Offers are invited from Delhi based Govt./ Semi Govt./ Autonomous
academic institution/ laboratories for the Quantification and Quality
Analysis of Hazardous Waste at Dumping Sites in NCT of Delhi and
Remediation Plan there for, alongwith the financial implications. The
offers may be sent to Member Secretary, DPCC at above address by 27th
January, 2012.

The DPCC is desirous of getting the aforementioned work done through a suitable and
reputed government academic institution/ laboratory. The scope of work is enclosed
herewith for your kind perusal. The general terms & conditions usually imposed by
DPCC on the selected agency for such work are also enclosed herewith.
It is expected that your eminent institution may have adequate in-house capability to
undertake the aforementioned work with requisite precision & reliability.
In view of the above, I am directed to request you to please intimate your offer for the
aforementioned work along with financial implications thereof by 10th January, 2012. In
case you are not interested in the aforementioned work, the same may kindly also be
intimated by 10th January, 2012.
Non- receipt of any offer or intimation on lack of interest in the work by stipulated date
shall be deemed to be your expression of disinterest in the aforementioned work.

Scope of work
1.
Quantification and analysis of the hazardous waste at 23 illegal hazardous waste
dump sites (list enclosed) as per Hazardous Wastes(Management, Handling &
Transboundary Movement)Rules, 2009, as amended to date. Parameters to be
analysed are enclosed at Annexure-I.
Composite sampling shall be done as per Standard procedure laid down in the
CPCB Guidelines.
2. Quantification and analysis of sludge and/ or solid wastes as per Hazardous
Wastes(Management, Handling & Transboundary Movement)Rules, 2009,
as amended to date, at 13 CETPs (list enclosed). Parameters shall be analysed as
per Annexure-I. Composite sampling shall be done as per Standard Procedure
laid down in CPCB guidelines.
3.
Analysis of leachate and ground water quality in the area within 50 meteres of
the periphery of each dumping/ CETP site. Samples shall be collected as per
Standard Procedures. The parameters to be analysed for leachate & ground
water shall be as per Municipal Solid Wastes(Management & Handling)
Rules, 2000 & IS: 10500 respectively as amended to date.
4.
Ambient air quality monitoring at each dumping/ CETP site for notified Ambient
Air quality parameters, as per the standard Procedures laid down in CPCB
guidelines.
5.
Preparation of Remediation plan and Mode of disposal depending upon waste
characteristics at the dump sites.

This has reference to the letter sent to you on 14/12/2011, regarding Quantification and
Quality Analysis of Hazardous Waste at 23 dumping sites in NCT of Delhi and
Remediation Plan there for.
It has been found during inspection that currently there is no Hazardous Waste available
at nine of the 23 illegal Dumping Sites. A list of the said nine sites is enclosed herewith
for your kind information. As it is expected that your offers for the aforementioned work
are based on ground reality, you may kindly verify the factual position in respect of these
nine sites also and factor the same, while submitting your offers by 10/01/2012.
