5 Purpose of the job
The post holder will:
 Lead the professional organization and management of a comprehensive Haematology
service, to reflect the hospitals commitment to patient focused care and high quality
 Recruit, train and lead a team of skilled staff, creating and promoting healthy working
relationships.
 Identify and implement operational processes to the standard of best practice in order to
optimize use of resources
 Co-operate with relevant Departments in establishing costing methods for the
Haematology service to other Hospital Departments / Clinical Units
 Put in place a quality management programme, which is patient centred and which
measures and audits performance and client satisfaction.
6 Main duties and responsibilities










Maintain throughout the Hospital awareness of the primacy of the patient in relation to all
Hospital activities.
Participate in implementing the Haematology service that supports the clinical needs of
our patients and is consistent with the mission, vision, values and strategic plan of the
Hospital.
Participate in leading training a team of skilled staff, creating and promoting healthy
working relationships.
Participate with the Consultant Head of Department and Laboratory Manager in identifying
and implementing operational processes to the standard of ‘best practice’ in order to
optimise use of resources.
Participate, as required, with the Consultant Head of Department and Laboratory Manager
in costing methods for the department laboratory service to other Hospital Department /
Clinical Units.
Participate in the implementation of a ‘quality management’ programme, which is patient
centered and which measures and audits performance and user satisfaction
Actively participate in and promote continuing education and research activities consistent
with the position.
Promote open communications throughout the hospital.
Demonstrate behaviour consistent with the values of the hospital

7 General responsibilities
7.1 Management
 Lead and co-ordinate scientific staff and/or support staff within the Haematology
Laboratory, in collaboration with the Consultant Head of Department. Ensure that
the team is allocated according to patient needs and applying maximum delegation
compatible with safety.
 Develop and lead the introduction of new ideas and methods according to hospital
policy.
 Supervise and delegate as appropriate, the registration, custody and stock levels of
Haematology Laboratory reagents, drugs and other materials held in the laboratory.
 Receive and record details concerning mishaps, complaints and defects in supplies
and equipment, investigate the circumstances with appropriate team members and
take the necessary actions and report the findings as required.
 Ensure that policy relating to Haematology Laboratory record keeping is followed.
 Evaluate drugs, equipment, consumable items and research projects.
 Facilitate arrangements, where appropriate, to introduce professional and/or other
visitors to the Haematology Laboratory.
 Develop and co-operate regarding procedures to be followed in preventing and
managing accidents occurring in the laboratory area.
 Co-ordinate and carry out the Major Emergency Plan for isolated incidents or
multiple traumas according to Laboratory Management Team policy.
 Ensure, in consultation with the appropriate colleges that the relevant courses are
facilitated and co-ordinate in accordance with college guidelines.
 Facilitate arrangements in the Haematology Laboratory for education and training
undergraduates, interns and post-graduate students.
 Encourage professional development of Haematology Laboratory team members,
through promoting self-learning, formal courses, or formal and/or informal on-thejob training.
 Take a lead role in the implementation of a quality system, including but not limited
to Haematology Laboratory accreditation.
 Produce an annual Haematology Laboratory report and Service Plan, in
consultation with the Laboratory Management team.
 Participate on hospital and/or external committees as required.
 Ensure appropriate compliance with International and National guidelines and
standards for the provision of Haematology services and actively participate in
internal and external quality control and quality assurance.
 Participate in the provision of appropriate statistical and management information.
 Make the most effective and efficient use of developments in information
technology for both patient care and administrative support in a manner, which
integrates well with systems throughout the organization.

Financial
In co-operation with the Laboratory Management team, Consultant Head of Department and
Laboratory Manager and with the support of the financial department

Manage the Haematology Laboratory budget ensuring most effective use of
available resources

Prepare budget estimates including a planned programme for replacing capital
equipment

Maintain an asset register of appropriate equipment, in conjunction with the Asset
Register in the hospital

Provide appropriate statistical and management information

Produce an annual Haematology report and service plan in consultation with the
Laboratory Management Team.

Take a lead role in developing / implementing effective cost management
strategies, e.g. use of reagents, benchmarking etc.
7.3 Staff Management
In co-operation with the Laboratory Management team, Consultant Head of Department and
with the support of the human resources department:






Manage the Haematology staff resources ensuring that staffing levels and skill mix
are appropriate and within the resources allocated.
Have overall responsibility for recruiting, selecting and training the Immunology
department team, with support and professional advice for the Human Resources
Department.
Lead by example, a professional, punctual and dedicated team with good open
communications
Create and promote healthy working relationships and stimulate initiative among
Haematology staff
Motivate team members by agreeing goals and objectives, through annual
performance reviews, in keeping with the laboratory staff development plan.
Maintain team work and, only when necessary, take action in accordance with the
hospitals disciplinary policy

Information Technology
In co-operation with the Laboratory Management team, Consultant Head of Department and
with the support of the IT department participate to:



Ensure the Haematology Department makes the most effective and efficient use of
developments in information technology for both patient care and administrative
support in a manner which integrates well with systems throughout the hospital
Collect, interpret and present data and information, as appropriate and required, on
the Haematology department’s activity, staffing and expenditure.
Health And Safety
The chosen candidate will participate in ensuring that effective safety procedures are in place
to comply not only with the Safety, Health and Welfare at Work Act but also within the spirit of
the Hospitals mission, vision and values, and that they are known and followed by the team.
Assist and co-operate with the Laboratory Management team in developing procedures to be
followed in preventing and managing accidents occurring in the laboratory area.
