACCESS provides engineering support to a number of Navy integrated defense business and automated information systems, including design and development of highly complex screens and screen formats in accordance with Government specifications. Contract GS-23F-0081L, Zone 2 – SYS provides system engineering support for Battle Force Tactical Trainer (BFTT) and Navy Combat Systems in support of PEO IWS. Support includes hardware and software design, interface, and integration and resolution of technical issues. Technical solutions were managed, tested, and documented. Contract N61331-00-C-0022, Zone 4 – Northrop Grumman is developing the Airborne Laser Mine Detection System (ALMDS) for NSWC. It has successfully integrated and coordinated multiple levels of engineering support to produce a design that meets the ALMDS mission requirements using high-power low-noise laser coupled with high-resolution receiver technology to provide high performance and system reliability. Contract N00164-00-D-0008, Zone 5 – Northrop Grumman supports NSWC Crane for the inservice SLQ-32 family of EW systems. Engineering analysis is included in this effort. Contract N63394-96-D-1206, Zone 6 – SYS conducted Cooperative Engagement Capability (CEC) installation studies and participated in Advanced Integrated Electronic Warfare System (AIEWS) installation development. SYS performed design analysis for development of the electrical power distribution system, PCMS installations, and SARs and SIDs for Integrated Ship Defense Systems. 1.3 Modeling, Simulation, Stimulation, and Analysis Support (SOW 3.3) Contract N66604-02-D-011C, Zone 1 – Rite-Solutions conducted analytical assessments in support of Theater ASW CONOPS development for COMPACFLT. Using a spectrum of static and dynamic modeling and simulation tools, Rite-Solutions quantified the capabilities of individual Navy platforms and sensors and the overall Naval force effectiveness of theater ASW courses of action against potential threat actions. Contract N00178-95-C-2008, Zone 2 – For NSWC Dahlgren, Northrop Grumman provides modeling support for the Weapons Control System Interface Simulator by developing new functionality, documenting development, maintaining documents, and supporting program testing. Contract GS-10F0355K, Zone 3 – VIP was contracted by the Naval Special Warfare Command to develop a comprehensive set of logistics metrics. NSWC was required to implement an efficient methodical approach to a Logistics Metric Evaluation Plan for the NAVSPECWAR community. Contract N63394-00-D-1227, Zone 6 – SYS employs Modeling and Simulation tools to support PHD NSWC Integrated Ship Defense Department engineering, integration, test and evaluation (T&E), events and exercises for LSD 41/49, LHD, AOE, LHA, CV/CVN, DD 963, LPD and the Self Defense Test Ship (SDTS). Contract N66604-02-D-1118, Zone 7 – For the Naval Undersea Warfare Center (NUWC), Northrop Grumman develops full-scale submarine simulation-stimulation used for laboratory development of submarine combat systems and for fleet training. Software models include medium- to high-fidelity ownship, oceans, acoustics, weapons, and other sensor simulations. 1.4 Prototyping, Pre-Production, Model-Making, and Fabrication Support (SOW 3.4) Contract N66604-99-D-014E, Zone 1 – Northrop Grumman supports NUWC with systems engineering, application software development, hardware development, and test independent verification and validation (IV&V) for undersea ranges’ software and concept development for new T&E techniques and facilities. Contract GS-23F-0081L, Zone 2 – SYS provided prototyping services in support of BFTT participation requirements with the Missile Defense Agency (MDA) exercise Juniper Cobra 03. SYS personnel researched, procured, engineered, and integrated the necessary components to produce a portable COTS-based remote control device (terminal) for the SeaTel Ku Band antenna. Contract N00024-00-C-2300, Zone 4 – For the NAVSEA LPD 17 program, Northrop Grumman’s Composites Laboratory in Gulfport, Mississippi, developed an all-composite mast. The prototype assembly and components were installed on USS Lauren and tested with successful results. Contract NBCHA010033, Zone 6 – EDS provided engineering services to establish an UltraThin Client (UTC) pilot architecture to achieve compatibility with the NMCI infrastructure and interoperability with NMCI applications. Based on Navy solutions and requirements, EDS tested and validated Navy functional requirements for integrated security and application performance within NMCI. Contract N66604-99-D-014E, Zone 7 – For NUWC, Northrop Grumman prototyped and fabricated advanced shipboard electronics and the Mk 84-1 sonar transducer. Contract N63394-97-D-2106, Zone 6 – Northrop Grumman has delivered successful engineering and technical support to the Naval Surface Warfare Center Port Hueneme Division (NSWCPHD) under its in-service engineering support contract for 15 years. It supported RM&A for AWS and ACS including failure analysis, design review, and engineering recommendation for all high failure items. Classified Contract, ******-03-C-3000, Zone 7 – In Keyport, Northrop Grumman provides program management support; engineering services for upgrades, repairs, training; and RM&A analysis and maintenance actions at Naval Station Bangor. 1.8 Human Factors, Performance, and Usability Engineering Support (SOW 3.8) Contract N66604-02-D-1118, Zone 1 – At NUWC, Northrop Grumman develops humancomputer interfaces using state-of-the-art tools and techniques to implement these designs for the Submarine Multi-Mission Team Trainer. Contract N66604-02-D-1118, Zone 7 – Northrop Grumman develops Human Computer Interfaces (HCIs), using state-of-the-art tools and techniques to implement the design of HCIs for the Submarine Multi-Mission Team Trainer. 1.9 System Safety Engineering Support (SOW 3.9) Contract N66604-99-D-014E, Zone 1 – Northrop Grumman designs and builds unique hardware for T&E purposes, all of which conforms to formal system safety guidelines defined in its ISO 9001 process. Contract GS-23F-0081L, Zone 2 – SYS prepared briefing materials and participated in presentations to the Weapon System Explosives Safety Review Board (WSESRB) to obtain Board concurrence to install the AN/USQ-T46(V) BFTT system, including the AN/USQ-T48 (a Tactical Simulator/Stimulator System (TSSS)), aboard all Ship Self-Defense System (SSDS) MK 2 capable ships and use the TSSS with all radars, including fire control radars. Contract N63394-97-D-2106, Zone 2 – For NSWCPHD, Northrop Grumman provides engineering and technical support for the activation and deactivation of all Tartar System ships and currently supports the deactivation of the first five Aegis ships. Contract N00024-00-C-2300, Zone 4 – In Pascagoula, Mississippi, Northrop Grumman’s planning yard maintains accurate controls and lists of the equipment and components configuration for each CG 47-, DD 963-, and LPD 17-class ship, providing the basis for equipment removal, safeguarding, and destruction associated with ship availabilities and deactivation and/or disposal. Contracts N63394-98-D-2203/N63394-02-D-1250, Zone 6 – SYS provides engineering and technical expertise to plan and conduct removal of underway replenishment equipment from decommissioned ships or ships with equipment that has undergone modernization. Contract GS-23F-0081L, Zone 2 – SYS provides engineering support for T&E of BFTT tests and trials in the areas of communications and integration with other simulation and communication systems such as BLII. SYS supports the System Operation Verification Test (SOVT) for BFTT. Contract HSTS02-04-F-SCR012, Zone 3 – For the Transportation Security Administration, ACCESS provides the full range of T&E support for the Transportation Worker Identification Credential Program. ACCESS provides decision support assistance by preparing position papers and evaluation assessments and reviews, validates functional and performance requirements, and supports prototype T&E. Contract N68939-97-A-0018, Zone 5 – In support of NAVAIR, Northrop Grumman provides MV 22 and CV 22 avionics engineering services. It also provides software development support, avionics systems engineering analysis, IV&V to verify joint interoperability, and avionics systems flight test analysis and planning. Contract NBCHA010033, Zone 6 – EDS provided engineering services to establish a UTC pilot architecture to ensure compatibility with the NMCI infrastructure and interoperability with NMCI applications. Based on DON solutions and requirements, EDS tested and validated Navy functional requirements for integrated security and application performance within NMCI. In support of initiatives to create distributed, virtual T&E environment, it provides interoperability software in accordance with HLA standards and was in the forefront of developing standards for range interoperability, such as TENA. 1.15 Measurement Facilities, Range, and Instrumentation Support (SOW 3.15) Contract N66604-99-D-014E, Zones 1, 2, 4, 6, 7 – Northrop Grumman supports NUWC with systems engineering, application software development, hardware development, test V&V for undersea ranges software, and concept development for new T&E techniques and facilities. It has also supported multiple interoperability tests and experiments that linked the ranges with land-based simulations, including FBE-India and Juliet. The Webenabled applications enable contractor support personnel to manage maintenance actions for various military training devices, including maintenance and supply functions; purchase requisition and order functions; vendor management; and labor time keeping. 1.17 Supply and Provisioning Support (SOW 3.17) Contract : N00140-04-F-E878/N00140-04-F-E879, Zone 1 – EDS provides technical and analytical support for the Trident Logistics Data System applications to accomplish a variety of functions including shipboard configuration status accounting, shipboard spare and repair parts allowance determination, and inventory management of major ship system components. Volume I, 1.0 Table A Narrative 1.19 In-Service Engineering, Fleet Introduction, Installation and Checkout Support (SOW 3.19) Contract N00178-97-C-2002, Zone 2 – Northrop Grumman provides NSWCDD with technical and engineering support related to the T&E of the ACS and the Aegis Weapon System (AWS) including in-service engineering on the Aegis computer programs before deployment to the fleet. Contract N00140-05-D-0005, Zone 3 – Capstone performs an annual review of the Joint Deployment Systems Capstone Requirements Document (JDS CRD). Task encompasses engineering reviews of initial capabilities documents, capability development documents, capability production documents, and operational requirements documents of war-fighter systems proposed for joint use to ensure compliance with JDS CRD requirements. Contract N65236-00-D-5075, Zone 4 – GLS operates and maintains complex WAN backbone and cabling supporting voice data and video requirements for multiple U.S. Government agencies. Technical staff installs, tests, and repairs inside and outside cable plant for data, voice, and video services. Contract N63394-00-D-1227, Zone 6 – SYS performs in-service engineering, Fleet Introduction, and Installation and Checkout tasks in support of the command’s In-Service Engineering Agent role. It conducts pre- and post-installation system operational tests to affirm that system performance meets functional certification criteria and also conducts installation and checkout of self-defense systems including RAM, SPQ-9B and NATO Sea Sparrow Missile Systems. Contract N63394-97-D-2106, Zone 7 – As the in-service engineering prime contractor for NAVSEA NSWCPHD, Northrop Grumman provides all aspects of ISEA support including new technology delivery, T&E, and legacy system modernization, maintenance, and repair. 1.20 Program Support (SOW 3.20) Contract GS-35F-0323J/ TO0403DE0891, Zone 4 – EDS implemented an Internet applicationhosted MIS solution using industry-standard and proven hardware and software.
