IEEE P1363.1: Standard Specification for Public-Key
Cryptographic Techniques Based on Hard Problems over
Lattices
CALL FOR SUBMISSIONS, January 2001
Contributions are requested for the IEEE P1363.1 project, "Standard Specification for
Public-Key Cryptographic Techniques Based on Hard Problems over Lattices."
IEEE P1363.1 will cover techniques for key agreement, encryption, signature and
identification schemes and related mathematical primitives based on hard problems over
lattices, such as the Closest Vector Problem and the Shortest Vector Problem. This
standard will be a complement to IEEE Std 1363-2000, which includes cryptographic
techniques based on the discrete logarithm, elliptic curve discrete logarithm, and integer
factorization families of hard problems.
Submissions are requested in the following areas:

key agreement schemes

public-key encryption schemes

signature schemes

identification schemes

cryptographic primitives underlying such schemes

supporting techniques such as message encoding methods for the schemes and
key derivation functions

related number-theoretic algorithms
IEEE Std 1363-2000 gives examples of techniques in most of these areas for the three
families mentioned above. The goal of P1363.1 is to include techniques based on this
new family of hard problems.
The deadline for submission of contributions is October 1, 2001.
SUBMISSION FORMAT
A submission should consist of the following sections:
1. Description of the cryptographic technique. While references are encouraged for
background, the description should be understandable without the references.
2. Claimed attributes and advantages of the technique. Advantages may be stated in
comparison to related techniques in the literature or in other standards, or to the
IEEE Std 1363-2000 document and its amendment.
3. Security assessment and considerations.
4. Known limitations and disadvantages.
5. Intellectual property issues. Any patents or patent applications relating to the
technique should be identified. If the submission is accepted as part of the draft
standard, a letter of assurance of "reasonable and non-discriminatory" patent
licensing will be required, per IEEE policy. A copyright transfer to IEEE may
also be required, if text from the submission is incorporated into the draft
standard.

Submissions should be sent electronically to the IEEE P1363 Web site. Instructions can
be found at http://grouper.ieee.org/groups/1363/contributors.html. Submissions received
will become part of the IEEE P1363 working group's public record and, if in electronic
form, will be posted on the working group's Web page.
PRESENTATIONS
Presentation of the submissions to the IEEE P1363 working group is encouraged but not
required. Time for such presentations may be set aside at the working group meetings. If
you would like to schedule a presentation, please contact the working group's chair.
