Request from Secretariat of the International Narcotics Control Board/ United Nations Office on Drugs and Crime (UNODC) JOB DESCRIPTION FOR ASSOCIATE EXPERT INT-176-08-P131-01-V General information Title: Associate Expert in Drug Control Duration of appointment: 1 year (with possible extension for another year) Expected start date: January 2009 Duty Station: Vienna Supervision: Title of the supervisor: Content and methodology of the supervision: Chief, Convention Secretariat Evaluation Section, INCB Performance of the Associate Expert will be evaluated through the United Nations Performance Appraisal System (e-PAS). A work plan is established by the Associate Expert and the supervisor within the first two months of the assignment, including a professional development plan, learning objectives and success indicators. Performance of the Associate Expert is monitored by the supervisor. A formal discussion on the work plan implementation between the supervisor and the Associate Expert will be held after six months and a performance evaluation in writing is prepared by the supervisor every twelve months. The AE is provided with oral and written guidelines. The results of each task are reviewed by the assigned professional staff of the Convention Evaluation Section and the Chief of the Section. Duties, responsibilities and output expectations The AE will perform the following duties and responsibilities: Gather information on drug control situations in various countries and regions using numerous sources, including direct communication with Governments 1 Analyse Government measures taken to address drug abuse and illicit trafficking Monitor new developments and trends in drug control and steps taken by Governments in drug control legislation and policies. Evaluate Government policies and assess whether the requirements of the international drug control conventions are fulfilled. Identify weaknesses in policies and areas for possible improvement. Responsibilities: Assist in the preparation of pertinent reports on country situations and overall treaty compliance of Governments with their obligations under the international drug control conventions. Prepare written communications to Governments, drafted in accordance with diplomatic convention, and, where necessary and appropriate, meetings with representatives of Governments in Vienna. Output expectations: Drafting of documentation and correspondence according to United Nations standards, adherence to deadlines Qualifications and experience: Qualifications: Advanced degree in international law, international relations, political science, public management or other related field. Good drafting skills in English are required. Ability to read either French or Spanish at an advanced level required, with ability in the other language also highly desirable. Some command of Russian would be advantageous. UN competencies: Communication: good drafting ability and oral and written communication skills. Planning and organizing: Allocates appropriate amount of time and resources for completing work, foresees risks and allows for contingencies when planning, Technological awareness: experience with computer applications such as Word, Excel. Experience: At least two years experience in evaluating legislation/and or public policy, either in an academic setting or as a practitioner. Experience in evaluating drug control policy would be an asset. Learning Elements: After the two-year assignment, the Associate Expert will have detailed knowledge of the international drug control, of the measures Governments take to implement the international drug control conventions and a thorough understanding of the policy issues at work in international drug control issues. The Associate Expert will also have practical, first hand experience in international diplomacy, through having written diplomatic communications and having participated in international forums, such as meetings of INCB and the Commission on Narcotic Drugs. 2 The Associate Expert will be able to conduct assessments of Government policies and measures in the field of drug control, draft correspondence with Governments according to UN standards, draft documents for review by UN bodies, and discuss matters of international drug control with representatives of Governments and international organizations. Background information: The Secretariat of INCB is an integral part of the United Nations Office on Drugs and Crime (UNODC). The task of the secretariat is to support the International Narcotics Control Board in the execution of its duties that are laid down in the international drug control treaties. Broadly speaking, INCB deals with two aspects of drug control: - With regard to licit manufacture, commerce and sale of drugs, the Board endeavours to ensure that adequate supplies are available for medical and scientific purposes and that leakages from licit sources to illicit traffic do not occur. To this end, INCB administers an estimates system for narcotic drugs and an assessments system for psychotropic substances, and monitors international trade through a statistical returns system. The Board also monitors government control over chemicals used in the illicit manufacture of drugs and assists them in preventing diversion of these chemicals into illicit traffic. - With respect to illicit manufacture and trafficking of drugs, the Board identifies where weaknesses in the national and international control systems exist and contributes to rectifying the situation. Further, the Board is responsible for assessing chemicals used to illicitly manufacture drugs, for possible international control. The Convention Evaluation Section is part of the INCB Secretariat and charged with monitoring the global drug control situation, responding to problematic situations and bringing to the attention of the Board potential situations of concern. Its day-to-day work focuses on monitoring the situation in countries which have been identified as requiring close and constant monitoring, to ensure full compliance by Governments with the international drug control conventions. The Associate Expert will be stationed in Vienna but may be required to carry out short-term missions to other countries, including developing countries.
