FOR SCIENTIFIC DIALOGUE, LAW AND JUSTICE STATEMENT OF THE MACEDONIAN ACADEMY OF SCIENCES AND ARTS REGARDING THE ADMISSION OF THE REPUBLIC OF MACEDONIA INTO NATO 1. The Macedonian Academy of Sciences and Arts is assured that the acceleration of the negotiations between the Republic of Macedonia and Republic of Greece for resolving the differences over use of the name of the Republic of Macedonia in international organizations is of mutual interest to both sides and to the regional stability and security. The conditioning of reaching important decisions within NATO and the EU by attaining a formal agreement in the name issue, despite fulfilling all the conditions for their reaching, causes many negative consequences in all areas of the social life in the Republic of Macedonia. We would especially like to emphasize that it obstructs the activities of the main factors of social development - science, education and culture, which because of that are not fully integrated into the single European area of knowledge, research and multicultural development and they face difficult conditions in the international scientific and cultural cooperation. These areas of work are unjustifiably neglected as presumptions for development of close relations, scientific dialogue and understanding on the open issues between the scientific and cultural institutions of the Republic of Macedonia and the Republic of Greece. The Macedonian Academy of Sciences and Arts considers it is necessary as soon as possible to remove the barriers to the mutual relations between the scientific and cultural institutions, which may not remain in the shadow of the political negotiations. 2. The Interim Accord between the Republic of Macedonia and the Republic of Greece of 1995 as the subject of negotiations (Article 5) determines the differences described in the UN Security Council Resolution 817 (1993). This resolution recommends to the UN General Assembly “the state whose application is contained in document S/25147 be admitted to membership in the United Nations” and this state being provisionally referred to for all purposes within the United Nations as "the former Yugoslav Republic of Macedonia" pending settlement of the difference that has arisen over the name of the state. Subject of the Interim Agreement of 1995 between the Republic of Macedonia and the Republic of Greece and the UN Security Council Resolution 817 (1993), is solely the name of the state of the Republic of Macedonia to be used in the UN. Contrary to basic principles of law and justice is the expansion of that subject on the issues of ethno-cultural identity of the Macedonian people, the name of the Macedonian language, the country's constitutional name, the name under which the Republic of Macedonia is recognized in bilateral agreements with other states or, generally, the use the name Republic of Macedonia and the attribute Macedonian outside the UN. The ethno-cultural identity of each nation is historical and cultural benefit and collective sublimate of the natural human right of belonging to a particular community, to a national and state and legal determination, and the language is a 1 connective tissue of the national and cultural community and an essential characteristics and condition for its uniqueness, existence and future. The name of each state and the right of naming the individual and the people is internationally recognized basic human right. 3. The verdict of the International Court of Justice of December 5, 2011 stipulates that the Republic of Greece has violated its obligation not to prevent the accession of the Republic of Macedonia in international organizations under its reference. It sheds new light on the decision of the NATO Summit in Bucharest (2008) and on the conditional admission of the Republic of Macedonia which is to follow after resolving the name issue. The verdict states that the negotiations between the two sides are successfully conducted in good faith for their continuation and completion; that the Republic of Greece has already accepted the provisional name to contain the word Macedonia; and that the Republic of Greece has not objected the admission of the Republic of Macedonia with the reference in other international organizations. The Macedonian Academy of Sciences and Arts believes that all conditions have been fulfilled, on the forthcoming NATO Summit in Chicago or any future meeting of its authorized representatives, for the Republic of Macedonia to be invited for membership under the provisional name Former Yugoslav Republic of Macedonia, respecting as res judicata the verdict of the International Court of Justice that the Republic of Greece cannot oppose to its admission. With that view NATO will give a decisive contribution to faster completion of the negotiations between both sides, to stabilization and faster development of the Republic of Macedonia, to faster development of its relations with the Republic of Greece and to stabilization of the region. 4. Developing good neighborly relations with the Republic of Greece is a priority interest of the citizens of the Republic of Macedonia and moves towards the expansion and deepening of mutual economic and other interests, opening tremendous opportunities for scientific and cultural cooperation, to which binds us the fact that we live in a region that is cradle of modern civilization and culture.
