Purpose of Job
Technical Manager for Horticulture with accountability to Technical Manager for
Works and Area Management Team
2 Cemetery Managers, 3 Head Gardeners and indirect responsibility for
Gardeners.
As delegated
To support the Technical Managers (Horticulture and Works) in organising and
supervising the horticultural maintenance and structural renovation work in the
region and to represent the Commission. The post is responsible for the
implementation of organisational policy, including approved working practices,
health and safety procedures, environmental and Commission policies relating to
conduct and behaviour.
The position is based in Taukkyan.
Key responsibilities and accountabilities
General
 Implements the Area Management Plan, including works and horticultural projects and maintains
accurate records of staff details, cemetery technical data and plans.
 Promotes the safe use of horticultural machinery and vehicles and ensuring safe working practices;
recording accidents, near misses and taking appropriate action to effectively manage risk. Collate
and provides information as required of the Area Health & Safety Action Plan.
 Plans and manages the seasonal work programme in agreement with the Technical Manager
(Horticulture). Assist the Technical Manager (Works) with arrangements for training and carrying out
work in the region.
 Identify and source local supplies, stores, nursery stock, machinery, hand tools and safety
equipment within delegated financial authority; monitoring the safety and effectiveness of locally
purchased tools and equipment, in conjunction with the Area Technical Managers.
 Supervise the cemetery staff and casual labour (structural and gardening staff) on a daily basis and
contract work as instructed by Technical Managers. Manage the Cemetery Managers remotely, by
conducting regular calls and visits.
 Inspects the Commission’s cemeteries and memorials regularly.
 Administer daily Human Resource functions: recruitment, induction, training, absence management,
appraisal process, disciplinary action, informing Area office on any management issues.
 Submit monthly accounts, together with progress reports and funding requests. Administer the
payment of wages (including the calculation and payment of income tax and preparation of
associated documents).
 Provide Area Office with details on changes to local legislation, conditions of employment and pay
data.
 Source contractors as required by Technical Managers and monitor progress, and prepare quarterly
technical reports.
 Liaise with Clearing Agents and authorities to obtain documents and permits for the clearance of
equipment and supplies through customs and the distribution to other sites as required.
 Organise visits for Commission officials and accompanies them as required.
Team Performance (where applicable)
 Manages the performance, development and standards of behaviour for the direct reports and
oversees the performance management of the wider regional team through delegation. Identifies
training needs for the whole staff compliment and highlights any skills gaps.
 Delivers training in order to maintain and improve the staff skills base. Conducts regular team
meetings to update staff on all aspects of operations.

Project Responsibilities (where applicable)
 Ensures the Commission is recognised and represented in the preparation of ceremonial events
within Myanmar (for example 1914-18 and 1939-45 centenary anniversaries).
Financial & Risk Management
 Produce and sign off the monthly accounts in accordance with current accounting practices and
within agreed delegated regional budget and financial delegated authority per transaction.
 Ensures all work practices have been risk assessed, COSHH assessments are in place and LOLER
and PUWER checks made at defined intervals with guidance from the Technical Services
Department when required.
Other Accountabilities
 Regular travel within Myanmar to ensure additional projects are carried out.
Key contacts and relationships
 Responsible to the Area Technical Managers and Area Management Team
 Line Manager to the Cemetery Managers, Head Gardeners
 Indirect line management responsibility for Gardeners
 Day to day liaison with colleagues within Area and Head Office.
 Receives and assists visiting dignitaries, war veterans and relatives.
 Maintains and develops contacts with diplomatic missions, local authorities, contractors or
individuals where this may be of use in facilitating the work of the Commission.
 Liaising with officials of all nations in the arrangements for Remembrance Day services and ensures
the Commission is recognised and included in preparation and activities relating to 1914-18 and
1939-45 centenary anniversaries.
 Accompanies HO officials when required.
Knowledge & qualifications/experience required
 Good command of written and spoken English language, in addition to high level of literacy in their
first language.
 Project Management experience.
 A recognised technical/management/administration qualification or relevant experience working ins
supervisory position.
 Excellent Microsoft skills
 A basic understanding of Horticultural practices, although specific Commission training will be
provided.
 Thorough knowledge of organisational policies, horticultural and works standards and practices.
 Ability to work with a high degree of autonomy.
 Proven reliability, honesty and integrity.
Competencies & Key Skills (functional/technical)
 Leadership - Provides direction and guidance to the Cemetery Managers, Head Gardeners and
Gardeners, where applicable, to take forward the Area Management plan and Corporate Objectives.
 Communication – Fosters and develops productive relationships with staff, local officials, outside
agencies and dignitaries at all levels to ensure the smooth running of the region. The ability to take
dignitaries for tours tailored to their interests. Has good oral and written skills.
 Personal Effectiveness - Organise work to meet deadlines set by the Area Management Team.
Willing to accept increased responsibility, for the interests of the Commission.
 Planning and Organisational Skills - Able to prioritise the allocation of resources in order to
successfully execute agreed work programmes. Is sensitive to the need to work flexibly and uses the
resources wisely and economically.
 Service Delivery - Has excellent administrative, numerical and IT skills and promulgates sound H&S
practices, providing the service required by the general public, Area Office.
 Resource Management - Works within a budget, negotiates keenly with local suppliers to ensure
best value for the Commission.
 Application of Specialist Expertise - Uses their knowledge effectively in taking forward the Corporate
aims of the Commission. They should be keen and open to developing new skills by taking part in
training and development but should know where to seek specialist advice when required.
 Management Skills - Monitors standards and conduct, provides coaching and assistance when
required to motivate staff to give their best. Deals effectively with poor performance. A good team
worker who recognises the contributions made by others and will not tolerate unacceptable
behaviour.
