National Certificate in Equine (Racecourse Maintenance) (Level 3) with
strands in Harness Racing, and Thoroughbred Racing

Purpose
This qualification is for people who are new to the equine industry. The qualification is
intended for people who are entering the racecourse maintenance sector with no intended
previous experience or limited equine industry skills.
The Core Compulsory section recognises the skills required for all new entrants to the
racecourse maintenance sector. Qualification holders will have the skills to supervise
horses working on the racetrack; prepare and maintain the race club facility before, during
and after a race meeting; deal with an emergency involving horses; drive wheel tractors
and All Terrain Vehicles (ATVs); clean stables; apply information computer technology,
catch and prepare a horse for exercise; maintain hand tools, small engines, and irrigation
systems; apply agrichemicals; apply safe work practices; provide first aid; communicate
effectively; manage time; and perform calculations. They will also have knowledge of the
safe operation of tractors and ATVs; the racing industry judicial system; weeds and their
control; the HSNO Act and NZS 8409:2004 for the use of agrichemicals; and stress
management.
Through strands, the qualification recognises the skills needed by the harness racing and
thoroughbred racing sectors of the equine industry. People pursuing careers in the
harness racing sector can select the Harness Racing Strand, and those pursuing a career
in the thoroughbred racing sector can select the Thoroughbred Racing Strand.
People who select the Harness Racing Strand will have the skills to prepare, maintain and
rehabilitate harness racetrack surfaces; and identify harness racetrack deterioration, and
groom the racetrack. They will also have knowledge of maintenance procedures; and the
design, construction, and maintenance of a harness racing track.
People who select the Thoroughbred Racing Strand will have the skills to maintain and
erect hurdles and steeplechase fences; maintain sand and plough equine racetrack
surfaces; organise and conduct barrier training for horses; and operation an irrigation
system. They will also have knowledge of turf botony.
On completion of this qualification people can, if they wish to develop further management
skills in racecourse management, progress to the National Certificate in Equine
(Racecourse Management) (Level 4) [Ref: 0653]. People can also progress to the
National Certificate in Sports Turf Management (Level 4) [Ref: 0203].

Credit for agrichemical standards may contribute to Approved Handler certification under
the requirements of the Environmental Risk and Management Authority (ERMA).

Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand
Qualifications Authority (NZQA) Rules and Procedures publications available at

Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Version 5 was issued following review to make changes to structure and content.
Changes to structure and content
 Strand Harness Racing has been added and contains standards 25854, 25855, and
25856.
 Strand Thoroughbred Racing has been added and contains standards 1152, 1611,
1613, 1614, and 22190.
 Standards 1611, 1613, 1614, and 1152 were moved from the compulsory section to
Strand Thoroughbred Racing.
 Standards 14, 42, 497, 1153, 1156-1159, 1161, 1162, 1624, 2780, and 5059, have
been removed from the compulsory section.
 Standards 4, 1277, 1660, 17593, 21555, 21563, 21564, 22189, 23972, 24557, and
24561 have been added to the compulsory section.
 Standard 19043 was replaced by standard 24552, and standard 5060 was substituted
by standard 21564.
 Total credits have changed from 119 to 107-108 depending on strand.

Transition
The Primary Industry Training Organisation is unaware of any existing candidates currently
enrolled on version 4. The last date for assessments to take place is 30 April 2010.
The start date for programmes or courses for version 5 is at the date of registration.
This qualification contains standards that are replaced by or are a substitute for earlier
standards. For the purposes of this qualification, people who have gained credit for the
expired standards are exempt from the requirement to gain credit for the replacement or
substituted standards – see table below.

This qualification contains standards that replaced earlier standards. For the purposes of
