Minutes of Regular Meeting
November 21, 2005
The Harnett County Board of Commissioners met Monday, November 21, 2005, in
regular session in Courtroom 6, Harnett County Courthouse, 301 West Cornelius
Harnett Boulevard, Lillington, North Carolina.
Members present:

Chairman Byrd called the meeting to order at 7:00 p.m. and Commissioner McNeill
led the pledge of allegiance and invocation.
Commissioner Andrews moved to approve the agenda as published with the following
additions to the consent agenda:
- budget amendment
- contract for Criminal Justice Grant
- resolution regarding influenza vaccine supply
Commissioner Titchener seconded the motion and it passed unanimously.
Upon motion by Commissioner McNeill and seconded by Vice Chairman Hill, the
Board unanimously approved the following items on the consent agenda:

3. Tax refunds and releases (Attachment 1)
4. Resolution to add Bullard Road to state system (Attachment 2)
5. Revised Road Sign Installation and Maintenance Contract with Rickey Smith and
Jerry Morris, doing business as Roadside Services. The last price increase was
August, 2000. The new contract reflects an increase of $5.00 per newly installed sign,
and $3.00 increase on all other repairs. This contract shall automatically renew each
year on the contract anniversary date.
6. Change orders for Agriculture Center and Animal Control facility projects:
Agriculture facility
- $1,171.00 exhaust fans motor change for
different phase power
- $3,880.23 overhead lighting for lobby
Animal Control facility
- $1,369.70 garage door power
- $420.00 remote controls for power and 4
openers
- $5,467.46 chain link fence addition to runs
- $1,000 paint existing walls
7. Resolution approving an amendment to Installment Purchase Contract regarding
distribution of Harnett County Schools Certificate of Participation (COPS) funds
(Attachment 3)
8. Contract with the North Carolina Department of Correction for a Criminal Justice
Partnership Program Grant in the amount of $92,930.00.
9. Resolution regarding influenza vaccine supply (Attachment 4)
Informal comments were provided by the following citizens:
- Linwood Turner, Linden, and Jerry Morris, Bunnlevel, expressed concerns with
Public Utilities charging for dry taps.
- Ray Womble, Lillington and Glen Johnson, Buies Creek, provided comments
regarding the Good Hope Hospital issue.
Commissioner Titchener moved for the appointments listed below. Commissioner
Andrews seconded the motion and it passed unanimously.

Dan B. Andrews for a 3-year term to expire 12/02/08

Ronald Thomas re-appointed for a 3-year term to expire 12/31/08
nominated by Commissioner Andrews
Industrial Facilities & Pollution Control Financing Authority
James M. McCormick and Robert G. Salmon for 4-year terms to expire
12/31/09
nominated by Commissioner McNeill
Averasboro Township Tourism Development Authority
Billy Tart and Ricky Johnson for 1-year terms to expire 12/31/06 with
Billy Tart appointed Chairman.

Pat Godwin, President and CEO of Godwin Manufacturing, Dunn, addressed the
Board regarding the Good Hope Hospital issue.
Ralph Thurman, Transportation Manager, noted that as part of the 2006-2007 grant
application process for the Community Transportation Program, a public hearing must
be held to allow input from residents. Chairman Byrd called to order a public hearing
and opened the meeting for comments regarding the Community Transportation
Program in Harnett County. No comments were offered and Chairman Byrd closed
the public hearing.
Mark Locklear, Senior Planner, presented a zoning change request for Kay Choosakul,
from RA-20M to Commercial Zoning District, 4.69 acres located on Hwy. 87 in
Barbecue Township. The Planning Board recommended denial of the request.
Chairman Byrd called to order a public hearing on the matter and opened the meeting
for comments from the public. Comments in favor of the zoning change were
provided by citizens listed below. No comments were made against the request.

There being no further comments, Chairman Byrd closed the public hearing.
Commissioner McNeill moved to approve the zoning change request from RA-20M to
Commercial as requested. Vice Chairman Hill seconded the motion and it passed
unanimously.
Mark Locklear, Senior Planner, presented a zoning change request for BNS
Development, from RA-20R to Commercial Zoning District, 2.66 acres located on SR
1201-Ponderosa Road in Johnsonville Township. The Planning Board recommended
approval of the request. Chairman Byrd called to order a public hearing on the matter
and opened the meeting for comments from the public. No comments were offered
and Chairman Byrd closed the public hearing. Commissioner Titchener moved to
approve the zoning change request from RA-20R to Commercial as requested.
Commissioner Andrews seconded the motion and it passed unanimously.
Steve Ward, Assistant Director, Public Utilities, presented for the Board’s
consideration a proposed ordinance to implement a Fats, Oil, and Grease Program.
Commissioner McNeill moved to adopt the Oil and Grease Control Ordinance with
fees to be considered in the 2006-2007 County Budget. Commissioner Andrews
seconded the motion and it passed unanimously.
Departmental reports were filed with the Board from Animal Control, Health
Department, and Finance Office (Attachment 6).
Mr. Emory noted that the Veteran’s Council has requested Board approval to place a
metal silhouette of a kneeling soldier in Harnett County Veterans Park. The silhouette
would be secured in the ground with concrete.
There being no further business, Vice Chairman Hill moved to adjourn.
Commissioner McNeill seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners regular meeting, November 21, 2005, adjourned at
8:30 p.m.
