SENPIM (The Southwestern Ethiopia Nilotic-Omotic Peoples Independent Movement) is a liberation movement that identifies the over 4 million people drawn mainly from 27 indigenous tribes of the Southwestern region. These tribes include; Anyuak, Arebore, Berta, Bodi, Bena,

Bale, Brile, Bacha, Dasenach, Gumuz, Hamer, Kwegu, Kara, Komo, Majenger, Mursi, Minit,

Murle, Male, Mao, Nuer, Nyangatom, Opo, Suri, Sheko-Majenger, Tsmayeko and Tirma. The movement is an independent political organization formed by the merger of three political parties i.e GNUM (Gambella Nilotes United Movement) of the Gambella region, SNOPM (Southern

Nilotic-Omotic Peoples Movement) of Lower Omo Valley in SNNPR region and BNPM

(Beneshangul/Gumuz Nilotic Peoples Movement) of Beneshangul/Gumuz region.

Ethiopia like most countries in Africa is a multi-ethnic state, with more than 80 different ethnic groups, each with its own language, culture, custom, and tradition. Based on their linguistic patterns, they are broadly classified into Semitic, Cushitic, Omotic, and Nilo-Saharan peoples.

While the Semitic group mainly occupies the northern and the central part, the Cushitic spread in most parts of the country. The Nilotic and the Nilotic family related of Omotic people of the

Lower-Omo-Valley, inhabit the southwestern part of the Ethiopia stretching out from Lake

Turkana area near Kenyan border via the Gambella Region to Metekel zone of

Beneshangul/Gumuz Region.

Even though the southwestern regions of Ethiopia is highly endowed with rich natural resources, the indigenous Nilotes remain the most deprived and impoverished peoples in the land. They are increasingly marginalized and as a consequence the people are getting poorer with no secure future to live as dignified humans in their ancestral lands. Their livelihood is worsening being affected with systematic extinction measures whose causes are intentionally perpetuated by the continued lack of interest from the Ethiopian regimes under highly centralized Northern-

Dominant-Ethiopian colonialism and occupations that perceive southwestern regions as a

reserved land inhibited by slaves, and yet, to be settled and occupied by the highlanders mainly from the North.

Ethiopia like Liberia is said to be not to have been colonized by the westerns world, but little is known about its internal colonization by the monarchies whose legacy still persists to deny the recognition of majority Ethiopians rights and freedom in the country. The central power as manifested in all Monarchies, Military regime, and the current Ethnic Federalism has been dominated by the Northern leaders and served as a stronghold to promote the Northern sociopolitical and economic dominance, racial superiority, settlements and occupations in the other regions such as SNNPR, Gambella, Beneshangul/Gumuz, Oromia, Afar, etc. This trend has created deep hierarchical citizenships in the relationships of which the indigenous Nilotes felt they are being treated as fourth or fifth class citizens in the country. The increasing atrocities, grand human right abuses, imprisonments, mass killings, poisonings, and displacements virtually facing all the non-northerner tribes including southwestern indigenous Nilotes, are of intentional plans and practices built overtime by the northerner leaders using centralism as means to mobilize military, political and economic powers to serve the northern interests.

SENPIM therefore, addresses the fundamental historical injustices, land grabs, recurring mass killings, the increasing human right abuses and the extinction measures facing the indigenous populations in the Ethiopia.

Brief Historical Review and Events

Monarchies

The southwestern regions’ subjugation into Ethiopian domain was the dream passed on by

Emperor Yohannes (1872 – 1889), who reminds us of what he, expressed in 1870s (or thereabout) when he told the Czar of Russia that his mission was to subjugate and civilize the peripheral peoples. The Emperor Menelik (1889 – 1913) captured this imagination and pursued it with strong ambition to extend it farther. Apparently he even had a dream to extend his territory up to Kilimanjaro and Nuba Mountains to enlarge his subjects for tributes in the form of ivory and slaves to strengthen the Addis Ababa hegemony. Proxy wars fought against the southwestern

Nilotes in demand to tributes (ivory, slaves, etc,) claimed many lives.

The Empress Zawditu (1916–1930) who was successor to the throne by her birth, as the daughter of Menelik, the history summed up her central and peripheral rulings as ineffectual.

Nevertheless, her governors in the southwestern regions continued to raid southwestern Nilotes.

The Emperor Haile Sellassie (1930 -1974) pursued the same ambition. He launched many proxy wars against the indigenous populations to subjugate southwestern regions, and many villages were even wiped off as a result. The wars, for instance, launched in the Gambella region in demand to tributes (slaves, ivory, gold, etc) against villages namely Ogol, Obil, Pikumo

(Birhaneselam), Pokedi Alworo, Gog, Thoo, Ogin, etc, claimed many lives and many had been taken to highlands as slaves.

As Ethiopian centralism was primarily built on slave trade economy the history provides us with sufficient evidence that the old towns in the southwestern regions such as Maji, Tepi, Gore,

Dimbi dolo (Seyo) and Gidami served as roots to supply the slaves (mainly the Nilotes) to the centre to strengthen the Addis Ababa hegemony. The legacy of slave trade/raids and subjugation of the southwestern regions into Ethiopian Monarchies, continued to affect lives of the indigenous Nilotes with many factors contributing to the present deprivation and marginalization: the deep hatred attached to dark-skin complexion and perceives any dark-skin

African to be slave (baria) by derogatory terms; treating all Nilotes and Nilotic family related of lower-Omo-valley’s Omotic peoples as fourth and fifth citizens in the country; the continuing isolations to accept the indigenous Nilotes in the wider Ethiopian society; the increase plundering of the indigenous resources without reciprocity; maintaining the exploitative relationships in the interest of northern Ethiopian highlanders; the settlements of Ethiopian highlanders specially northerners in the southwest regions with special military, economic, and political backups to evict the indigenous Nilotic populations from their ancestral lands; and lack of interest to allow any single an indigenous member to prosper in their land and the dismissal of any development initiative in terms of business, individual and association, are few examples that can precisely define the effect of continuing subjugation of the southwestern regions into

Ethiopian. They explain the level of historic injustices played by the Ethiopian racism and marginalization against the indigenous populations of the Southwestern regions.

Little may be known about the northern leaders how they have inflicted the non-northerners in the country. The Emperor Haile Sellasse for example who was highly spoken in Pan Africanism and formation of UN convention, but he was ironically tyranny and the most enemy to black

African nations inside the country. He identified himself as Lion of Juda and King of Kings with high disregard and contempt to other non-northerners. Many would agree that untold history testifies he was men-slaughtered. Some evidences testify that every year he used to slaughter men with special eye lash along Lake Bishoftu in Debrezet town as part of kind of his Christian religious rituals.

He intended to clean up the country with people he disregarded inferior. He was very brutal, not better than Amin Dada of Uganda. The event he invited all the disabled people for feasts in

Addis Yihiwot town drawn from areas called Awasha Arba, Metara, Nazeret, etc, and burned them alive in sealed houses, was quite horrible which tells his brutality and cruelty against the non-northerners. The Shogole community of dark-skin people who originally inhibited Addis

Ababa area had been wiped out systematically, and still the name shogole (area) remains as evidence to this claim in Gulele Sefer (area).

Moreover, the Emperor was against the education and civilization for the indigenous Nilotes. He was hesitant to allow missionaries to enter the country to evangelize and educate the tribes.

These events explain only the smallest picture of his racist governing and lack of interest to improve the lives of the indigenous people in Ethiopia. He was hypocrite to pioneer Pan

Africanism and win western favor while he was not in the country.

Military Regime

Military Regime was not better than Monarchies. Mengistu Haile Mariam (1974 – 1992) although his family background and upbringing remained concealed and mysterious to the

Ethiopian public, he was Northerner by father, and his military ruling was pro highlander settlements in the indigenous southwestern regions. His father was known as Prince Kassa and mother called Totit of Welita, was a slave servant in the royal family. As it was regarded as total defile to the royal blood according to them, Haile Mariam who was a guard at the time in the palace was forced to marry Totit to disguise the birth of Mengistu as his son. Mengistu was then brought up in the palace by Prince Kassa as slave son and later seized opportunity to be trained in Korea in military science which enabled him to excel in Ethiopian top leadership. The rejection in his upbringing combined with the slave insult he endured in the palace as slave son might had contributed to eliminate the Emperor Haile Sellassie from his throne without mercy and marked an end to the Monarch systems in the Ethiopia.

The Military regime came to power with initial promises that seemingly attractive to the oppressed and the poor in the country, but subsequently turn out to be the most disastrous dictatorial and mass-slaughtered government. Mengistu’s government was known with red terror in killing massive dissidents and innocent people but little was known to the world the damage he inflicted the indigenous populations in particular in the southwest regions. Although he endured slave’ (Baria) insult in his governing for being the first dark-skin leader in Ethiopian history and for his half blood from inferior race of Welita as they called it, he surprisingly played his politics into Northern interest by settling massive highlanders mainly from the North to the southwestern regions. He mobilized huge government machineries including military, economic and political powers against the indigenous resistance, to ensure the highlanders were settled in peace and good security in the indigenous lands. The subsequent mass killings of the indigenous

Nilotes in exchange to empower the highlander settlers in the southwestern regions are still remembered among the indigenous populations with anguish.

For example, the massacres of Gumuz tribe in Metekel zone of the present Beneshangul/Gumuz region, where unconfirmed huge number of Gumuz men were hunted and dragged out from their homes/families and slaughtered them in the middle of nights to exterminate the tribe from the land, in exchange to the Northerners settlements and occupations in the area; the chronological

Anyuak and Majenger massacres in the Gambella region: the killings of Anyuaks where they were buried by Bulldozers in Pinyudo, Gambella town mostly in the military barrack (Terb); the recurring Anyuaks and Majengers killings in Abobo, Okunna, Itang, Tepi, Meti, etc.

Federalism

Designed on racist motives to squarely single out the smaller group of the Tigray Region

(Northerners) of the TPLF, for advanced economic prosperity, political upper-hand, and racial domination, the Ethiopian Federalism led by the late PM Meles Zenawi, proved to be the most

fakery and deceptive government to Ethiopians. It is the crafty and the most racist government of its kind that the Ethiopians never experienced in their lives.

In the first place, it assumed power by exposing the flaws of Amhara people (Northerners) the former dominant ruling class of Northerners, to attract the majority non-northerner Ethiopians to accept ethnic federalism. Invoked specially by the constitution which has been beautifully painted at a cover but in practice not, in particular to article 39: 1, which provides nominal and unconditional right to self determination, including the right to secession, the TPLF/EPRDF government seemingly appeared so attractive to entire oppressed Ethiopians, as the only way forward to heal the historical injustices in the country. However, it appears ironic in using approaches that conceal its craftiness and racist practices to adopt what is now in place called the

Ethiopian Ethnic federalism, only designed to favor the small northerners of Tigray region represented by the TPLF.

The ideological frameworks laid on ethnic federalism and the revolutionary democracy contains huge racial discriminatory and marginalization packages to the indigenous Nilotes and the rest of non-Northerner Ethiopians. The former as stated earlier paves the way to provide economic prosperity and political upper-hand for Northern Tigray people, and fosters also racial superiority that continue to look down on those non-northerners to maintain the status quo in the country.

The latter disregards the minority rights and interest in major decisions making including decisions on the indigenous land appropriation issues to suppress their free will and livelihood.

Wrapped up in the globalization policies to attract and bring on board the western world and the

Africans, the practices of these ideological frameworks in the southwestern regions have proven gravies to the indigenous populations. They have been driven on majority decisions and programmes in favor of highlanders (Northerners) well represented by the TPLF/EPRDF at the central government in Addis Ababa. The programmes are characterized by labor intensive projects including big agricultural investments, dam constructions, irrigation projects, etc, to attract huge number of highlanders (Northerners) to settle and occupy lands of the indigenous populations directly or indirectly. As these projects attract many foreign investors, and the domestic and diaspora investors who have proven to be dominantly Northerners from the Tigray

Region, they are designed to attract big number of northerners to settle the indigenous lands.

The practices are quite concealed to the outsiders. For example, in the Gambella region, the investment office has been overwhelmingly staffed by Tigraians (northern staffs) to allocate the best indigenous fertile land to their own people. The domestic and diaspora investors that constitute 99% in the Gambella region from Tigray region has come about as a result of such crafty policy to eliminate the locals. It serves as tool to uproot and extinct the indigenous populations. It is a new way of northern indirect settlements and occupations in the southwestern regions that they previously perceived as reserved lands (no man land as they called it), but yet to be resettled by the pure Ethiopians (northerners as they call themselves). The indigenous peoples are not in focus but only their resources; and they are totally disregarded in the system waiting to

disappear for good from the face of the world. It is as if you are buried alive in your own ancestral land!

The globalization policy as it has captured the TPLF government and the late PM Meles’ vision to attract foreign investment and the deployment of the northerners Tigray people to settle southwestern regions, insulates the real picture of Ethiopian racist practices, and served as tool for the internal zeal and colonization of Northern-dominant Ethiopian regimes to acquire the indigenous lands of southwestern regions, by manipulating the use of military, economic and political sovereign powers against any indigenous resistance. In one hand buying weapons and recruits more military forces with donors’ money to suppress the indigenous resistance, in other it serves to evict the indigenous populations to settle highlanders in the regions. The stakes are very heavy for the indigenous populations to bear.

It affirms that the pronounced economic transformation and prosperity in Ethiopia are in the hand of Northerners without freedom to Non-Northerner tribes including the indigenous populations. It also affirms that economic transformation alone is not the first priority solution to

Ethiopians but it equally required social transformation that would heal the chronic wounds of historical injustices for the freedom of every Ethiopian in the country, not only few to enjoy that privileges at the expense of the majority tribes of Non-Northerners.

In another word the present development strategies and practices induced by a huge commercial investment for long term benefit to the national and the highlanders (settlers) are deadly weapons to outnumber and overpower the indigenous populations who have no preliminary socio-political and economic coping mechanisms to resist the exploitations of Northern-dominant governments.

They are kinds of development strategies and practices driven by the national greed and jealousy, to export the northern poverty to southwestern regions in exchange to the death of the Nilotes and Omotic peoples. It is another way of subjugation aligns in vision of the Emperor Johannes and the rest of Monarchies, including the Military regime of Mengistu Haile Mariam to acquire the southwest indigenous land.

By and large the current land grab accompanied by forced villagization program takes the second wave of northerners to settle in the southwest regions. Although they may look attractive to foreign investors and donors they contribute highly to extinct the indigenous populations in exchange to the highlanders’ empowerment and occupations in the southwest regions: The present influx of the indigenous refugees to the neighboring countries, the recurring government’s killings, detentions, poisonings, intimidations, forced displacements and recruitment in the military to fight Ethiopian proxy wars, are elements that contribute to wipe the indigenous populations from their lands, giving bright future for the highlanders in the southwestern regions.

It is a new way of neo-colonialism and exploitation to extinct or eliminate the indigenous populations from their ancestral lands. The programs hold gesture of contempt against peace,

security, identity, liberty, and prosperity for the indigenous Nilotes and Omotic peoples. They mark the climax of the Ethiopian brutality and cruelty to systematically extinct or out-number them. It has to stop by all means in order to save the lives of our people.

The development strategies in which these policies are carried out in the country are very systematic and canny which involve: nationalistic or patriotic approach to bring on board those

(non-northerners) with weak conscience to dismiss any of their own resistances within; cozy hospitality and deadly humility in the system ; employment of opportunistic leaders with no regard to their own peoples but to disguise the true political representation of the oppressed; extermination/extinction measures; appearing to outside world with different hypocritical images; divide and rule systems; signing of non interference treaties in internal affairs with the neighboring countries as means to hunt, apprehend and expedite the exiles; entering into joint huge economic projects to form bonds in the relationships with the neighboring countries; the manipulation of the African Union head office in Addis Ababa and the seemingly intimidation and apprehension placed on African leaders not to challenge the ongoing human right abuses in

Ethiopia; and the infiltration and manipulations of the international organizations and governments including UN, EU, AU, WFP, WHO, FAO, etc, to serve the interest and domination of Northerner Ethiopians in the international images.

There is a huge human tragedy and untold death toll involved in the direct and indirect settlements processes of the northerners in the southwest regions by the TPLF/EPRDF government. The December 13/2003 Anyuak massacre in Gambella was carried out on Rwandan genocide plan in which the former highlander settlers of 1984/5 recuperated and marched out with machetes and pangas in attendance of the government soldiers, and killed huge number of the Anyuak elites mainly men. The massacres of Majenger tribe in 2002/3 in Tepi, Meti, etc, where some of the villages were wiped away in the Godere Woreda claim many thousands lives; the massacres of Bodi tribe in the SNNPR region in 2005 by highlanders and Konso people who were settled in Bodi land in 2002, as one Bodi man explained it in one of the indigenous meetings held recently:

The settlement of highlanders and Konso people in our land, who were lighter in skin than us, was a government intentional act to claim our land and later push us away. We were killed like dogs in the markets, not leaving even the pregnant women, whom their stomachs were opened with knives and left their babies on top of their deceased mothers crying for help until they died slowly of hunger. In some particular cases with women, sticks were pushed into their privates. Then he shed tears in the meeting in recalling this human tragedy and in deep breath, he said “I don’t know where I can get someone who could show me the road leading to God; whatever it may cost of my life I would go to face God with reality why he exposed us to this painful life in the hand of

Ethiopian highlanders. And still we are dying now without bright future. Ethiopian highlanders treat us like dogs and even dogs are better treated than us.”

The ongoing Suri massacre where 63 were killed and about 200 of them are currently serving life sentences in Prisons. The ongoing killing of Bodi people to displace them from the Land for commercial investors with prospect escalating to Mursi, Nyangatom, Hamar, Dasenach, Murle,

Male, etc. Prisons are packed with the indigenous prisoners and used them as dangoons of concentration camps for southwestern indigenous populations to die with depressions. These human tragedies are real and present the smaller picture of the Northern-Dominant-Ethiopian

TPLF/EPRDF government’s colonization and dominations against Non-Northerners including the indigenous populations in the country.

The Federal State Structure.

The federal state structure has been designed to serve the northern interest. It should be noted that the federal state structure designed on nine members of regional states and three city states including Addis Ababa the capital, has sustained criticism on posting regional leaders with pure or half bloods from the Northern regions; and the opportunistic figures are also employed to promote the northern political and economic interests including settlements in other regions. The highlight of this finding in various regions for example, Hailemariam Desalegn (Northerner) and sheferaw Shegute (Northerner) the Regional Presidents of SNNPR, Junedi Shedow (Northerner),

Abadula Gemeda (Northerner) of Oromia region, Abduraman Mohamed (Tigre - Northerner) of

Somalia region, Ali Siro (Tigre Northerner) of Afar region, Yaregal Ashishim (half Amhara and half Gumuz) of Beneshangul/Gumuz region, various presidents for Amhara region, presidents for Tigray region, various presidents for Harari region, Omot Obang ( an opportunistic Anyuak figure who sworn to wipe all his tribe Anyuaks, to serve the interest of Northerners) of Gambella region; Tigraian president for Dire Dawa city, Arkebe (Tigrai) for Addis Ababa city, and so on, these explain who the racist TPLF/EPRDF government has employed Northerners in the regional states to exploit the country in the interest of the Tigray people (Northerners).

The TPLF/EPRDF government being racist with special mission to settle the northerners in other regions, has identified these Northern leaders to run regional administrations affairs by remote control to promote its interest. The regional presidents were posted in their respective regions as if they were representing the people of those regions, but in actual term they are Northerners who have only been identified by the eye of racist leader (late PM Meles) to serve their interest. It tells who the northern dominant Ethiopian central leadership has systematically maintained the subjugation of other regions and suppressed the interest of the majority Ethiopians including the southwestern Nilotes.

What can one expect more from such a racist government? Posting different Northerners in the name of the oppressed Ethiopians to confuse the tribes and the outsiders, and also using performance appraisal to throw away the unwanted leaders to post new figures to buy time and prolong its life time in leadership, which proved the 21 years of TPLF/EPRDF ruling in the country.

The Legacy of late PM Meles Zenawi and the prospect of the Acting PM HaileMariam

Desalegn.

The newly sworn Prime Minister Hailemariam Desalegn should be known that he was baptized by the late PM Meles to assume the power in order to silence the SNNPR peoples by the name of

Welita origin. Borned in Welita in area called Areka in Bolo Sosory district, the newly sworn

Prime Minister of Ethiopia Hailemariam Desalegn is purely Northerner whose parents were purely from the North. He is not the true representation to Welita people or to the SNNPR. The new also Deputy Prime Minister Demeke Mekonen is northerner too, which confirms northerner domination in the central leadership with prospect to promote the northerners settlements, economic prosperity and political upper hand against Non- Northerners including the Southwest regions still continue. Ethiopian Northern colonization and domination still very active and continue until the non Northerners say enough is enough.

Nothing new should be expected out of these leaders except to promote the Northern domination and occupation in other regions. The newly sworn PM Hailemariam Desalegn, his background tells that he has anti-Western spirit specially the involvement of International communities with the local southwestern regions and the indigenous populations. The majority Ethiopians who are oppressed should not expect any positive change to quell their causes under the new PM administration. Where is the root cause of Ethiopian continuous instability?

Ethiopia still suffers curse under King Solomon’s transgressions.

Ethiopia is a cursed country for the increasing shedding of innocent bloods and lack of genuine racial equality and freedom of many. The root cause is biblical. One of the guiding principles governing the Kings in early Israel history as stated in Deuteronomy 17:17 says “Neither shall he multiply wives for himself, lest his heart turn away”. King Solomon breached this principle. In 1

King 11:1-13 especially verse 1 says “But, King Solomon loved many foreign women…”.

Among the foreign women Queen Sheba is mentioned as visitor in 2 Chronicle 9, and verse 12 says “Now the King Solomon gave to the queen of Sheba all she desired, whatever she asked, much more than she had brought to the King. So she turned and went to her own country, she and her servants.”

This included the baby in her womb to be brought to Ethiopia who has become the source of pride for the northerners to identify themselves with Solomonic dynasty and look down on other tribes with sense of murderous contempt which continues to be the most abomination in the land.

The sin of King Solomon of loving foreign wives including Queen Sheba should it holds a racial superiority and pride for the Northerners to suppress other fellow Ethiopian citizens to disregard them as inferior races? There will be no true equality and freedom for every Ethiopian child (non northern) unless this big lie is truly confessed.

It didn’t bring blessing to Israel either. Instead it has crumbled the big kingdom of Israel as it appeared as such an internal weakness, not by the external forces although King Solomon was

successful outside with number of things. Similarly the destruction of Ethiopia will come not from external forces but within, as it did to King Solomon’s Kingdom of Israel. The Northerners racial superiority contains an empty pride and evil that keeps tormenting the country by denying the true freedom and equality of the other majority Ethiopians including the indigenous populations.

Each person whether he/she is green, pink, dark skin, brown, yellow, or white is the image of

God and unique. He/she should be valued by his/her character and merits not by the measure of complexion or race. Ethiopia needs to confess truly this corporate sin to eliminate the evil from the land for the freedom and true equality of its citizens, in order to realize the long awaiting prophetic message in Psalms 68:31 “Ethiopia will quickly stretch out her hands to God.” Shall the throne of iniquity, which devises evil by law, have fellowship with God? By denying reality and honesty in the country, and build the state on lying, hypocrisy, dishonesty, deceit, distrust, lack of openness, and all sorts of evils, have tormented the country in which every Ethiopian child is trained to lie, deceive, rob, and the truth is stumbled on the streets.

The existing social environment is racist, divisive and full of hypocrite. Honesty is sanctioned as being naïve (yewaa). It has given deep racist social environment which all the Ethiopians admit and knew when they resent it by saying “hai.., Abasha?” The leadership quality condemns innocent people up to shedding bloods and is not appreciated by the majority Ethiopians who are intimidated at gun points to accept what they don’t want for themselves.

The hierarchical citizenship and racial discrimination placed along racial, color, religion, culture and languages against Oromo, kambata, Anyuak, Sidama, Kunama, Agaw, Gumuz, Berta, Suri,

Majenger, Sheko-Majenger, Nyangatom, Mursi, Bodi, Adyia, Welita, Afar, Somali, Minit, and so on, and their innocent bloods shed in defence to the truth have become the source of Ethiopian curse. Transparent democracy will never prevail unless there is true restructuring of the country by denouncing the evil in the land. Many opposition parties have their points in this truth to fight for their freedom and equality. Northerners and Northern dominant central leaderships should admit the reality how they are driving the country into chaos.

The Northern dilemma.

There is Northern Dilemma to be solved by the northerners alone. That is: Holding unfounded blood purity and racial superiority along the Solomonic dynasty, faced with populations increase and land scarcity/lost of fertility in the North, driven by racist ambition and national greed to settle and occupy the entire Ethiopia with their perceived pure blood Ethiopians (Northerners), overwhelmingly dominating the central leaderships to use it as mean to deploy and settle northern populations directly and indirectly in the rest of the country including southwest regions, by manipulating sovereign powers in the military, political and economic activities to suppress the interest or the resistance of powerless, poor and oppressed non-northerner

Ethiopians in their localities, this mentality will continue as northern dilemma to sacrifice huge innocent bloods in Ethiopia.

It is madness evil that torments the country by shedding innocent bloods including the indigenous Nilotes. The increasing shedding bloods of Anyuaks, Oromos, Majengers, Gumuz,

Berta, Komo, Mao, Sidamas, Ogadenians, Somalis, Afars, etc, and the on-going and upcoming massacres to the people of Suri, Bodi, Mursi, Hamar, Nyangatom, Desenach, Murle, etc, in the lower Omo Valley of SNNPR are the resultants of this Northern Dilemma.

Unless, all Non-Northerners Ethiopians unite and fight back the Northerners to solve their own dilemma in their own regions to create stable new Ethiopian Union that will base on mutual respect, and true racial equality, there will never be true freedom, humanity, justice, and transparent democracy in Ethiopia. The transfer of Northerners to settle the southwestern regions and the rest of the regions will not redeem the northern dilemma. It will continue to appear as the very source of Ethiopian curse. Indeed, you don’t share your room with someone who is planning for your doom. Southwestern indigenous populations cannot agree to share their land with people who vigorously plan for their destructions.

They should struggle for their own freedom and equality at any cost.

Legal Provisions to the Indigenous’ Protection and Self determination.

There are provisions that affirms to protect the interest and rights of the indigenous populations in their land. The International Covenant on Civil and Political Rights (ICCPR), which Ethiopia ratified June 11, 1993, “in no case may a people be deprived of its own means of subsistence.” In addition, the UN committee that monitors compliance with the International Convention on the

Elimination of All Forms of Racial Discrimination (ICERD), which Ethiopia ratified June 23,

1976, confirmed that “governments which fail to recognize and respect indigenous customary land tenure are guilty of racial discrimination.” It has thus called on all states ‘to recognize and protect the rights of indigenous peoples to own, develop, control and use communal lands, territories and resources and where they have been deprived of their lands and territories traditionally owned or otherwise they been deprived of their lands and territories traditionally owned or otherwise inhabited or used without their free and informed consent, to take steps to return these lands and territories.

The International Covenant on Economic, Social and Cultural Rights (ICESCR) contains provisions related to forced eviction and the right to housing. In particular, article 2(1) and general comment 7 of the ICESCR outlines other protections from displacement and forced evictions and stipulates that states parties “shall ensure, prior to carrying out any evictions, and particularly those involving large groups, that all feasible alternatives are explored in consultation with the affected persons, with a view to avoiding, or at least minimizing, the need to use force.”

The UN Declaration on the Rights of Indigenous Peoples was passed in 2007 and states that this declaration is “an important standard for the treatment of indigenous peoples that will undoubtedly be a significant tool towards eliminating human rights violations against the planet’s 370 million indigenous people and assisting them in combating discrimination and marginalization. It suggests that states should prohibit “any action which has the aim or effect of dispossessing (indigenous peoples) of their lands, territories or resources.”

According to Ethiopian constitution article 18:1 provides prohibition against inhuman treatment and right to protection against cruel, inhuman or degrading treatment or punishment; article 39:1 provides unconditional right to self determination, including the right to secession; likewise, article 40:5 provides pastoralists having the right to free land for grazing and cultivations as well as the right not to be displaced from their own lands. With these huge convictions SENPIM asserts the following:

The SENPIM Demands

In accord with the provisions mentioned above, the Southwestern Indigenous Nilotes and Lower

Omo Valley’s Omotic Peoples, claim legitimate rights to protection, and unconditional right to self determination. To this end, SENPIM with grass root support demands Maximum

Autonomy from Ethiopian centralized sovereign power, based on the following four conditions:

An Independent Military Establishment: in respect to self governing, protection of the indigenous populations and territorial integrity for southwestern independent state.

An independent foreign policy: to ensure international representations at all levels.

An independent development policy: to ensure sound development, peace, prosperity, and freedom for the indigenous Nilotic and Omotic peoples in their own land.

Restitution of the indigenous land. Land is the indigenous communal property, not state property . Because the indigenous land is traditionally owned, and under international law the traditional owners have the right to it as property. As such, all the land grabs and forced displacements in the southwestern regions have to cease with no conditions. The centralized Northern-Dominant-TPLF/EPRDF government should eliminate and stop all its indirect or direct crafty settlements of highlanders in the southwestern regions.

The Looming “War With Tail Wagging Far! (WWTWR)

SENPIM will pursue the above demands through vigorous arms, political, and diplomatic struggles to ensure freedom for all the indigenous Nilotes and Omotic peoples of southwestern regions prevail. Should Ethiopia blindly ignore the intensity of the looming southwestern war, it can cost high sacrifices which may extend to the generations until the demands set forth, are met without conditions; and it may lend itself into inter-border crossing war with many implications.

It is going to be a War With Tail Wagging Far (WWTWF), which will easily employ many

Africans with shared commons, until the independent of the Nilotes and Omotic people is secured. SENPIM will not allow any inch of land of Nilotes and Omotic peoples to their oppressors.

A call to the indigenous members: These demands require lives and all sort of sacrifices through military, political and diplomatic measures, in which SENPIM calls for all the indigenous Nilotes and Omotic peoples to unite around these demands to participate vigorously in the struggles. The land is our source of livelihood and heritage; it is the source of our identity, history, dignity, economic, social, political and emotional exercises; it is our God given wealth to our peoples. It should not be allowed to our oppressors to make our children continue begging in the streets in their own ancestral lands to live in poverty. We need to sacrifice our lives for the generation to come. At any cost we have to secure our freedom.

The dark skin people should be recognized as full human beings and full citizens in Ethiopia to allow a democratic space in a transparent democratic environment. The looming War With Tail

Wagging Far, is war to choose between slavery or freedom/liberty, prosperity or poverty forever, peace or insecurity, justice or injustice, living in honesty or hypocrite environment, true humanity or inhumanity, continuing plundering or mutual reciprocity, etc. Which one do you choose? To be free join the struggle at any cost.

A call to all the opposition parties: Furthermore, SENPIM call all the opposition parties inside and outside Ethiopia to consent with the new strategy of seeking maximum autonomy to devolve the highly centralized sovereign powers dominated by the Northerners to form New Ethiopia under fundamental new structural change of what should be called “ Ethiopian Union ” composes of independent states with a very loose and nominal centre (given Addis Ababa, the capital maximum autonomous status to independent city state), in reminiscent to form smaller picture of

European Union or African Union.

A call to all the oppressed Ethiopians: SENPIM calls for all the oppressed and poor Ethiopians to unite around these demands based on new regional states’ arrangements as the only way forward to throw off the shackles of Northern dominant racist views and policies, domination and occupation, divide and rule systems, and hierarchical citizenship based on racial superiority and inferiority, in order to resolve the country’ chronic socio-political and economic problems for the freedom and equality for all Ethiopians to live in mutual respect and harmony in the country. To this regards national cohesion is a long term process along with the new Ethiopian structure on Ethiopian Union. The preaching on nationalistic and patriotic by the incumbent

TPLF/EPRDF government should not deceive you to confuse your personal freedom and prosperity in peace environment. Instead you should rise with unity to throw off the Northerners’ shackles.

A call to all donors: SENPIM calls for all donors to suspend their donations to Ethiopia and lobby for fundamental new structure in Ethiopia based on maximum autonomy with regards to

SENPIM demands, to stop the huge human right abuses, mass killings, imprisonment, tortures poisonings, and the displacement of the oppressed. Donors should choose which path to offer their donations. Either to increase the pains of the oppressed Ethiopians or to fight their causes by lifting all the donations pouring into the country to a repressive system against the poor.

A call to all tax payers to donors: SENPIM call all tax payers to donors to pursue and outweigh the effect of the taxes paid to Ethiopia whether it goes to help the oppressed or to increase the plight of the oppressed. In any case they should restrain their host governments to support the new structural arrangements based on maximum autonomy demands in Ethiopia to deliver the oppressed and the poor from internal colonization.

A call to Super Powers and Western Allies: Ethiopian national cohesion cannot be realized while the majorities Ethiopians are held human hostage, screaming in the midst of their internal oppressors. But can only be realized when every citizen is given opportunity to exercise his/her

God given rights and freedom in a new system. The majority Ethiopians are shedding crocodile’s tear for freedom and justice in the country. Should they die in pains and sufferings under tyranny and internal colonizers (oppressors) without experiencing any freedom in their lives for a single day? For the sake of God of Truth and the creator, the Western allies and Super Powers have the decisive role to play to lift up captivity in Ethiopia. The poor and the oppressed are the one recruited in the military to fight terrorism, but the rewards go to their oppressors in the name of

Ethiopia. Terrorism can be best fought under new Ethiopian structural arrangements based on

SENPIM demands for maximum autonomy which should be replicated to other regions.

Therefore, SENPIM calls for the Western allies and Super Powers to play their parts in realizing the long term Ethiopian National cohesion and stability under the required new arrangement of

Ethiopian Union.

A call to African Union and African Leaders: Many African countries underwent through series of struggles to realize the freedom of black nations under western colonialism. South

African brought in new insight under Mandella leadership of ANC that overthrew the white dominant apartheid government and created new socio-political and economic environment whereby the black nations live in peace and harmony with the whites. It has provided mutual respect and freedom to all human race and colors. It should be realized that the struggle continues not ended, to value people by their character and merits not by colors.

Ethiopia is one of the uncolonized countries by the western world in Africa but benefited the slave trade/raids economy under the internal colonialism and domination by the Monarchies,

Military Regime, and the current ethnic federal government where the black African nations still suffer insults and treatments with the legacy of slave trade. There is a huge human tragedy and lost of lives of dark skin Africans in Ethiopia, in the African soil, in African continent under the

Northern dominant Ethiopian governments and leaderships to eliminate them from their ancestral lands. All black nations cannot be respected genuinely inside Ethiopia if the black nations inside the country don’t appreciate their freedom and equality in the country. That is fake and

unrealistic Pan Africanism. In struggle to bring mutual respect and honor to black nations in

Ethiopia the eyes of black Africans should be re-opened to scrutinize the nature and kinds of humanity in the relationships with Ethiopia. African leaders should respond positively to the

SENPIM maximum autonomy demand to recognize the black nations as full human beings and full citizens in the Ethiopia. We don’t know yet how the dominant Ethiopians would like to identify themselves in the course of struggle by failing to recognize the black Africans inside the country, if they neither call themselves black Africans nor white Africans but confusing both.

The centralism built throughout the centuries has served as tool to mob up the dark skin African

Nilotes from the country in the interest of the Northerners to form what they may called Ethiopia

Brown state, with ambiguous nature that fail to admit itself as true black African state nor white state. It will not qualify either to call itself Brown country if the question for freedom and equality of Oromos, Sidamas, Somalis, Afars, etc, is confusingly treated and still pending.

The Northern settlers in the southwestern regions and their loyalty to Ethiopian central leadership dominated by the Northerners, give them strong backup and leverage to exercise more power against the locals whom they considered inferior and less citizens. Any resistance voice from the locals is sanctioned through opportunistic figures to rule in the interest of highlanders.

The Nilotes have no true socio-political and economic representation and legitimization. They present a betrayal system in the southwestern regions in which they failed to live in peace and freedom in their ancestral lands. Their days are counted to perish in the land; they are highly humiliated, dehumanized, and intimidated in Ethiopia. They are not free in their land. They bury their heads with shame on the Ethiopian streets and hardly accept culture of silent and apathy for their survival. It is obvious that the Ethiopian Northern dominant leadership exhibit a pretentious social relationship with the rest of Africans, not the true one. Ethiopia requires fundamental change with the help of African leaders.

To this end, SENPIM appeals to all stakeholders to take their parts in realization to the demands set forward in the course of struggle to establish Ethiopian Union.
