EXECUTIVE MAYOR’S WELCOME ADDRESS TO NSDP STRATEGIC SESSION HELD AT LAND MARK LODGE – POLOKWANE ON THE 14 MARCH 2007. Programme Director, Acting Municipal Manager, Ms Joy Matshoge, Mayors of Local Municipalities, Members of the Mayoral Committee, Chief Whips, Speakers, Delegates from Presidency, CSIR representatives, Municipal Officials, representatives of the Premier’s Office and various sector departments and distinguished guests. My brief this morning is to welcome you to this historic occasion. Historic in that, the output our engagement for the two days we are gathered here, will set the tone for other District Municipalities to follow. It is a privilege for ourselves as Waterberg District Municipality to be amongst the chosen few as a pilot District. As the history of NSDP implementation is told, Waterberg District Municipality will be amongst the first to be called. This is history in the making, a proud one indeed. Programme Director without belabouring the technicalities of this session, let me say the following briefly: National Spatial Development Perspective is a process that speaks to interrelatedness of government planning in respect of : - Provincial Growth & Development Strategy Spatial Framework Sector plans Municipal IDP’S Planning and Implementation Management Support System(PIMSS) As we explore development potential we need to consider the following: Spatial implications of infrastructure and development programmes Align infrastructure investment and development programmes Conceptualise the use of national space economy in terms of sector plans. Land use management (LUM) Medium Term Expenditure Framework budgetary processes. In closing programme director, this gathering gives effect to Intergovernmental relations debate. As three spheres of government we can only succeed through instant and continuous dialogue. I wish this gathering fruitfull deliberations. Welcome to this NSDP Strategic session. I THANK YOU…….
