1. Call meeting to order 7:05 by Bruce Newburn.

Shoreline Master Program

Oscar Graham gave current status of program undergoing

Discussion ensued regarding Lower Baker and Skagit and
Lake Shannon which all fall under the Shoreline Master Program. On the
afternoon of Jan. 15, Oscar led a site visit to the confluence of the Baker with the
Skagit. Attendees included Bruce Newburn, Jason Miller, Judy Fales, George
Theodoratus, and Jeroldine Hallberg; agency representatives Phil Kincare, US
Forest Service; Dennis Clark, Western State Division of Natural Resources; Betsy
Stevenson, Skagit County Planning & Development Services. The stairs which now
lead from Highway 20 down to the Skagit River are in dangerous disrepair and will
be removed and a well-defined footpath could replace them. Also discussed was
the boat launch and ways to improve access to it, camping and picnic areas, new
plantings of trees and shrubs, as well as the boundaries of various property
ownership on the west and east banks. There was discussion concerning various
grants that might entitle Concrete to monies for upkeep or repair of parks, and
notification of various entities who might be involved.

Appointment of new commissioner, election of officers.
Carol Fabrick was welcomed to the commission. She will serve out Al Fabrick’s
term.

Discussion of placing an ad for additional vacant positions.
There was a consensus to ask the Town Council to reduce the Planning
Commission membership from 9 to 7 members.
Jason Driver suggested that nominations be made for officers. Jason Driver is to
be secretary, Don Payne, Vice Chair; Bruce Newburn, chair.
Carol will be the representative to the Imagine Concrete committee.
Discussion to send Doug Gates a kindly letter re: his service as planner.

No updates from Imagine Concrete; their meeting was cancelled.
