1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division

The Nevada Biomedical Network for Biomedical Research Excellence (INBRE) is funded by the National
Institutes of Health (NIH) with a mission of building and maintaining biomedical research infrastructure
throughout Nevada. It is a diverse program that supports technology cores, career development, faculty
research, bioinformatics, undergraduate summer research, and student recruitment.
The Director, INBRE Operations and Assessment, reports to the Principal Investigator/Director of the
Nevada INBRE and is responsible for day-to-day program and fiscal operations that ensures funds are
expended in a timely manner and in compliance with all applicable university, state and federal
regulations, policies and procedures. The position is responsible for (1) communication and coordination
between the various INBRE units statewide, the NIH, and program participants; (2) coordination of
statewide Undergraduate Research Opportunity Program; (3) administration of INBRE database
documenting all program activities; (4) program evaluation and assessment; and (6) preparation of the
annual progress report. The state-wide research and training activities include a competitive research
grant program for faculty at University of Nevada, Reno (UNR), University of Nevada, Las Vegas (UNLV),
and other partner institutions as determined in the competitive renewal; support for research core
facilities in Bioinformatics, Genomics, Proteomics, and Cytometry at these institutes; an Undergraduate
Summer Research Fellowship Program; as well as Outreach Programs implemented at Truckee
Meadows Community College (TMCC), College of Southern Nevada (CSN), Nevada State College
(NSC), Great Basin College (GBC), Western Nevada College (WNC) and Sierra Nevada College (SNC)
that seek to increase the number of low-income and minority students entering and succeeding in life
science majors at 2-year colleges in Nevada. The Director supports these programs by establishing
protocols and documenting policies for implementation of programs and providing training and guidance
to program participants. The Director serves as the main point of contact for grant related initiatives and
works closely with the Finance Director for Translational Research to ensure program participants are
utilizing grant funding appropriately and efficiently.

40% - Program Coordination
 Work with component directors to organize, coordinate, and implement all project activities
including INBRE-supported research projects, faculty mentoring and development,
undergraduate research opportunities, clinical and translational pipeline, outreach activities
and to include conferences, seminars, workshops, short courses
 Coordinate and manage the statewide Undergraduate Research Opportunity Program to
increase student awareness of science research and educational opportunities including
focused recruitment of educationally disadvantaged students, application processing, mentor
matching, and program oversight
 Organize and coordinate External Advisory Committee meetings, Steering Committee
meetings, Administrative Core staff meetings and the annual IDeA Research Meeting
 Establish protocols and document policies for the implementation of projects and outlaying of
funds throughout the network (currently five research institutions and growing)
 Provide training and ongoing guidance to program participants, including faculty,
administrative staff and central administration at subcontracting institutions to confirm
understanding of, and compliance with Nevada INBRE program policies, federal regulations
and NIH policies

Provide oversight of an Undergraduate Summer Research Fellowship Program; as well as
Outreach Programs implemented at TMCC, CSN, NSC, GBC, WNC and SNC that seek to
increase the number of low-income and minority students entering and succeeding in life science
majors at 2-year colleges in Nevada
Process travel requests and claims for INBRE participants and assist Finance Director for
Translational Research with the processing of INBRE purchasing card statement, recharge
billing and budget development
Identify areas of concern and initiate corrective action
Attend state, regional, and national meetings and maintain contact with NIH grants
management staff to stay current on issues and regulation changes
25% - Assessment Information and Report Preparation
 Track all INBRE activities as proposed in the INBRE application including INBRE-supported
research projects, faculty mentoring and development, undergraduate research opportunities,
clinical and translational pipeline, and outreach activities
 Maintain statewide custom-made web-based INBRE database that tracks all grant activities
and provides training and guidance to database users
 Administer pre-, post- and satisfaction surveys to participants of program activities for
evaluation and assessment in a five-year timeframe
 Implement the Evaluation Plan by collecting, organizing, and storing assessment data from all
INBRE-supported programs
 Manage and ensure INBRE publication compliance with NIH Public Access Policy
 Verify and track human subjects and animal protection for INBRE-sponsored research projects
 Prepare NIH-NIGMS non-competitive renewal (PHS 2590) and Annual Progress Reports with
the INBRE Principal Investigator (PI) in accordance with current reporting requirements
 Prepare, review and approve financial information and reports to NIGMS, the INBRE Principal
Investigator, and other ad-hoc reports as needed
25% - Fiscal Administration and Budget Development
 Oversee accounts payable, accounts receivable, financial reports, grant reporting, and budget
forecasting.
 Develop, implement and manage the budgets for INBRE and for annual non-competing
renewals of the grant including justifications
 Develop and maintain INBRE budget forecast and projection of expenditures
 Develop annual re-charge account rates and budget collaboratively with INBRE personnel
 Serve as the contact with Grants Management Office at National Institute of General Medical
Sciences (NIGMS/NIH) on budgetary issues
 Work directly with the Office of Sponsored Projects (OSP) to establish and modify INBRE
memo and grant accounts to ensure undisrupted funding source for grant expenses
 Monitor budget and expenditures to ensure they support the specific needs of INBRE and are
in compliance with all University, state, and federal policies and regulations
 Work with the OSP to have sub-contracts at the partner institutions issued in a timely fashion
with accurate budgets
 Conduct quarterly audits of sub-contract recipients at partner institutions
 Process partner institution budget revisions and paperwork to have expenses paid
appropriately
 Serve as point of contact for partner institutions for resolving fiscal related problems
5% - Personnel Management and Strategic Planning
 Work directly with the Office of the Vice President for Research Innovation to oversee
fiscal aspects of INBRE personnel, including annual position budgeting process and
notification of the establishment of a new grant account number
 Ensure accuracy of classified and faculty personnel Position Description Questionnaires
(PDQs) and Personnel Action Forms (PAFs)

Supervise, train, coach, and coordinate the activities of classified and/or student
employees
Select staff, conduct evaluations, disciplinary or otherwise, and process personnel actions

5% - Program Information Dissemination and Outreach
 Update INBRE website and social media in accordance with University policies with the
following types of information - program announcements, breaking news events, fellowship
and grant competitions, training opportunities, changes in services and pricing at the research
service core, online applications (i.e., UG Research Opportunity program, etc.), and research
progress by the target faculty members
 Develop and maintain on-line newsletter and publicity promoting INBRE events and funding
opportunities to promote community outreach
 Interview INBRE personnel regarding project activities and write articles for on-line news letter
 Communicate with campus, state, and local media as necessary for appropriate public
releases
 Conduct on-site and off-site visits to Identify minority and underrepresented students through
current programs in the University Student Services Division, at community high schools,
community colleges and other educational institutions within and outside of the Nevada
System for Higher Education (NSHE), and assist them through the program by matching with
mentors allowing them to obtain laboratory and/or research experience toward a career in
INBRE related disciplines
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The incumbent is given assignments and is expected to plan and prioritize the work so that the deadlines
are met. In the execution of these assignments the incumbent has much freedom to work within the
established practices, rules, and regulations and works in an independent role in administrating the dayto-day operations, communications, and program evaluation and assessment. Problems outside of the
established practice, rules, and regulations are to be brought to the attention of the Nevada INBRE
Director immediately.
Impact:
The sound judgment of the incumbent is essential for the success of the project and will impact the future
of biomedical research in the state. Failure on the part of the incumbent to complete the required
assessment reports on time could result in the premature termination of the Nevada INBRE project
before the projected five-year duration.
