JOB DESCRIPTION JOB TITLE Engineering Manager Signalling SAFETY RESPONSIBILITY Safety Critical Post DEPARTMENT Maintenance Delivery LOCATION Nexus Rail Headquarters RESPONSIBLE TO Head of Rail Infrastructure Engineering PURPOSE To hold corporate responsibility for and to ensure the safe and reliable maintenance and inspection of the Signalling, systems, associated assets and equipment ensuring they are made available in a safe, reliable and clean condition for the operation of Nexus Rail. To ensure that all inspection and maintenance is delivered in compliance with the relevant specifications and standards set, including those elements of health, safety, quality and environmental legislation that relate to Signalling engineering activities. The post holder will be required to use his or her initiative and work unsupervised for considerable periods of time. PRINCIPAL AREAS OF RESPONSIBILITY: 1 1 2. Corporate responsibilities as a member of the Nexus Rail team. Responsible for the overall management of inspection, maintenance, rapid response and where appropriate, renewal of the signalling infrastructure, plant and associated equipment. Plan and manage the implementation of the strategic plan to ensure that the Signalling systems and associated assets are fully operational and meet safety and customer requirements. 3. Liaison with Nexus Rail Renewals Directorate and Nexus Rail engineers regarding planning, delivery and acceptance of new assets in accordance with ECMP control processes. 4. When required, deputise for the Head of Maintenance Delivery 5. 6. 7. Maintain close industry contact through membership of The Institution of Railway Signal Engineers, in order to ensure Nexus Rail is well-advised in areas of Rail Safety Regulations, Railway Group Standards, Regulatory and Technical requirements and key areas of plant and equipment safety. Ensure that the requirements of the client specification as laid down on the performance regime are delivered by the section. In particular achieving specifications, standards and outputs as agreed with the Principle Engineer (Signalling). Where and when appropriate, submission of engineering justifications to the PE(Signalling) to inform any future asset renewal programme. Confirming with PE(Signalling) any required derogation to standards in relation to inspection and maintenance activities. Initial point of contact within signalling engineering for other depts. whose work may affect the signalling and telecommunications systems, eg. Nexus, Renewals, Buildings and Facilities and other Rail Infrastructure Engineering depts. MAIN ACCOUNTABILITIES: 1. Overall management of the Signalling function and staff resources to meet specified performance and safety targets ensuring maximum efficiency, productivity and utilisation of resources and assets. Ensuring that records are maintained including use and application of the maintenance management system (Maximo) and that the strategic plan for maintenance of the Signalling systems and associated assets are being achieved. 2. Preparing, managing and delivering agreed budgets to ensure that all necessary work is carried out to budget and develop initiatives to continually improve the control of costs and achieve efficiencies. 3. Where directed, project-managing new works and renewals to the Signalling systems to ensure delivery within scheduled requirements. 2 4. Ensure that the strategy for and structure for risk management is adhered to within the Signalling function, providing total compliance. Prepare, brief, monitor and review all relevant SSOW requirements in accordance with legislative standards. 5. Develop and implement functional procedures to ensure compliance with Nexus internal control and corporate governance policies. 6. 7. Ensure total functional compliance with Standing Orders. Develop, upkeep and implement the Nexus Environmental Policy relevant to Signalling and Telecommunications Engineering. 8. Establishing and monitoring acceptable performance standards for all maintenance staff under area of responsibility. Recognising high achievers and managing underperformance through the application of company (ABC) procedures. 9. Ensuring the Signalling systems and associated assets are maintained to required standards set by Technical Procedures and/or Nexus PE (Signalling), and in conjunction with them managing any interface with Network Rail with regard to standards. 10. Accountable for the creation, upkeep and implementation of Signalling Dept Health and Safety Policy arrangements and Nexus SMS. Ensuring compliance with all relevant company health and safety standards and policies and relevant legislation and Network Rail standards where appropriate. Carry out in accordance with Nexus SMS, Health & Safety and general inspections to the required frequencies. These to include but not be limited to such as: IPCs (In Process Checks), PGIs (Planned General Inspections). 11. Manage, maintain and improve functional safety procedures, rules and regulations, working practices (SSOW etc.) and staff competence thus ensuring the safety of staff, contractors and customers in order to comply with legislative and regulatory requirements, and Nexus policies. Ensure that all relevant safety procedures and legislation are complied with by all direct reports. 12. Ensuring good employee relations by the development and training of staff and providing a robust process for staff briefing on department and company wide issues. Attend/Chair SCC Sectional committees and Health and Safety Committees as necessary. Develop and deliver appropriate consultations through due process. 13. Establishing and managing any Service Level Agreements ensuring delivery to the required performance specification. 14. Maintaining, developing and improving Signalling maintenance equipment, methods, safety performance and financial performance to exploit opportunities for driving through greater efficiencies and service improvements within the Section. 3 15. Timely and accurate investigating and reporting of incidents and accidents in accordance with Nexus SMS and ensuring appropriate follow up action is taken, recommending actions to prevent repetition, and ensuring all corrective actions are closed out in a documented and timely manner. 16. Manage external contractors to ensure that safety and contractual commitments are fulfilled. 17. Ensure that training needs for staff within Signalling Engineering are identified, appropriate and achieved through diligent application of training plans and competency assessments through close cooperation and coordination with the Training and Development Manager 18. Monitor and manage sickness absence in accordance with company policy through diligent application and follow up of due auditable process. 19. Undertake standby and call out duties as required. PERSON SPECIFICATION: Essential 1. Previous experience of Signalling Inspection and Maintenance at supervisory or management level. 2. A Degree, better or equivalent in a Signal Engineering subject and / or be prepared to work towards same. As an alternative hold an HNC, better or equivalent vocational qualification, in a Signal Engineering subject with demonstrable experience of Signalling Inspection and Maintenance. 3. Knowledge of the railway industry with reference to safety Regulations, Railway Group Standards, Regulatory and Consumer Benefit requirements. 4. Excellent planning and organisational skills and ability to prioritise workload. Capable of managing change. 5. Proven leadership and people management ability. 6. Experienced within essential areas of employee relations. 7. 8. Proven track record of staff recruitment and development. Proven financial management skills, able to set and manage effectively within budget constraints. 4 Experienced within a customer-focused culture and of managing performance. 9. 10. 11. Ability to undertake some site based work involving some periods of physical effort and sometimes potentially in hazardous working conditions. 16. Full Current Driving Licence Desirable 1. Member of the Institution of Railway Signal Engineers or can provide evidence that membership can be obtained within an agreed period after appointment. 2. Knowledge/experience of strategic planning and managing change. STATUTORY DUTIES: 1. Responsible for managing those elements of the safety management system allocated to the Signalling Engineering function and specifically to the role of Engineering Manager Signalling for the safe operation of Metro and associated assets. 2. Responsible for carrying out duties and ensuring procedures are in place to meet legislative and company standards requirements for Nexus and inline with industry best practice. 3. 4.
