SANTA BARBARA COMMUNITY COLLEGE DISTRICT CLASS TITLE: DIRECTOR-CAL-SOAP BASIC FUNCTION: Under the direction of the Dean-Educational Programs, plan, organize, control and direct the programs, services, operations and activities of the California Student Opportunity and Access Program (Cal-SOAP) for the College to facilitate and enhance post-secondary opportunities for underrepresented students; coordinate and direct communications, information, personnel, resources and promotional functions to prepare underrepresented students for transition to college and four year universities; supervise and evaluate the performance of assigned personnel. REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Plan, organize, control and direct Cal-SOAP programs, services, operations and activities for the College to facilitate and enhance post-secondary opportunities for underrepresented students; establish and maintain related time lines and priorities; assure related activities comply with established standards, requirements, laws, codes, regulations, policies and procedures. Coordinate and direct communications, information, personnel, resources and promotional functions to prepare underrepresented students for transition to college and four year universities; establish, develop, implement and assure services comply with Cal-SOAP goals, objectives, plans and strategies; assure proper and timely resolution of related issues and conflicts. Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure accuracy, completeness and compliance with established standards, requirements and procedures. Direct and participate in providing consultation to underrepresented students concerning postsecondary opportunities; respond to inquiries and provide technical information concerning admissions, enrollment, financial aid and related standards, time lines, requirements, processes, policies and procedures; assist students with developing post-secondary goals, plans and objectives. Develop, implement and coordinate marketing, promotional and outreach activities to enhance student awareness of post-secondary opportunities and Cal-SOAP programs and services; oversee and participate in the preparation and distribution of a variety of promotional and informational materials; prepare and deliver oral presentations to school groups and others. Serve as a liaison and coordinate communications, information, programs and services between personnel, colleges, universities, school districts, community agencies, students and parents; provide technical information and assistance to participating sites concerning Cal-SOAP programs, services, goals, objectives, standards, requirements, laws, codes, regulations, policies and procedures. February 2016 Ewing Consulting Services Director-Cal-SOAP - Continued Page 2 Develop and prepare the annual preliminary Cal-SOAP budget for the College; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; obtain and maintain funding sources as directed. Research, compile and evaluate a variety of statistics and information related to Cal-SOAP; oversee and participate in the preparation and maintenance of a variety of records and reports related to CalSOAP activities, students, budgets, sites, staff and assigned duties; assure mandated reports are submitted to appropriate local, State or federal agency according to established time lines. Provide technical information, updates and assistance to the Dean-Educational Programs and the Governing Board of the Cal-SOAP Consortium regarding College Cal-SOAP activities, needs and issues; assist in developing and implementing policies, procedures and programs. Operate a variety of office equipment including a computer and assigned software; drive a vehicle to conduct work. Attend and conduct various meetings as assigned; collaborate with other personnel and agencies in coordinating and conducting special events promoting post-secondary education. EDUCATION AND EXPERIENCE: Any combination equivalent to: bachelor’s degree in psychology, sociology, business administration or related field and two years increasingly responsible experience providing support services to students in a college or similar environment.
