Management Summary

The 2008/09 Aimhigher cohort was selected centrally on behalf of the schools as per the HEFCE criteria. The selection did not include occupational background of parents/carers as this information was not available, and although schools were presented with a suggested list of

Aimhigher members, schools and colleges were allowed to change or add members based on their personal knowledge of the learners. A

Core Aimhigher group was identified as members who have attended

Aimhigher funded widening participation activities.

The report analysed the continued participation of the Aimhigher group in fulltime education and training at the age of 17; the achievement of learners still in education or training in 2008/09 in Level 2 and Level 3 qualifications; and tracked progress of learners from their GCSE year, to the age of 19, whether still in education or not. Aimhigher results are compared to non-Aimhigher results in each of the reporting groups.

Participation:

The percentage of the 17 year old Area Aimhigher cohort staying on in fulltime school or college education increased at around 2 percentage points each year from 81.5% in 2007 to 85.3% in 2009. City Aimhigher learners staying on in fulltime education increased from 81.1% in 2008 to 86.5% in 2009, an increase of 5.4% compared to an equivalent increase of 2.6% for all City learners.

Overall performance for Learners in Education in 2008/09:

In 2008/09, 64.5% of the Aimhigher GCSE learners performed equal to or better than expected for Level 2 at 16. This performance is a 4 percentage points improvement over 2007/08.

Level 2 achievement of the 2008/09 Aimhigher cohort and core group is consistently higher than that of the non-Aimhigher group in the City.

The County Aimhigher cohort is underperforming compared to their non-Aimhigher counterparts, although catching up by the age 18 and overtaking by the age of 19.

A Year on year comparison of the performance for each age group since 2005/06 indicates a steady increase in Level 2 performance of

Aimhigher members aged 16 and 19 in 2008/09, and for all age groups for Aimhigher learners who attended WP activities.

The 2008/09 Aimhigher group performed marginally better in Level 3 at

18 and 10.7 percentage points better than their counterparts by 19. The

Aimhigher core group performed better than Aimhigher and non-

Aimhigher groups at all ages and significantly better at 93.1% compared to 57.3% of the Aimhigher and 46.6% of the non-Aimhigher groups by the age of 19.

Overall performance for Learners tracked by GCSE cohort groups:

Aimhigher learners who attended WP activities (Core group) performed significantly better than other groups: 75% or more achieved Level 2 by

16, more than 90% by the age of 17 and close to 100% by 19.

60% plus of Core Aimhigher learners achieved Level 3 by the expected age of 18 and more than 90% by the age of 19, significantly better than the 51% national average and non-Aimhigher learners by 19.

A higher proportion of Aimhigher learners, whether they have attended

WP activities or not, continue with their Level 3 studies to age 19 than either non-Aimhigher learners or the national average. In the 2005/06 cohort (aged 19 in 2008/09), 11.5 percent additional Aimhigher learners achieved Level 3 at 19 compared to an additional 5.5% of non-

Aimhigher members and 8% of national average improvement.

Members with barriers:

Aimhigher members in all ethnic groups, aged 19 in 2008/09 (GCSE in

2005/06), outperformed the non-Aimhigher learners by the age of 19, and the improved performance started at the age of 16. This increased performance over non-Aimhigher learners is especially significant in the

Black and Mixed groups.

For all ethnic groups the Aimhigher learners who attended WP activities, performed significantly better in both Level 2 and Level 3 than either the Aimhigher learners who have not attended recorded WP activities, or the non-Aimhigher learners.

Aimhigher learners with medical or other disabilities tend to perform better in Level 2 than the full group of disabled learners at all ages.

Aimhigher members with emotional disability however performed lower.

Learners with disability who have attended WP activities performed significantly well at all ages, although the numbers are very low.

By the age of 18, 60%+ of Aimhigher learners with learning difficulties achieved a Level 2, compared to less than 50 percent of the whole group with learning difficulties. Aimhigher members with learning difficulties who attended WP activities achieved at least 78% level 2 by age lf 17, and in most cases, 100%. This achievement is repeated for

Level 3.

2008/09 Performance and Progress Analysis

Background

Performance by the Leicestershire Area Aimhigher members have been tracked and reported for the past five years. During the first two years the members were selected by the schools and their performance was compared to non-member performance for GCSE and A-Level exam results. For the past three years the selection was done centrally according to the criteria required by HEFCE and the recommended lists passed to the schools. This allowed more consistent selection and reduced the workload of the teachers involved.

Performance reporting focused on the achievements of the Aimhigher learners compared to non-Aimhigher learners who were in learning during the reporting year. A disadvantage of this reporting method is that the numbers of learners still in full time education are low for the higher ages of 18 and 19 as many of the learners would already have left for higher education or work. Comparative impact of Aimhigher involvement for this group was therefore restricted to learners achieving at a later age. Over the past five years it was however possible to compile a comprehensive list of all the learners who were members of Aimhigher at some stage during their learning experience, and also whether they attended a recorded widening participation (WP) activity during that time.

This allowed Aimhigher versus non-Aimhigher learners to be tracked and analysed as GCSE groups from the age of 16 regardless of where they studied or when they left fulltime education. This change affected the format of the 2008/09 report.

Report Format

In order to gain the most benefit from the availability of the consolidated list of Aimhigher members, the report is split in two sections.

The first section reports on the Aimhigher versus non-Aimhigher learners who were in fulltime learning during 2008/09:

Participation at 17 reports on the type of training or education attended by Aimhigher and non-Aimhigher learners six months after their GCSE exam (January 2010).

Achievement at GCSE compares the actual versus the estimated performance of the learners at 16, a factor which was used as one of the selection criteria for potential to succeed in higher education.

Performance post 16 compares the Level 2 and 3 achievements of 2008/09 Aimhigher members by age, against non-Aimhigher and previous year cohorts in order to detect trends in performance.

The second section tracks and reports on cohorts of learners and

Aimhigher members from their GCSE year at 16 to their age of 19, regardless of how they moved since last recorded as a member. This approach is in line with the government national indicators of monitoring the percentage Level 2 and Level 3 by 19, and better comparisons can therefore be made even to national level. The year in which the members were in GCSE are used to identify the base cohort for tracking.

This section also includes the analysis of vulnerable groups, such as ethnic groups and learners with disabilities or learning difficulties.

Where available, three sets of results are provided for comparison: non-

Aimhigher members, Aimhigher members who have not attended recorded WP activities, and Aimhigher members who have attended WP activities (Core group).

Sources, Assumption and Presentation Notes

Various standard databases and sources were used for analysis of participation and performance.

The school and further education college census datasets were used to select the Aimhigher cohorts. School census data was matched to the FFT dataset for estimates used as one of the selection criteria. The 2008/09 Aimhigher cohort set was merged with previous Aimhigher cohorts to create the consolidated set used in section 2.

The January 2010 Connexions destination dataset provided a snapshot view of ongoing participation of the Aimhigher 2008/09 cohort

The Widening Participation dataset provided information on WP activities attended by Aimhigher members, both for the 2008/09 and the consolidated cohorts

The Young Person merged dataset (YPMAD 2008/09) provided performance progression information for learners post GCSE.

Information is as accurate as the contents of the databases as at the end of the 2008/09 academic year.

Colour coding is used to show the difference between non-Aimhigher,

Aimhigher and Core Aimhigher groups. A higher or lower reading should be interpreted as such and does not automatically mean better or worse performance.

Section 1 Aimhigher 2008/09 Cohort Participation and Achievements

1.1 Introduction

The 2008/09 Aimhigher cohort is analysed with respect to their continued participation in education and training for the group that wrote GCSE in 2009; the achievement of this group in their GCSE exams compared to their estimated achievements; and their progress post 16. Comparative trend results are given with earlier year cohorts.

1.2 Destination of pupils aged 17 in 2008/09

The most up to date source of information for post 16 participation is the Connexions destinations as reported in 2010 for the GCSE learners of 2008/09. Table 1 provides the percentages of the Aimhigher learners in each destination for the Leicestershire Area, City and County compared to all the learners. It was not possible to compare the

Aimhigher group to the non-Aimhigher group as the latter information was not available. The Aimhigher 2007 and 2008 leaver groups are also provided as a comparison to the 2009 leaver group. Note that this is a snapshot and changing continuously as young people change their destinations.

Fulltime (FT) education includes learners in sixth form schools and colleges, or attending further education colleges on a fulltime basis.

For the full Aimhigher cohort the percentage staying on in FT

Education increased at around 2 percentage points each year from 81.5% in 2007 to 85.3% in 2009, in line with the increase observed for the all learners.

The 85.3% Aimhigher learners continuing with FT education in

2009 is however still lower than 87.9% for all learners.

City Aimhigher learners staying on in fulltime education increased from 81.1% in 2008 to 86.5% in 2009, an increase of

5.4% compared to an increase for all the learners of 2.6% between 2008 and 2009.

Participation of the Aimhigher 2009 GCSE learners staying on in fulltime education in the County showed a drop of 4% between 2008 and 2009, resulting in this percentage being significantly lower than for all the County learners at 88.6%. It is however still higher than 80% recorded in 2007 for the County.

FT Employment includes learners in employment, whether as apprentices or as employees in companies with or without training opportunities.

The percentages of the Area Aimhigher group as well as individually for the City and County cohorts, are higher than for all the learners in 2008 and 2009. 2.8% of the Aimhigher group left for fulltime employment in the City in 2009 versus 1.6% of all learners and 6.7% of the County Aimhigher group versus 3.0% of all learners.

This group however includes learners selecting apprenticeships.

2.9% of the County and 1.4% in the City Aimhigher learners selected apprenticeships in 2009.

The year on year trend indicates a reduction in Aimhigher learners in fulltime employment in the City from 6.2% in 2007 to

2.8% in 2009, and from 9.8% in 2007 to 6.7% in 2009 in the

County.

FT training refers to learners attending non-qualification courses such as foundation courses, entry to employment (E2E) or other part time training at colleges, or work based learning (WBL) training at approved

WBL providers.

The year on year trend for Aimhigher learners continuing their fulltime training, increased for the Area cohort as well as in the

City and County to 4.5% in 2009.

This percentage is lower than the 5% for all learners in the City, but higher than the 3.8% in the County all learner group.

NEET refers to learners not in education, employment or training.

The percentage of Aimhigher members going NEET (not in education, employment or training) is higher than for all the learners in the County at 5.6% versus 3.2%. Aimhigher NEET

percentage is similar to all the learners in the City at approximately 4.8%.

The NEET percentage in the City for both Aimhigher and total learners dropped significantly at approximately 2 percent points from the 2008 results.

Figure 1 shows the trend of Aimhigher destinations for the full area cohort from 2006/07 to 2008/09. Based on these trends, full time education increased significantly between 2007 and 2008 and at a lower rate in 2009. Full time employment and NEET percentages dropped, with an increase in full time training at providers (work based learning) or at colleges in preparation for employment.

1.3 Achievement against estimated potential at 16 in 2008/09

One of the selection criteria for Aimhigher membership is a potential to succeed in higher education, based on the learner’s potential to achieve Level 2 (5+ A*-C grades) at the age of 16, as estimated by

Fisher Family Trust (FFT) for GCSE performance. The analysis compared the performance of the Aimhigher members who wrote their

GCSE exams in 2009 to the performance of the GCSE Aimhigher group of 2007/08.

Comparative performance against potential was not possible for years earlier than 2007/08 or to compare to other non-Aimhigher groups.

Earlier year analyses and reports compared the actual numbers of A-C grades estimated and achieved by the learners. Since 2007/08 this changed to the estimated potential of the learner to achieve Level 2 at

GCSE, being closer to the criteria used during the selection process.

Each yeargroup is split into the number of learners in the cohort with less than 40% chance of achieving Level 2 at GCSE, 40-60% chance or more than 60% chance at GCSE.

Performance against potential is presented as the percentage of the year cohort who achieved Level 2 at 16 within each category as to their chance of achieving Level 2 at 16.

The general performance in 2008/09 was higher than 2007/08, except the border groups (40-60% chance) in both the City and

County, and the lowest group (<40% chance) in the County.

The group with less than 40% chance to achieve Level 2 in the

County, being significantly more in number than in 2007/08, resulted in the total performance of the Aimhigher group in the

County to be lower in 2008/09 than in 2007/08 (52.3% versus

60.1%).

Performance in 2008/09 for the full area Aimhigher group is 4 percentage points better than in 2007/08.

Selection of the Aimhigher cohort for 2008/09 to be in the 40% most deprived areas as per the index of multiple deprivation (IMD), reduced the need to analyse the Level 2 and Level 3 performance by IMD category. Performance is therefore only compared by age for the City,

County and the Leicestershire Area in total. The Aimhigher Core group have attended wider participation activities.

The performance of the Aimhigher cohort and core group at

Level 2 is consistently higher than that of the non-Aimhigher group in the City except for the percentage of 19 year old learners achieving L2 in the City at the age of 16.

County Aimhigher cohort is however underperforming compared to their non-Aimhigher counterparts, although catching up by the age 18 and overtaking by the age of 19.

Aimhigher Core learners have performed better than either the full Aimhigher cohort or the non-Aimhigher learners by all ages.

Table 5 provides a year on year comparison of the performance of the three cohort groups since 2005/06. Performance of the Core group, as members who have attended WP activities, could only be added for the past two years.

A Year on year comparison of the performance for each age group since 2005/06 in table 2.4 indicates a steady increase of performance of Aimhigher members at ages 16 and 19.

This is encouraging as the trend for the non-Aimhigher learners in 2008/09 at ages 17 to 19 showed a 2-3% downward trend over 2007/08.

The Aimhigher cohort has also performed better than the non-

Aimhigher group at every age in 2007/08 and 2008/09.

Similarly the Aimhigher Core group performed better than the

Aimhigher cohort at every age in 2007/08 and 2008/09.

Figures 2 and 3 present the trend of non-Aimhigher and Aimhigher members in achieving Level 2 by age between 2005/06 and 2008/09.

The performance of the Aimhigher groups by age since 2005/06 showed a steady increase, instead of the jump in 2007/08 followed by a decrease again in 2008/09 perceived for the non-Aimhigher group. The performance of the 16 year olds shows a significant year on year increase since 2005/06.

Table 6 compares the 2008/09 Leicestershire Area performance of non-Aimhigher, Aimhigher, and Core Aimhigher learners with respect to achievement of Level 3 by age.

The Aimhigher group aged 17 in 2008/09, performed lower than the non-Aimhigher group by 7 percentage points.

Both Aimhigher groups aged 18 and 19 years of age, performed marginally better at 18 and significantly better (10.7 percentage points) than their counterparts for the 19 year group.

The Aimhigher core group performed better than the Aimhigher groups at age 17 and 19. The performance of the 19 year old group in 2008/09 is significantly better at 93.1% achievement of

Level 3.

Table 7 provides a breakdown of the performance of the 2008/09 learners in Level 3 by local authority.

Level 3 performance by local authority calculates the number of learners who have already achieved a Level 3 by specified age, as a percentage of that age group.

In line with their performance at Level 2, the City Aimhigher cohort is outperforming their non-Aimhigher counterparts, after sometimes a slow start.

The point score gap between Aimhigher learners with Level 3 in

2008/09 is 8% for the 17 year olds, 22% for the 18 year olds, and 17% for the 19 year olds. It confirms the trend that learners in the City stay on to achieve their Level 2 at a later age than their non-Aimhigher counterparts, and then stay on to achieve

Level 3, outperforming the non-Aimhigher learners.

This performance trend is not repeated in the County where the

Level 3 performance of Aimhigher members tends to lag behind their non-Aimhigher counterparts, although catching up and outperforming by the age of 19.

The Core groups have outperformed other groups.

Table 8 provides a year on year comparison of Level 3 performance in the area.

Considering the year on year trend of the percentage of learners achieving level 3 by age since 2005/06:

There was a general downwards trend in 2008/09 results with the exception of the Aimhigher and Core Aimhigher groups who were 19 in 2008/09.

This lower performance is especially significant for the Core group who were 18 in 2008/09.

Figures 4 and 5 provide a visual presentation of the trends of non-

Aimhigher and Aimhigher learners who achieved Level 3 by age as reported since 2005/06.

The achievement of the percentage of learners with Level 3 by age of

Aimhigher learners increased since 2006/07 for all age groups except the 17 year old group. Learners aged 17 in 2008/09 had a lower percentage achieving Level 3 than for the previous two years. This drop is more significant than for the non-Aimhigher 17 year old group in

2008/09. The improved achievement and trend for the older yeargroups support the findings that Aimhigher learners tend to achieve at a later age than their non-Aimhigher counterparts.

Section 2 Performance Tracking of Cohorts post 16

2.1 Introduction

Section 2 tracks non-Aimhigher, Aimhigher and Core Aimhigher groups from the age of 16 (GCSE) to the age of 19, regardless of where they studied or whether they were Aimhigher members for the full period.

GCSE tracking cohorts are determined as the learners who were in the

Leicestershire Area in their GCSE year. Learners within each GCSE group have been flagged as Aimhigher members if they have been selected as a member at any age since they became eligible for selection at the age of 14. Similarly, learners within this Aimhigher group were flagged as a core group if they have attended widening participation activities at any time, even before GCSE.

This method of cohort analysis has a few advantages. This is the comparison used nationally for measuring Level 2 and Level 3 performance of learners and a more direct comparison can be made between local and national performance. The method furthermore includes learners who left school before the age of 19 and performance at ages 18 and 19 will not only be based on learners still in fulltime education, but for everyone in the GCSE group of the identified year.

This method also allows all Aimhigher members and attendees of widening participation to be included in the analysis with respect to their performance in Level 2 and Level 3 post 16.

The section presents the analysis findings of Area Level 2 and Level 3 performance, including the impact of the number of widening participation (WP) activities recorded for the core group of the

Aimhigher members. It has to be noted that attendances on WP activities have been recorded since 2004/05, but the numbers in the early years were low to allow for the system to be fully introduced. In addition, these WP activities only refer to the official activities financially supported by Aimhigher, and do not include activities initiated and offered by the schools or colleges.

In addition the section presents the performance progress of the different year groups split by ethnic group, as well as the performance of disadvantages learners with disabilities or learning difficulties. The learners with disababilities have been included in Aimhigher selection regardless of whether they showed the potential of succeeding in higher education or not.

In all presentations, except for the learners with disabilities, the performance of the Aimhigher Core group is compared to the

Aimhigher members who have not attended WP activities, as well as the non-Aimhigher group and the published national average performance for equivalent cohorts.

2.2 Impact of Widening Participation attendance on Progress

Performance

The first analysis compares the percentage of learners achieving Level

2 by age for each of the GCSE cohorts between 2004/05 and 2008/09.

Only learners who were in GCSE in 2005/06 and 2004/05, and therefore aged 19 and 20 in 2008/09, can be compared on performance by all ages until the age of 19. Later GCSE groups are still only aged 16, 17 or 18 in 2008/09, and the first two of these groups are therefore still likely to be at school.

Table 9 presents the achievement of these groups for both levels 2 and

3 achievement. The performance of Core Aimhigher members who attended 1 to 3+ WP activities is compared to Aimhigher without WP activities, the non-Aimhigher learners and the national average for each

GCSE groups. Note that the number of Aimhigher members with recorded WP attendances in the 2004/05 GCSE group is very low, as this was the first year that attendances were officially recorded on a central dataset.

This high performance trend continued for Level 3 achievement, especially for Aimhigher learners attending more than 1 WP activity.

By the age of 18 and 19, 60% plus of the Aimhigher Core group have achieved a level 3 qualification compared to the 40% plus for the Aimhigher group not attending WP activities or the non-

Aimhigher learners.

Comparing the two cohorts who were 19 and 20 in 2008/09, that is, the GCSE groups of 2005/06 versus the GCSE group of

2004/05, shows an improvement for the Aimhigher groups at each age in the 2005/06 group over the previous year for achievement in both Levels 2 and 3.

Comparison of the GCSE cohort performances at the expected years for achieving Level 2 in order to succeed in higher education (age 16), shows that although the Aimhigher group not attending WP activities performed lower than the non-

Aimhigher counterparts as well as the national average,

Aimhigher learners who attended WP activities performed significantly better, with 75% or more actually achieving Level 2 by 16.

Members who attended WP activities and not yet achieved Level

2 by 16, do carry on to achieve 90% plus Level 2 by the age of

17 and achieved close to 100% by the age of 19.

A similar trend can be detected for learners attending WP activities and achieved Level 3 by the expected age for higher education, or staying on to achieve at a later age.

Except for the 2006/07 GCSE cohort attending one WP activity,

60% plus of Core Aimhigher learners achieved Level 3 by the expected age of 18, significantly better than either non-

Aimhigher learners or the national average.

Also significant is that a higher proportion of Aimhigher learners whether the have attended WP activities or not, continue with their Level 3 studies at age 19 than either non-Aimhigher learners or the national average. In the 2005/06 cohort 11.5 percent additional Aimhigher learners achieved Level 3 compared to an additional 5.5% of non-Aimhigher members and

8% of national average improvement. This gap for the 2004/05

GCSE group was 20.5 percent additional Aimhigher learners achieving Level 3 at 19 versus 4.7 non-Aimhigher and 7.7 national increase.

Table 10 splits the analysis on the impact of widening participation separately for the City and County GCSE cohorts.

The numbers of Aimhigher learners who attended WP activities in the County are significantly lower than the numbers in the

City. The numbers however have increased significantly for the

GCSE group of 2008/09, signifying a greater awareness and participation by the County schools during recent years.

The Level 2 and Level 3 performance for both City and County are higher for Aimhigher members attending WP activities compared to the other groups, and in the County also higher than national average. This is relevant for all GCSE groups since 2005/06. The numbers of County Aimhigher learners who attended WP activities in the 2004/05 group is less than 10.

Most Aimhigher learners who attended WP activities achieved level 2 or 3 qualification by the expected age. In the City the trend is to achieve one year later than the expected age year.

Due to the low numbers of some of the ethnic minority groups by age in the County, the analysis for the County will not be producing robust results and the analysis was therefore only performed for the

Leicestershire Area as a whole. The percentage achievement of Level

2 by age is presented for each of the major ethnic groups. Because of the concentration of Asian Indian in the City, the Asian group was split into Asian Indian and Asian Other. A full table of the results is provided in Appendix B and presented graphically below.

Figure 6 presents the achievement of Level 2 by age to the age of 19 for the two groups who were in GCSE in 2004/05 and 2005/06.

Comparing the percentage of learners achieving Level 2 by age for the two cohorts who were in GCSE in 2004/05 (aged 20 in 2008/09) and

2005/06 (aged 19 in 2008/09) show a significant difference in performance by age per ethnic group.

The non-Aimhigher ethnic groups for the two GCSE groups, show a consistent spread of percentage Level 2 achievements by age for all ethnic groups except for Black, Mixed and White

Other groups. For these ethnic groups the achievement at age

16 seems similar for the two year groups, but the pattern of achievement at the other ages changes, resulting in overall higher percentage achievements for each of these groups by the age of 19.

Aimhigher members over the same two yeargroups were not only outperforming the non-Aimhigher learners by the age of 19, but this improved performance started at the age of 16 for the

2005/06 GCSE group. This increased performance over non-

Aimhigher learners is especially significant in the Black and

Mixed groups.

The performance of the Asian Indian and Asian Other groups improved significantly at the age of 16. This increase is significant as it is based on an Aimhigher cohort which is twice the size in 2005/06 than in 2004/05.

Referring to the table in Appendix 2, the performance of the cohorts of learners younger than 19 in 2008/09 show a similar pattern for the 18 year old group, although Aimhigher learners who were 17 in 2008/09 performed lower than their non-

Aimhigher counterparts at ages 16 and 17.

In all cases the Core Aimhigher learners who attended WP activities, performed significantly better than either the

Aimhigher learners who have not attended recorded WP activities, or the non-Aimhigher learners.

2.4 Percentage of Pupils in Ethnic Groups achieving Level 3 by ages

17-20

Figure 7 presents the performance of learners who were in GCSE in

2004/05 and 2005/06 and their performance in achieving Level 3 by age, to the age of 19. Similar to figure 6, the performance is split by ethnic group, and compares Aimhigher performance versus the non-

Aimhigher learners within the same yeargroup. Appendix B contains a table with the performance results for all the age groups by ethnic group, including the performance of learners who have attended WP activities.

The difference in achievement for Level 3 of the Aimhigher cohort who were in GCSE in 2004/05 (aged 19 in 2008/09) and the non-Aimhigher learners is more pronounced compared to the previous yeargroup, than the achievement for Level 2.

The Aimhigher cohort in all ethnic groups performed better than the non-Aimhigher learners in the same group, and significantly better than the Aimhigher group who attended GCSE in

2004/05. The only exception is the

‘Other’ groups, which were small – only 19 in 2005/06 and 10 in 2004/05.

This improved performance at Level 3 for the Aimhigher groups did not only apply to learners at the age of 17, but most groups matched or improvement on the performance of the non-

Aimhigher learners by the age of 18, which is the normal age for completing Level 3 in order to attend higher education.

This comparison in achievement was not possible to observe in the previous format in which all the ages in each year were compared to the performance at the similar age in the previous year as that method ignored the learners who were not anymore in fulltime learning by the age of 18 or 19.

The table in Appendix 3 provides additional information about yeargroups not yet 19 in 2008/09 as well as the group aged 20 in 2008/09 and their performance as a 20 year old group.

With respect to the learners aged 20 in 2008/09, 10% of the

Aimhigher learners stayed on and achieved Level 3 at the age of

20. This compares well to a general points increase of between

1 and 2 percentage points for the non-Aimhigher group. This again confirms the earlier findings that the Aimhigher groups tend to continue with full time training and education in order to achieve Level 3 results even after the age of 19.

Except for learners who attended GCSE in 2006/07 (aged 18 in

2008/09), all the Aimhigher learners who attended WP activities significantly outperformed both the Aimhigher learners who did not attend WP activities, as well as the non-Aimhigher learners.

Although the numbers are relatively low for the 2005/06 and

2004/05 cohorts, between 67 and 100 percent achieved their

Level 3 by the age of 19.

2.5 Level 2 and Level 3 Achievement of Learners with Physical

Disabilities

Learners with disability were selected for inclusion in the Aimhigher cohort regardless of their potential to succeed in higher education. For this reason the analysis was restricted to the performance of Aimhigher members with disabilities who have attended WP activities compared to the Aimhigher members with disabilities who have not attended WP activities. In addition to the expectations of learners with disabilities to perform less when compared to all the learners, there were differences in the recording of disabilities at school and for a post 16 year group at college or sixth form schools. Learners at college self-declare their disability whereas the schools rely on medical proof or approved acceptance of learning difficulties. Learners may therefore have been selected on one method of recording, but their progress reported against the self-declared list.

The table in Appendix C provides a full list of the level 2 and Level 3 achievements of this group by physical disability. Since the numbers in

Difficulties

Appendix C contains full tables of achievement of learners with learning difficulties for the different GCSE groups by age. Similar to learners with physical disabilities, the learners with learning difficulties are selfdeclared in college, but rated at different levels of statemented difficulties in schools. Because of low numbers, the learning difficulty groups were restricted to learners with dyslexia, with moderate learning difficulties and the rest in tables 13 (level 2) and 14 (level 3).

The achievement of learners with learning difficulties in Level 2 and

Level 3 compare the Aimhigher group to the total GCSE group with the declared learning difficulty.

Aimhigher learners with learning difficulties have performed better than the overall performance of learners with learning difficulties in the area, except for learners with moderate learning difficulties in the 2008/09 and 2006/07 GCSE groups.

By the age of 18, 60%+ of these learners achieved a Level 2, compared to less than 50 percent of the whole group.

Aimhigher members who attended WP activities achieved at least 78% level 2 by age of 17, and in most cases, 100%.

The level 3 achievement of Aimhigher learners with learning difficulties follow a similar pattern to the level 2 performance.

By the age of 19, 40% plus of learners with dyslexia achieved

Level 3 and 25%+ of the other groups, compared to less than

20% of learners with learning difficulty in the whole area.

Aimhigher learners who attended WP activities also performed well in Level 3 with 50%+ achieving Level 3 by the age of 19.

Conclusion

Participation:

The percentage of the 17 year old Area Aimhigher cohort staying on in fulltime school or college education increased at around 2 percentage points each year from 81.5% in 2007 to 85.3% in 2009, in line with the increase observed for the all learners. City Aimhigher learners staying on in fulltime education increased from 81.1% in 2008 to 86.5% in 2009, an increase of 5.4% compared to an increase for all the learners of 2.6% between 2008 and 2009.

The percentage of 17 year old Aimhigher members not in education, employment or training (NEET) is higher than for all the learners in the

County at 5.6% versus 3.2%. The percentage NEET in the City for both 17 year old Aimhigher and total learners dropped significantly at approximately 2 percent points from nearly 7% to 5% between 2008 and

2009.

Overall performance for Learners in Education in 2008/09:

In 2008/09, 64.5% of the Aimhigher GCSE learners performed equal to or better than expected for Level 2 at 16. This performance is a 4 percentage points improvement over 2007/08.

Level 2 achievement of the 2008/09 Aimhigher cohort and core group is consistently higher than that of the non-Aimhigher group in the City. The

County Aimhigher cohort is however underperforming compared to their non-Aimhigher counterparts, although catching up by the age 18 and overtaking by the age of 19.

A Year on year comparison of the performance by age since 2005/06 indicates a steady increase in performance of Aimhigher members aged

16 and 19 in 2008/09, and for all age groups for Core Aimhigher learners who attended WP activities.

The 2008/09 Aimhigher group performed marginally better in Level 3 at 18 and 10.7 percentage points better than their counterpart by 19. The

Aimhigher core group performed better than Aimhigher and non-Aimhigher groups at all ages and significantly better at 93.1% compared to 57.3% of the Aimhigher and 46.6% of the non-Aimhigher groups by the age of 19.

Overall performance for Learners tracked by GCSE cohort groups:

Achievement of Level 2 and Level 3 is calculated by tracking each full age group from the year they were 16 (GCSE year), and using this count at 16 as the denominator to calculate percentages.

Aimhigher learners who attended WP activities (Core group) performed significantly better than other groups: 75% or more achieved Level 2 by

16, more than 90% by the age of 17 and close to 100% by the age of 19.

60% plus of Core Aimhigher learners achieved Level 3 by the expected age of 18 and more than 90% by the age of 19, significantly better than the

51% national average or as achieved by non-Aimhigher learners by 19.

A higher proportion of Aimhigher learners, whether they have attended WP activities or not, continue with their Level 3 studies to the age of 19 than either non-Aimhigher learners or the national average. In the 2005/06 cohort (aged 19 in 2008/09), 11.5 percent additional Aimhigher learners achieved Level 3 at 19 compared to an additional 5.5% of non-Aimhigher members and 8% of national average improvement.

Members with barriers:

Aimhigher members in all ethnic groups, aged 19 in 2008/09 (GCSE in

2005/06), outperformed the non-Aimhigher learners by the age of 19, and the improved performance started at the age of 16. This increased performance over non-Aimhigher learners is especially significant in the

Black and Mixed groups.

For all ethnic groups the Aimhigher learners who attended WP activities, performed significantly better in both Level 2 and Level 3 than either the

Aimhigher learners who have not attended recorded WP activities, or the non-Aimhigher learners.

Aimhigher learners with medical or other physical disabilities tend to perform better in Level 2 than the full group of disabled learners in all

GCSE groups and at all ages. Aimhigher members with emotional disability however performed lower than in the other disability groups as well as the total groups with disability. Appendix A 2008/09 Aimhigher Cohort Profile

A1. School Participation and Indices of Multiple Deprivation

For the 2008/09 cohort selection, Leicestershire Aimhigher area provided a centrally selected shortlist of cohort to each school, based on the following recommended HEFCE criteria:

Reside in the 40% most deprived area based on the learner postcode of residence

Potential for higher education based on estimate to achieve

Level 2 at 16

Learners with disability or in care, regardless of potential or where residing.

Information about the occupation of main carer or history of family participation in higher education was not available and therefore not considered for the initial shortlist. All 79 schools and colleges were included although the numbers for some schools in the County are very low. The schools are ranked in descending order of the percentage of the learners in the school residing in high deprivation areas, as calculated by Aimhigher East Midlands Data Group.

A comparison of the 2008/09 cohort selection to the 2007/08 selection, which was the first to be done centrally, shows that the 2008/09 cohort has more learners from the higher deprived areas. More than 70% of the learners in schools situated in high deprivation areas were selected in 2008/09 as opposed to less than 60% in 2007/08.

The polynomial trendline shows that the selection of the cohorts follow a similar trendline as the IMD based school selection. Differences to the trendline can be ascribed to the following:

Institutions with significantly higher numbers than expected are the FE colleges where the selection catered for learners who may have just missed L2 at 16.

Schools in the City tend to have a higher number than the trendline selected to cater for borderline potential

Schools in the County tend to have lower numbers than the trendline except where the school requested more members.

A2. Selection on Potential

The guideline by which Aimhigher members were selected was at least a 60% chance of achieving 5+ A*-C grades (Level2) at GCSE, ensuring a potential for progressing to higher education, although this was reduced to 40% chance for learners in areas of very high deprivation.

Vulnerable groups with disabilities and in care, were included regardless of potential and additional teacher discretion was allowed on all selection. The percentage of the Aimhigher cohort yeargroups meeting this requirement is provided in the table below, stated by their expected year of GCSE exam (2009

– yeargroup 11; 2010 – yeargroup 10; 2011 – yeargroup 9; and 2012 – yeargroup 8).

The ethnic profiles of the Aimhigher cohort in the City and County schools are in line with the overall school profiles.

The profile of the FE college Aimhigher cohort shows a higher proportion of Asian Indian learners (34% versus 19% in the colleges as a whole) as well as an increase in other ethnic minority groups such as

Black at 7% versus 4% and a slight increase of Mixed (4% versus 3%), and Unknown/Other (5% versus 4%). The selection of post 16 learners in FE colleges does however not only include learners already in possession of a Level 2 qualification, but those that did not achieve

Level 2 at 16 but plan to complete their Level 2 at the college and then
