Annex 2-4 UNICEF UKRAINE TERMS OF REFERENCE Videographer (international) Duration: 5 working days (24-28 November 2014) 1. Purpose of Contract: As a result of extended violence in the East of Ukraine, over 440,000 people have been displaced while more than 300,000 have fled eastern Ukraine to seek refuge in neighbouring countries. At least one third of them are children. The crisis has had a severe impact on children’s lives in Ukraine. Many children are at risk of having limited access to education. According to reports, there has been extensive damage to schools in post conflict areas. The ongoing fighting in Donetsk and Luhansk oblasts has severely disrupted water supply systems resulting in up to 1,250,000 people in those areas being without access to water. The ongoing state of uncertainty and escalating violence is taking a heavy toll on the children’s and families’ mental health and wellbeing. Taking into consideration all of the above, UNICEF is rolling out its response in the conflict areas and the areas of active fighting. The response is focused in such areas as WASH, Education, Child Protection and Immunization. As part of its donor communications and outreach to the public and media outside of Ukraine, UNICEF Ukraine office is looking for a videographer with international expertise to create a series of video stories to show how the conflict in Ukraine affects children and illustrate UNICEF emergency response in the country. 2. Objective of the Contract with expected results/outcome/products/sub products/outputs: Objective of the assignment is to produce video materials and web story telling about the crisis’ impact on children in Ukraine and UNICEF response. The videographer will undertake the following key assignments: 1) in coordination with the Crisis Communication Consultant and technical inputs received from the emergency team, shoot video materials to illustrate the need and UNICEF response in a number of areas, such as WASH, Education, Child Protection, Health; 2) produce video stories (two pieces) including editing, voice over, script writing, etc; 3) film the B-roll video and transfer to UNICEF HQ in New York for distribution via UNICEF channels in coordination and technical inputs from Communication Officer and Crisis Communication Consultant; 4) prepare the stories for the UNICEF global web-site in coordination with the Crisis Communication Consultant. 3. Deliverables based on the work plan (to be approved by the respective Officer - title to be indicated): The project envisages the engagement of the consultant for 5 working days (24 – 28 November 2014). The below list of deliverables are expected: Annex 2-4 - - shooting of video in the field on identified topics, related to children’s needs in crisis and UNICEF response is done together with Crisis Communication Consultant, relevant project team members and partners (by 26 November 2014); 2 UNICEF video stories and story for the web are edited and produced and shared with UNICEF HQ, B-roll is ready for sharing with media (by 28 November); video raw materials and final video stories produced during shooting of internally displaced children and families in country are shared with UNICEF Ukraine communication section (by November 28, 2014). 4. Details of how the work should be delivered: The video footage, video stories, text and B-roll should be provided in electronic format in various versions fit for the further use among international media and UNICEF global multimedia channels. The final short report must be provided in electronic and hard copy versions. 5. Performance indicators for evaluation of results: - Quality and quantity of the produced video stories, as well as produced and edited text; - Quality and quantity of the filmed raw video footage to be further used for UNICEF Ukraine purposes; - Quality of the produced B-roll. - Responsibility (timeliness of products’ submission to UNICEF). 6. Qualifications/specialized knowledge/experience required to complete the task: A minimum of five years work experience in communication, photography, video production and new media at the international level; Advanced university degree in Communications, Journalism, Video production or related area; Proven experience in producing video stories, making database of video and photo materials for use and sharing; excellent knowledge of camera shooting techniques as well as editing and script writing skills. Knowledge of computer systems, internet, specialized video editing/production software, various office applications, and interactive digital media. Excellent interpersonal communication skills. Fluency in English with excellent writing skills. Previous experience of working with UNICEF for similar assignments would be an asset. 7. Definition of supervision arrangements: The contract will be supervised by the UNICEF Ukraine Communication Officer, while the consultant will coordinate also with the whole communication team and the crisis response team in the UNICEF Ukraine office. 8. Description of official travel involved: The consultant will undertake travel to the regions of Ukraine on as needed basis to film video. No travel shall be undertaken prior to passing the Basic Security in the Field, Andvanced Securtiy in the field and Landmines Courses. 9. UNICEF recourse in the case of unsatisfactory performance: Annex 2-4 In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assignment completion, UNICEF is entitled to decrease the payment by the range from 30% to 50% of the contract value as decided jointly by the Contract Supervisor and Operations Manager. 10. Support provided by UNICEF: Day-to-day support for the assignment will be provided by the UNICEF communication and health teams and will include relevant information sharing, briefing and de-briefing sessions, and accompanying some of the consultant’s meetings with partners, when necessary.
