Islamic Republic of Afghanistan Ministry of Rural Rehabilitation & Development Rural water supply, sanitation and irrigation program Position: Department, Program, Pillar Section/Project Provincial chief engineer Duty Station: Nimroz Duration: 12 Month Vacancy no. 21 Ru-WatSIP/MRRD Nimroz water supply project Background: Rural Water Supply, Sanitation and Irrigation Ru-WatSip is working in the structure of Ministry of Rural Rehabilitation and Development MRRD. The main responsibilities of this department is provision of safe potable water and sanitation facilities as a basic need for allover rural inhabitants in the country In this programme many donors such as MOF, UNICEF, NORAD, WB are providing financial assistance to MRRD for capacity building and implementation of water supply projects. Among the others MOF, is provided support for implementation of Water Supply, Scheme in Nimroz province. Duties & Responsibilities: Prepare design and construction specifications for Water Supply projects and supervise activities of contractors on construction sites (gravity and pressure line, distribution network, wells, pumping station, reservoirs and other hydrotechnical structures) Produce engineering products and cost estimates for option analysis. Prepare detailed designs, calculations, and scope of works, specifications, bills of quantities and drawings for contract work packages. Reply to technical bid inquiries and prepare technical bid evaluations. Submit work to head of unit for approval. Page 1 of 4 Supervise the contractors to ensure all work is performed in accordance with the plans, specifications and agreement. Maintain, through RRD staff, coordination of IPs with community to ensure participation (Process). Assists the contractor/IPs in resolving the technical issues. Record measurements and tests in accordance with project quality control. Monitor regularly construction activities for safe work practices. Review extra work or change order requests. Ensure that all designs and technical specifications are shared with WSG technical working groups and their comments and agreements are obtained. Ensure all the layouts and lines are as per the drawings. Review the designs in terms of quality control, grades of concrete, quality of pipes and other useable materials. Ensure all the activities in the site are going on as per drawings, to prevent activities against scope of work. Collect the samples for testing and insure the proper testing as per specifications with the help of site engineer. Report any inconsistency or problem on the site to the site office. Assist in preparing of the work plans and schedules for work progress. Inspect and supervise the Quality of any type of construction materials. Strictly follow the specification and be well aware of the contents of specification and Request for Proposal (RFP). Maintain all the documents and submittal for insuring the proper documentation. Perform other duties as are assigned. Knowledge/Experience, Qualifications/Skills & Abilities Required: Qualification/Skills: University degree in Civil/Hydraulics Engineering. Five years overall design and construction experience for infrastructure/Water Supply projects. Page 2 of 4 Two years of experience in the development and preparation of project budget estimates, scope of works on multidiscipline engineering designs for infrastructure/Water Supply. Two years experience in managing projects for construction of infrastructure. English: fluency in the language, expected to work independently using the language required, to prepare a variety of written communications (correspondence, reports, working papers, etc.), to participate actively in meetings and in work related discussions. Ability to use computers and have knowledge of MS Office, Auto Cad, Water CAD & EPANET. Familiar with engineering designs to recognized standards, relating to new/upgrades water supply RCC structures. Knowledge of international standards for water supply and others.
