CLASS TITLE: EDUCATIONAL POLICY ANALYST
ALLOCATION FACTOR(S)
This is work conducting department-wide policy analysis and program evaluation of post-secondary
education in the Department of Education. The employee(s) in the position(s) allocated to this class
exercise(s) independent judgment in formulating or assisting in the formulation of policies and
procedures which have significant impact in personnel administration and/or preparation and
administration of budgets.
EXAMPLES OF WORK PERFORMED:

Identifies, conceptualizes, and conducts special evaluation studies relevant to components of
post-secondary education programs involving vocational education activities, community
college activities, State University System activities, and appropriate interfaces with elementary
and secondary activities, including laboratory schools and teacher education centers.
Conducts on-site visits and evaluations of post-secondary education institutions to review and
evaluate post-secondary educational programs identified as high priority by the Legislature or
the Commissioner.
Prepares detailed policy analyses, reports and evaluations on the status of specific education
programs for the Commissioner, the Office of the Governor, and the Legislature in order to
determine the impact of such programs and recommends new policies or modification of
existing policies where needed.
Provides leadership and staff assistance to the Florida Post-Secondary Education Commission.
Works with legislators, legislative staff, gubernatorial staff, and cabinet aides on matters
relating to post-secondary education.
Provides liaison with the Post-Secondary Education Community at the national level, including
the United States Office of Education, National Center for Higher Education Management
Systems, Education Commission of the States, and American Council of Education.

Provides objective third party analyses on interdivisional policy matters and issues which are
unresolvable by the two responsible divisions and prepares recommendations for the
Commissioner to resolve the issues.
Chairs or participates in interdivisional task groups charged with studying interdivisional policy
matters and issues.
Prepares detailed analysis of current state and federal statutes, state and federal rules and
regulations, and other policy statements, and identifies and recommends needed revisions in
state and federal policies affecting post-secondary budget entities.
Performs related work as required.

Knowledge of the principles and practices of planning, administering or evaluating educational
programs.
Knowledge of program evaluation techniques.

Ability to analyze and evaluate data.
Ability to develop various reports.
Ability to assess budgetary needs.
Ability to formulate policies and procedures.

Ability to plan, organize and direct program activities.
MINIMUM QUALIFICATIONS




A bachelor's degree from an accredited college or university and five years of professional
experience in planning, administering or evaluating educational programs.
A master's degree from an accredited college or university in planning, educational
administration or public administration can substitute for one year of the required experience.
A doctorate from an accredited college or university in planning, educational administration or
public administration can substitute for two years of the required experience.
Professional or nonprofessional experience as described above can substitute on a year-foryear basis for the required college education.
