BASED REQUIREMENTS : A recognised qualification in the oceanographic, natural sciences, environmental management sciences. Relevant technical knowledge and experience in the field of marine pollution, coastal management, waste management or water quality management. The position requires a good understanding and application of environmental legislation, policies and procedures pertaining to pollution and coastal management in South Africa, as well as the ability to analyse and interpret scientific data. Excellent communication, writing and presentation skills are essential. The candidate must have a valid driver’s license (Code B) and be willing to travel extensively. DUTIES : Support implementation of the National Programme of Action on land-based activities; Assist in the development and implementation of a system for issuing coastal water discharge permits under the Integrated Coastal Management Act (2008); Support the development of innovative strategies and/or programmes to improve coastal water quality management, including compliance monitoring; Support the development, implementation and promotion of water quality guidelines and/or standards applicable to various uses of coastal water; Provide advice on marine pollution issues in technical reports and throughout EIA processes, as delegated and requested by management. Baijnath-Pillay R 169 704 – R 188 340 p.a. A recognised 3 year degree/diploma or equivalent qualification in Natural Science/Environmental Management, with relevant experience. Knowledge of the functioning of coastal ecosystems, and that of institutional arrangements and legal regime pertaining to coastal management. Knowledge of environmental law. The ability to interpret and apply environmental/coastal legislative framework. Possession of good communication (both verbal and written), interpersonal, project management, conflict management, financial management, and negotiation skills. Knowledge of coastal management processes and principles; and related practical experience will be an added advantage. DUTIES ENQUIRIES : Evaluate applications to the Deputy Director-General for permits for the use of vehicles in the Coastal Zone in terms of Off Road Vehicle (ORV) regulations (Government Notice R. 1426) of National Environmental Management Act 18 of 1998. Evaluate applications submitted to the Minister for exemption from certain requirements. Advise the Chief Directorate on appropriate amendments to the ORV regulations in order to improve their effectiveness. Manage database of all ORV applications received and all documents regarding transgressions in the Coastal Zone. Liaise with other government departments and stakeholders in the management of Coastal Zone.
