Marijuana grow-op found in special care home
for seniors - RCMP alerted after firefighters responded to a fire in
the building
Police in central New Brunswick are investigating a marijuana
grow operation discovered at a special care home for seniors
by emergency crews responding to a fire. Firefighters, who
were called to the Forever Young facility on Shore Road in
Clarks Corner at about 11 a.m. local time Thursday, noticed
what appeared to be a grow-op in the basement and alerted
police. RCMP obtained a search warrant and seized 550 plants enough to produce up to 275,000 joints, growing equipment and a
large quantity of marijuana, Cpl. Brian Villers said in a release.
Investigators believe the fire is related to the grow-op, said Villers. All
residents of the home got out safely, he said. Forever Young Special
Care Home has six beds and provides Level 1 and Level 2 care,
according to the New Brunswick Special Care Home Association Inc.

How To Access Canada's New Medical Marijuana Program Part 1 | CANNABIS CULTURE - Health Canada will stop
accepting its burdensome, barely-constitutional application for
Canada's former Marihuana Medical Access Regulations
(MMAR) on September 30, 2013. This system will be replaced
with the new Marihuana for Medical Purposes Regulations
(MMPR). Other than designing a difficult-to-navigate webpage, the
government agency hasn't done much to inform doctors or the public
about how to access their new medical marijuana program. This is
strange given the feds have high projections for the numbers of
Canadians who will be purchasing from licensed producers.
Once again, Health Canada has done little to market medical
marihuana access. Almost two billion is spent annually on
marketing pharmaceuticals. Without some kind of marketing,
Canadians won't know how to access legal medical cannabis.
Instead, Canadians will continue to turn to Facebook or Google for
information on how to obtain medical marijuana and find advocates or
articles. While Health Canada has failed Canadians, Canadians have
taken it upon themselves to make medical marijuana work. How To
Access Canada's New MMPR Medical Marijuana Program
1. You need only one doctor, regardless of illness. Gone are the
specialists and categories of illness in MMAR. The MMPR is wide-open
to ensure, regardless of illness, that if you want to medicate with
marijuana and have a doctor's (or in the future, a nurse practitioner's)
support, you're going to gain access to legal cannabis.
2. You don't apply to the government for medical marijuana.
The burdensome application is not only gone, but so is government
involvement. Many believe it's the feds that frightened-off doctors. It
could be true.
3. Health Canada has a one-page PDF sample form. The sample
medical document is kind of amazing in its simplicity. It's not an
application, but a form. You can print it off take it your doctor.

4. The document looks innocuous, but the third line is the dealsealer or deal-breaker. "Daily quantity of dried marihuana to be
used by the patient" is where all the action is. Convince a doctor to put
a number here and you may buy legal cannabis.
5. The rest of the information on the sample form is basic
medical office information.
6. Doctor's signature. Most importantly, the doctor is signing
that the information on the form is correct – you intend to use
cannabis daily. No endorsement. No recommendation. No obligation.
Doctors may still balk at being involved in medical marijuana or they
may embrace it. At the moment we still aren't sure about all the
possible barriers to access.
7. Nurse practitioner's signature. New under the MMPR is the
possibility of nurse practitioners signing for medical marijuana. Health
Canada will never admit my court case R v. Mernagh forced this
option, but Team Mernagh is going to take credit. Currently provincial
legislation in every province prevents Nurse Practitioners from actually
doing this.
8. Sample Medical Document. Remember, it's only a sample
form and Health Canada notes another document may be used
as long as the information is identical. Alternatively (and possibly
the best method) would be to use a doctor's letterhead, because all
the medical business information is already on it. A prescription pad
note is also doable if it contains all the required information. Any
alternative documents must have all the doctor's information on it and
your's too.

Marijuana is in Schedule IV of the Single Convention on
Narcotic Drugs, making it subject to special restrictions. Article
2 provides for the following, in reference to Schedule IV drugs:
A Party shall, if in its opinion the prevailing conditions in
its country render it the most appropriate means of
protecting the public health and welfare, prohibit the
production, manufacture, export and import of, trade in,
possession or use of any such drug except for amounts
which may be necessary for medical and scientific
research only, including clinical trials therewith to be
conducted under or subject to the direct supervision and
control of the Party.
This provision, while apparently providing for the limitation of
marijuana to research purposes only, also seems to allow some
latitude for nations to make their own judgments. The official

Marijuana | N.J. Senate approves medical marijuana bill Monday, December 15, 2008 | TRENTON BUREAU: A Senate
committee today cleared a measure that would allow medical
use of marijuana in New Jersey. The Senate Health, Human
Services and Senior Citizens Committee voted to approve the
long-stalled bill by a 6 to 1 margin; two senators abstained. The
bill calls for creating “alternative treatment centers” where people with
chronic and terminal diseases would be allowed access to marijuana.
Supporters say marijuana is a viable treatment option to alleviate pain
in many cases.
“It is the definition of basic human decency that we do
whatever we can to ease the pain and suffering of people living
with severe chronic and terminal diseases,” said bill sponsor
Sen. Nicholas Scutari, D-Union. “When all other avenues of
currently-approved pain relief have been exhausted, we need to give
doctors the freedom to prescribe medical marijuana to give their
patients a measure of comfort and dignity in the face of their
debilitating diseases. This bill is about the most humane,
compassionate option for those state residents who have nowhere else
to turn in managing their illnesses.”
If ultimately approved by the full Legislature and signed by Governor
Corzine, New Jersey would be the 14th state to allow medical use of
marijuana.

entitled Marijuana Effectiveness as an HIV Self-Care Strategy, which
was released this past weekend in Clinical Nursing Research, indicates
that persons living with HIV/AIDS rate cannabis as more effective in
treating the symptoms of anxiety, depression, fatigue, diarrhea, and
neuropathy than other prescription and over the counter medications.
The study, which was conducted over a two year period and
included 775 patients from the USA, Africa, and Puerto Rico,
assessed the use of cannabis as a symptom management
approach for anxiety, depression, fatigue, diarrhea, nausea,
and peripheral neuropathy. 27% of survey participants reported
using cannabis for medicinal purposes.
Researchers wrote that cannabis use “was rated slightly more
effective than antidepressants for anxiety and depression,
Imodium for diarrhea, [over the counter] (OTC) medications
for fatigue, and anti-epileptics and OTC medications for
neuropathy” while cannabis was rated “slightly less effective
for nausea than either prescribed or OTC medications.” Authors
concluded that cannabis “is perceived by users as at least as effective

reached 40,000 marchers! The G.M.M. gathered at noon at
Queen’s Park North, home of the Canada’s largest
marijuana friendly event, the Toronto Freedom Festival
(T.F.F.). The G.M.M. will took place at 2pm from north of
the park at Charles St. and travel peacefully, north to
Bloor Street, east to Yonge Street. The G.M.M. then
headed south to Wellesley returning to Queen’s Park. The
G.M.M. is the flagship event of the T.F.F each year with
many marchers taking part in T.F.F’s legendary 420

OTTAWA: The Conservative government is launching a billiondollar industry this week as it encourages entrepreneurs to get
out and grow some weed. Health Canada is phasing out an
older system Monday that mostly relied on small-scale,
homegrown medical marijuana of varying quality, often
diverted illegally to the black market. In its place, large indoor
marijuana farms certified by the RCMP and health inspectors will
produce, package and distribute a range of standardized weed, all of it
sold for whatever price the market will bear. The first sales are
expected in the next few weeks, delivered directly by secure courier.
By next year, there will be a free market in medical marijuana,
supplying some 37,000 approved patients — a number that's expected

Canadian pot growers eyeing medical marijuana free market |
171 individuals and corporations have applied to become
medical marijuana ... critics such as the Medicinal Cannabis
Patients Alliance of Canada and the B.C. ... Now that the federal
government has opened up the production of medical

CAMCD: Canada's Medical Marijuana Dispensaries are
Indispensable | CANNABIS CULTURE - The Canadian
Association of Medical Cannabis Dispensaries (CAMCD), a
newly-formed advocacy group for med-pot providers, is asking
patients who use marijuana as medicine to tell Health Canada
that "dispensaries are indispensable". The CAMCD is asking
medical marijuana users to join their national campaign "to have
medical cannabis dispensaries recognized as legal providers of medical
cannabis" by signing an endorsement online or at their local
dispensary.
"We started the 'Dispensaries are Indispensable' national
endorsement campaign to try to make it as clear as possible
that the services patients are getting from dispensaries are
valued," CAMCD Director Jeet-Kei Leung told Cannabis Culture.
"We are asking that dispensaries be included in the Canadian
Marihuana Medical Access Regulations (MMAR) as an option for
patients to access their medicine." The campaign was designed to
help medical marijuana users, whether certified by Health Canada or
not certified, express their support for dispensaries as safe sources of
cannabis and request that Health Canada recognized them as legal
providers.

Tuesday, the inaugural day of a
controlled
medical
marijuana
industry that is expected to grow to
more than $1 billion dollars within
10 years. But even as the new
system
privatizes
distribution,
critics fear regulation under the
conservative-led government will
make it harder for patients to get
access to the drug. In Canada, medical marijuana has been legal but
highly regulated for more than a decade. Patients with doctor approval
could grow or have someone else grow small quantities or request
limited amounts from Health Canada, the national healthcare
department.
But the conservative-led government voted earlier this year to
effectively scrap that system in favor of a private—but also
strictly regulated—system, targeting the flow of legal
marijuana into the black market and shedding Health Canada’s
role in marijuana production. Health Canada will phase out the
current system, under which it sells registered users marijuana
grown by Prairie Plant Systems, by the end of March. Instead,
starting Tuesday, medical marijuana users, or aspiring users, can send
in an application directly to sanctioned corporate producers, along with
a doctor’s note (or in some cases, a nurse’s note). If approved, they
can place an order, pay the market price (the black market price is
about $10 a gram; officials say the medical marijuana price will drop
below that within a year), and wait for the secure courier to deliver

Marijuana | According to this article, US Attorney General Eric
Holder has said that states will be allowed to make their own
rules about medical marijuana, and that the US federal
government will stop raiding medical marijuana dispensaries in

referendums which allowed marijuana to be used legally for medical
purposes. In a referendum, the registered voters vote directly on the
proposed law, as opposed to the law being passed by the state

meant that the citizens of these states really wanted medical
marijuana to be made legal.

are authorized to use the drug for medical reasons. In the nick of
time to meet a deadline set by an Ontario Court, Health Canada has
announced it will reluctantly sell marijuana to Canadians licensed to

Meet Alan Young. Last summer the Osgoode Hall law professor
launched a constitutional challenge against marijuana laws on
behalf of Chris Clay, owner of a London, Ont., store called
Hemp Nation. Clay, whose merchandise included marijuana
plants, was charged with trafficking and cultivating a narcotic.
While Young's client was found guilty, Ontario Court Justice
John McCart was tolerant, handing Clay a relatively modest
$750 fine and three years probation. In his judgement, McCart
said, "as it is commonly used, occasionally, cannabis presents only
minor.or subtle risks to the health of the individual." This spring Young
will represent Lynn Harichy, a multiple sclerosis patient charged with
