Article 1:
An Inter-ministerial Commission between Ministry of Commerce, Ministry of Interior, Ministry of
Labour and Vocational Training shall be established with the composition as follows:
1- H.E Sok Sopheak, Director General of International Trade of MOC

Article 2
The Commission shall have its duties as follows:
- Oversee and promote the implementation of the Royal Government policy over better
working condition in the garment, textile and footwear.
- Make local instruction, education and search for an appropriate implementation of Subcontract in accordance with the Labour Law of the Kingdom of Cambodia and international
regulations.
- Search for unregistered Sub-contractors, unjust labour practices, and review the report of
the Secretariat and take necessary measures for ensuring that the Sub-contractors of the
garment, textile and footwear factories duly comply with the regulations in effect.
- Instruct and disseminate information to relevant departments and private sector about the
policy of export promotion, national and international laws over unjust labour practices.
- Come up with measures for seeking instruction from the leadership of Ministries in order
to seek approval from the Royal Government for preventing and eliminating unjust labour
practices.
- Implement other tasks instructed by the leadership of the Ministries.
Article 3:
A Secretariat located in the Ministry of Commerce shall be established to assist the commission’s
task.

The Secretariat shall have its duties as follows:
- Prepare all documents for submitting to the commission for review and decision
- Research and compile statistics on garment, textile and footwear factories as well as
unregistered Sub-contractors for submitting to the commission for review and decision.
- Come up with plan and implement the measures taken by the commission.
- Implement various tasks in accordance with the commission’s instruction.
Article 4:
The commission shall hold a regular meeting in every 3 months and if necessary the meeting shall
be held at the request of the Secretariat.
Article 5:
All provisions contrary to this Inter-ministerial Prakas shall be abrogated.
Article 6:
All subordinated units under the supervision of the Ministry of Commerce, Ministry of Interior and
Ministry of Labour and Vocational Training and as in Article 1 above shall be in charge of
implementing this Prakas in an effective way from this date of signing herein.
