CONCLUSIONS AND RECOMENDATIONS
«Integrated aspects of child protection over the Internet»
6-8 April 2011, Odessa, Ukraine
At the kind invitation of the State Administration of telecommunication of Ukraine
in the face of the O.S. Popov Odessa National Academy of Telecommunication,
Telecommunication Development Bureau, International Telecommunication Union (ITU)
held a regional seminar for countries in Europe and the CIS, "Integrated aspects of child
protection on the Internet".
Objectives of the seminar:
To share information and experience exchange about current trends in this field of
child online protection. The seminar is designed for representatives of international
organizations, public authorities, ISPs, educational institutions, and other organizations
interested in enhancing children protection from online exploitation.
The seminar was devoted to such important issues:
– Strategic and legal aspects of Child Online Protection (The International Child
Online Protection challenge and the role of ITU; Features of an integrated national Child
Online Protection strategy; Child Online Protection legal frameworks);
– Technical, organisational and procedural aspects of COP Protection (Methods of
Internet content filtering; Role of telecommunication operators and providers)
– Capacity building and International cooperation aspects (Child Online Protection
guidelines, indicators and metrics; Child Online Protection International cooperation;
Integrated issues of Child Online Protection).
56 specialists from following ITU Member States (Bulgaria, Denmark, Estonia,
Korea, Kyrgyz Republic, Moldova, Nederland, Russian Federation, Tajikistan, Ukraine, USA,
Uzbekistan), ITU (ITU Area Office for CIS countries, BDT, Corporate strategy division)
participated in the Seminar.
The Seminar lasted for 3 days. On April, 6 (Topic of the day: Strategic and legal
aspects of child online protection) there were presented 56 persons (participants and guests
of the Seminar), 10 reports were submitted. On April, 7 (Topic of the day: Technical,
organizational and procedural aspects of child online protection) the Seminar continue its
work, 11 reports were presented. On April, 8 (Topic of the day: Capacity building and
international cooperation aspects), 7 reports were presented, round table discussion:
«Integrated aspects of child protection on the Internet» was held.
During the seminar Petr Vorobiyenko (Rector of A.S. Popov ONAT), Yuriy
Kargapolov (Head of Development Strategy of telecommunications Administration, State
Administration of telecommunications of Ukraine), Vladimir Kolyadenko (Chairman of the
Investment Council of the International Chamber of Commerce Ukrainian Committee), Igor
Smirnov (Chief, Commission on communication and informatization of Odessa Regional Council),
Ludmila Akimova (member of the Odessa Regional Council, the representative of the
National Expert Commission of Ukraine on protection of public morals), Kirill Gulyaev
(Senior Researcher, Institute of telecommunications and global information space of the

National Academy of Sciences of Ukraine), Orozobek Kayikov (Head of ITU regional office
for CIS) and Svein Tenningas (ITU Telecommunication Development Bureau, Senior
adviser) made welcoming remarks considering current situation in the field of child online
protection.

28 reports were presented during the seminar by experts from Administrations, ITU,
universities, research institutions, NGOs and private companies.

The seminar was held in Russian and English with synchronous translation
organization.

The following key points were considered and discussed:
►Features of an integrated national Child online protection strategy (6 reports);
►Child online protection legal frameworks (3 reports);
►The international child online protection challenge and the Role of ITU (3 reports);
►Technical and procedural aspects of child online protection (3 reports);
►Industry-wide partnerships: Role of telecom operators and providers (2 reports);
►Raising awareness on child online protection issues (3 reports);
►Guidance on children online protecting, indicators and metrics (4 reports);
►Child online protection international cooperation (3 reports).
The points considered by the participants were actively discussed
Seminar participants noted:
1. relevance of the workshop;
2. practical significance of the reports to relevant communications administrations,
telecommunications operators, regulators and law enforcement agencies - seminar
materials can be used by participants in their professional work;
3. the importance of research aimed at addressing problematic issues related to child
protection on the Internet, held at ITU;
4. the importance of including the problem of children online protecting in the priorities
of all countries in the world;
5. necessity for proactive measures nationally, regionally and globally;
6. necessity to develop common standards for classification of Internet content;
7. practical importance of exchanging views and experiences carried out during the
workshop;
8. the importance of continuous monitoring of the protection of children on the Internet
around the world;
9. necessity to develop legislation to protect children on the Internet;
10. the importance of the role of government in regulating access to the content of
information networks;
11. importance of international cooperation to exchange experience and improve ways of
protecting children on the Internet;
12. necessity to develop common approaches to building a database of recommended and
forbidden Internet resources for children;

13. necessity to raise awareness of public authorities, business representatives, teachers,
parents and children in the safe use of the Internet;
14. desirability of developing new technical and organizational means of filtering access
to Internet resources.

Integrated issues of child online protection, «Round Table»
Seminar participants consider expedient:
1. continue to hold seminars, forums and conferences, the ITU on child protection on the
Internet;
2. hold a comprehensive study of the possibility of creating on the basis of the ITU
global center of the non-target resources on the Internet list formation;
3. strengthen coordination among the various initiatives to protect children on the
Internet;
4. request the ITU as an experiment to carry out the construction of the experimental
zone of a regional filtration system in the CIS further consideration of the
experimental results at a meeting of the ITU Council of child online protection
Working Group;
5. ask the developers of popular operating systems include the supplied hardware to
protect children from harmful content;
6. continue the development of manuals and guidelines for the child online protection;
7. develop a course of Internet resources safe use, by analogy with the course «Basic
Security in the Field», with its subsequent passage of educational staff, parents and
children.
