REGULAR MEETING MINUTES
November 8, 2004
REGULAR COUNCIL MEETING:
1.
ROLL CALL:
PRESENT:
Mayor Stewart, Vice Mayor Tennyson, Vice Mayor Pro Tem Deringer,
Councilmember Edwards and Councilmember Moorhouse
ALSO PRESENT:
Mr. Bornstein, Town Manager; Ms. Levy, Town Clerk; Ms. White, Legal
Counsel; and approximately 29 spectators
Mayor Stewart called the meeting to order and Ms. Levy called the roll. There was a moment of silent
prayer followed by the pledge of allegiance to the flag.
2. APPROVAL OF MINUTES:
Councilmember Deringer made a motion to approve the regular minutes of October 25, 2004.
Councilmember Edwards seconded the motion.
Motion carried 5-0.

AGENDA APPROVAL:
Vice Mayor Tennyson made a motion to approve the agenda as submitted.
Councilmember Edwards seconded the motion.
Motion carried 5-0.
4.
STAFF AND COMMITTEE REPORTS;
Mr. Bornstein gave an update on the Capitol Projects in Town. He explained that almost two months
were lost on some projects because of the hurricane and it is now difficult to schedule the contractors
because they are so busy.

Ocean Avenue – The sidewalk on the north side of Ocean Avenue has been paved. The south
side has not been completed and is waiting for underground lines. The Town has a price for a
directional bore under Ocean and the project should be completed before the end of the year.
Street Lights – Lantana Road - South Side – Florida Power and Light has already installed four
or five street lights on the eastern side of Lantana Road and within three weeks, all should be
installed on Lantana Road.
Lions Club – The Architectual drawings had been given to all Councilmembers. He is
proceeding with the structural review to see if it would be strong enough for a hurricane shelter
for the Town to use.
Recreation Center – The kitchen at the recreation center is in bad condition. The Town is
planning to replace the cabinets, hopefully before the end of the year.

Signage – The signs that were blown down during the two hurricanes should reappear in a few
weeks.
6. Beautification Project US1 – Entranceway signs to the Town on US1 are currently in the
budget and work should start on these very soon.
7. Beach Access – Town Staff has repaired two of the walkways at the beach and hopefully the
third one will be completed by the end of the year.
8. Nature Preserve – The Nature Preserve is currently closed. Most of the trees have been
propped up but there were considerable wash-outs on the walkways. At this time it is not
handicap accessible and signs will be placed at the entrance to notify the public.
9. Master Plan Consultant – There will be another meeting with the Consultant that was selected
as number one.
10. Web Site – The new web site is up but still under construction

Mr. Bornstein announced that per Council direction regarding the Carlisle, a workshop has been
scheduled for December 1, 2004 at 7:00 p.m.
Vice Mayor Tennyson requested that the Town Attorney make a list of what the owners of the Carlisle
could do with the property and requested that Mr. Marcus of the Carlisle submit information to Council
at least two weeks before the workshop.
There was discussion regarding limiting the time to five minutes for people who wished to speak at the
workshop. Consensus was to allow the Mayor to use his discretion and have each person fill out a card
to make sure everyone was allowed to speak.
Vice Mayor Tennyson stated that she would like council to approve in advance money spent for
emergency needs due to hurricanes.
Ms. White stated that the Council delegates authority to the Town Manager to deal with whatever
needs to be done in an emergency situation.
5. ORDINANCES AND RESOLUTIONS:
a.
Consideration of Resolution No. R-21-04 proposed revision to the Fees and Charges
Schedule FY2004-2005 to provide for various updates to the General Fees and Charges
Mayor Stewart introduced this item on the agenda.

A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LANTANA,
FLORIDA, ADOPTING AN UPDATED SCHEDULE OF FEES AND CHARGES FOR
VARIOUS SERVICES RENDERED BY THE TOWN OF LANTANA FOR ITS
CITIZENS AND OTHER MEMBERS OF THE PUBLIC; PROVIDING THAT THIS
SCHEDULE OF FEES AND CHARGES SHALL BE AVAILABLE DURING
REGULAR BUSINESS HOURS; PROVIDING AN EFFECTIVE DATE; AND FOR
OTHER PURPOSES
The following individuals commented on this agenda item: Michael Bornstein, Town
Manager; Jane Hand, 896 North Federal Highway, representing the Seniors’, Casuarinas and
Lantana Woman’s Club;

There was council discussion.
Councilmember Deringer made a motion to approve Resolution No. R-21-04 revision to the
Fees and Charges schedule FY 2004-2005 with the Town Manager to come back with proposal
for repaying the four groups; Casuarinas, Woman’s Club, Lions Club and Seniors.
Vice Mayor Tennyson seconded the motion.
Motion passed 5-0.

9. COUNCIL COMMENTS:
Vice Mayor Tennyson stated that in response to the comments by Ms. Austino and Mr. McGregor, the
Town needs to consider, when a new project is approved, how the development will impact the
neighborhood. Also before a zoning change, the Council needs to think things through before

approving. In response to Mr. Fulton’s comment on the response time for the house that burning down
a few months ago on the island she thought the response time in the contract was for six minutes.
Mr. Bornstein reported that there is a six minute response time in the contract with Palm Beach
County and that actual response time once the engine was called out was less than six minutes after
their dispatch finally notified them. He had met with Chief Brice over this matter.
Councilmember Deringer stated that he always votes what he thinks is best for the residents but the
Council cannot always please everyone. He announced that he will be running for re-election in March.
He stated that he had received information from Staff about different ways to handle a Charter Review
Committee. He liked the idea of five residents on the committee.
Councilmember Edwards stated that 60 to 70 percent of homes are still boarded up from the
hurricanes. He thought it would be dangerous with the holidays approaching and wondered what the
town could do to get the people motivated to remove them. He thinks the Town should put something
in place that all shutters must be removed in a certain amount of time. He also would like Staff to
check into how the Town could have a time frame for removing holiday lights as some lights are still
up from last year.
Councilmember Moorhouse asked Chief Lincoln if he could arrange so that everyone living east of
Dixie could get to their houses while the parade is going on. He also told everyone that his
neighborhood east Dixie is having their first CNEP meeting. Ms. Barone has passed out over 150 flyers
to all people in their neighborhood.
Mayor Stewart reported that he hoped the person who stole the gavel will return it before the next
meeting. He informed Council that every year Outdoor Florida Sports Magazine has a Mayor’s Fishing
Tournament and this year he brought home the first place trophy for Lantana. Councilmember Edwards
and his wife were at the event cheering him on.
ADJOURNMENT:
The motion was made and carried unanimously. There being no further discussion, the meeting
adjourned at 8:50 p.m.
