Post of DMPC and DAC Secretary – Diocesan Secretary’s Office Job Description Job Title: DMPC and DAC Secretary – Diocesan Secretary’s office Grade / Salary: Grade to be allocated on appointment / Circa £25,000. Hours of work: Full Time - 35 hours per week Normal place of work: Church House, 90 Deansgate, Manchester M3 2GH Purpose The post holder will facilitate the smooth operation of a number of statutory committees, provide advice and / or information to those making requests or enquires relevant to those committees and ensure that the decisions of those committee are implemented. This will include the Diocesan Advisory Committee (DAC), Diocesan Mission and Pastoral Committee (DMPC), Redundant Churches Uses Committee (RCUC) and others as identified from time to time. The post is key to the future mission of the Diocese, and the appropriate and effective use of its resources to support this mission. Background Information The post is structurally located within the Diocesan Secretary’s Office and will from part of the overall support provided to the Diocese in the area of governance, compliance and providing an advisory service to clergy, parishes and other key stakeholders including the Church Commissioners. The post holder will (subject to variation over time) act as the key officer for the Diocese on a variety of statutory functions and / or as the named contact with regulatory authorities. Accountability & Key Relationships The post is directly responsible to the Diocesan Secretary. The post holder will work closely with committees, in particular their chairs, and the Archdeacons. . Key Tasks 1. DAC a. To organise, attend and fully participate in all DAC meetings b. To assist the DAC in discharging its responsibilities under the Faculty Jursidiction Measure and Care of Churches Measure c. To process faculty applications d. To attend Consistory Courts where necessary and present evidence as required. e. To attend the annual national Diocesan Advisory Committee conference and other regional / local events as appropriate. f. To Administer the Churches Inspection Scheme 2. Diocesan Mission and Pastoral Committee a. b. c. d. To organise, attend and fully participate in all DMPC meetings To assist the DMPC to discharge its responsibilities under relevant legislation To draft proposed pastoral schemes/orders To administer procedures relating to the suspension of presentation to a benefice 3. Redundant Church Uses Committee a. To organise, attend and fully participate in all RCUC meetings b. To assist the RCUC to discharge its responsibilities under relevant legislation c. To deal with insurance matters relating to closed churches d. To act as Diocesan Furnishings Officer regarding disposal of contents 4. General a. To act as secretary to relevant committees ensuring that they are effectively administered, proper paperwork produced and decisions implemented b. To maintain appropriate documents and records c. To respond as appropriate to correspondence and request for information and advice d. To arrange and participate in site visits where necessary e. To liaise with relevant external bodies f. To liaise closely with Committee Chairs, Archdeacons, local Churches and National Church Institutions g. To research key issues relating to each committees work and prepare briefings, reports and/ or presentations for Committee Chairs or the Diocesan Secretary. h. To produce annual reports of each committee’s work. i. To represent the Diocese at external meetings including meetings with individual parishes and the Church Commissioners. This will include organising and conducting consultation meetings and visiting individual parishes as necessary. j. To liaise closely with colleagues in other Dioceses and in particular within the North West k. To contribute to training and awareness raising of each committees area of work l.
