WESTMINSTER CITY COUNCIL STATEMENT OF DECISION SUBJECT: Scheme & Estimate Approval and Acceptance of Negotiated Maximum Prices for “Quick Wins” Programme Notice is hereby given that Councillor Michael Brahams, the Cabinet Member for Social Services and Housing, has made the following executive decisions on the above mentioned subject for the reasons set out below and in reaching the decisions also considered and rejected any other options set out below. Summary of Decisions: (i) That this report be treated as not for publication by virtue of paragraphs 7, 8 and 9 of Schedule 12A of the Local Government Act 1972 in that it relates to information regarding the financial affairs of companies and expenditure on terms proposed in relation to a contract for the supply of services and goods. (ii) That for the purposes of Financial Regulation 20, approval be given for expenditure totalling £6,982,220 inclusive of contingencies and professional fees in respect of internal refurbishment works in dwellings requiring one element of work (rewiring, heating or replacement doors) to be carried out in order to comply with the decent homes standard. (iii) That works costing £5,964,577 based on average negotiated maximum prices and proposed unit allocations as negotiated by CityWest Homes Ltd on behalf of Westminster City Council be approved as set out in paragraph 2.3 of the report. (iv) That the total funding requirement in the sum of £6,982,220, be approved. (v) That the Chief Executive of CityWest Homes Ltd, be authorised to: (vi) (vii) vary the number of units to which works are carried out by each contractor, and to carry out works to additional units in excess of the numbers stated in paragraph 2.2 of the report provided the overall cost of works does not exceed the total sum approved thereon. That approval be given to the procurement of these works have been procured on a partnering basis under the City Council’s responsive repairs contracts and Strategic Alliancing Agreement. That the Chief Executive of CityWest Homes Ltd be authorised, subject to appropriate legal advice, to seek the variation or amendment to the contractual arrangements as necessary to ensure that the partnering process is developed in a positive and flexible manner and that the City Council’s targets for decent homes and Best Value requirements continue to be met within approved capital limits. Reasons for Decisions: Westminster City Council has a set target date of 2006 for all tenanted dwellings to meet the government’s Decent Homes Standard. In order to meet this overall target, the Council has stated that it expects CityWest Homes Ltd to deliver 3000 decent homes in 2003/04. The proposals will enable the City Council to hit this target. The recent Stock Condition Survey identified a number of properties that fail the decent homes standard by a single element such as entrance doors, wiring, kitchen fittings and the provision of heating. By concentrating on these properties quick and positive results will be achieved. (This decision will come into force, and may then be implemented on the expiry of 5 working days after the publication of the decision unless it is subject to call-in).
