JOB DESCRIPTION Title: Clinical Nursing Supervisor Department: Nursing Effective date: Prepared by: Department of Nursing Date reviewed: Position's primary function and its relationship to the Institute as a whole: The Clinical Nursing Supervisor is responsible for promoting and maintaining quality patient care through effective management and supervision of patient care areas during his or her assigned tour of duty. He or she acts as the on-site administrator in the Institute after normal business hours and has the authority and responsibility for administrative decisions and appropriate notification of the Administrator on Call. The Clinical Nursing Supervisor is also responsible for the evaluation and management of departmental resources. Adheres to all regulatory requirements and professional standards such as ANA, ONS, AORN, AACN, and ASPAN as applicable to the specific area of nursing practice. Assesses available staffing resources for each operational area, taking into consideration census, levels of acuity, unscheduled absences and the skill level of assigned staff. Based on evaluation of resources, redeploys or reassigns staff as necessary to meet patient care needs. Visits all patient care units as often as necessary to ascertain condition of patients, evaluate staffing needs and provide on-site support to caregivers. Serves as a resource to nursing and medical staff on hospital policies, procedures and standards. Provides a meaningful report to oncoming Clinical Nursing Supervisor or designee, highlighting areas of concern, potential problems or unusual situations. Collaborates with Nurse Administrators to seek solutions to identified problems concerning staff scheduling, staff performance or compliance to policies. Participates in the identification of staff learning needs and communicates those assessments and recommendations appropriately. Keeps the Vice President, Nursing Services/CNO and/or the Administrator on call informed of any situations or circumstances that may be unusual or have serious impact on hospital operations. Provides administrative coverage for services/Departments during non-business hours. Collaborates and communicates with other Departments about operational issues which affect care delivery. 11. 12. 13. 14. Responds on site to all emergencies (Code Blue, Code Red). Coordinates care for employees and visitors who are ill or injured during non-business hours. Represents the Department of Nursing at Labor Management grievance hearings as appropriate. Initiates and documents administrative action as appropriate. Collaborates with Nurse Administrators to provide staff with information about patient safety standards. Maintains skills and knowledge required to ensure patient safety. Clinical: 1. 2. 3. 4. 5. 6. 7. 8. 9. Maintains clinical knowledge and expertise in oncology and uses established patient care standards when consulting with staff on clinical issues. Identifies areas of clinical practice that require policy clarification or modification. Provides suggestions for modifications when necessary. Collaborates with Nursing Staff Development Instructors in the identification of staff learning or development needs. Promptly investigates all patient/visitor occurrences and complaints and assesses impact on clinical status. Provides on-site corrective action and counseling if required and initiates followup. Ensures that clinical resources are sufficient to meet the needs of the patients. If necessary, makes decisions about recall of pertinent services to meet patient care demands. Initiates and participates in Quality Improvement initiatives. Serves on Task Forces or Process Improvement Groups. Ensures that staff has sufficient information resources to carry out patient care responsibilities. Demonstrates knowledge and ability to procure information resources as necessary. Is an active participant in team dynamics activities. Utilizes the service enhancement initiatives to improve patient care. Budgeting Control: 1. 2. 3. 4. 5. 6. Identifies and makes recommendations relative to cost or efficiency-improving initiatives. Manages time and resources efficiently to maximize productivity and avoid unnecessary personnel expenditures. Collaborates with Nurse Administrators in determining staffing requirements and takes action to ensure appropriate staffing levels. Utilizes patient activity and classification data in budget preparation. Coordinates, tracks and communicates personnel leaves and transfers in accordance with established policies and procedures. Promotes cost-effective management of equipment and supplies. Reviews budget expenditures. Communication: 1. 2. 3. 4. 5. Demonstrates knowledge of Institute and Departmental organizational structure and utilizes appropriate channels of communication. Communicates in an appropriate manner with those members of the health team necessary for the care of the surgical patient. Implements and communicates current policies, procedures, and guidelines. Interprets policies and procedures to personnel, physicians, patient units and other departments. Conducts and participates effectively in conferences and meetings. Is knowledgeable about HIPAA rules and regulations. Complies with these regulations and is able to define own level of access for minimum necessary requirements. Coaching and Development: 1. 2. 3. Initiates and participates in performance improvement work groups. Demonstrates an understanding of the Institute Quality Improvement program and corrects priorities. Minimum Qualifications: License Requirement License to practice as a Registered Nurse in the State of New York. Education and Experience 1. Bachelor’s degree in Nursing and the equivalent of three (3) years of full-time post-licensure clinical nursing experience in an oncology setting; or 2. Associate’s degree in Nursing and the equivalent of five (5) years of full-time post-licensure clinical nursing experience in an oncology setting. Preferred Qualifications: 1. 2. Bachelors or Masters Degree in Nursing. Demonstrated interpersonal relationship that enhances communication, promotes conflict resolution and facilitates staff mentoring and development. 3. 4. Demonstrated leadership, organizational and problem solving skills and the ability to work in stressful situations. Excellence in oral and written communication skills.
