Summary of the Position
This position is responsible for the efficient and effective administration of the public works
department which provides sewer, water, maintenance of roads/public property and other
village services.
Supervision
The position incumbent provides supervision to the Water Delivery Driver, Maintenance
Workers (2), Facilities Manager, Landfill/Recycling Manager, Seasonal Maintenance Workers,
and Casual Labour Staff as required.
This position also oversees contract performance ensuring compliance with tender
specifications and WCB requirements.
Licenses, Certificates, Courses Required
Supervisory training and experience.
Valid Class 3 License with an air brake endorsement.
Have completed the WHMIS course.
Have completed the Confined Space Entry and Confined Space Rescue Courses.
Pesticide Application License
Small Water Operator’s Certificate
Small Wastewater Operator’s Certificate
Chlorine Handling course
Landfill Operator’s Course
Skills and Knowledge Required

Knowledge of the Yukon Workers Health and Safety Regulations

Knowledge of applicable village bylaws and policies.

Knowledge of how various pieces of machinery and tools operate in a safe manner with
regard to preservation of village of assets including but not limited to, pump trucks,
tamper, bobcat, plate compactor, saws, pumps, mobile fired Steamer, compressors,
sanders, generators, shovels, wrenches, detection devices, mobile radio

Knowledge of operations of artificial ice plants/waste heat recovery systems

Knowledge of water systems and water handling/delivery regulations

Knowledge of gravity feed and force main sewage systems

Knowledge of the Motor Vehicle Act as it relates to operation of a motor vehicle.

Knowledge of road maintenance techniques

Knowledge of rough carpentry, plumbing, electrical, painting and mechanics.

Knowledge of Village Personnel policy; general personnel management skills and an
understanding of the disciplinary process.

Knowledge of YTG permits/procedures with regard to Landfill operations

Knowledge of oil furnace maintenance

Basic knowledge of horticulture

Knowledge of computers and applications (ie: spreadsheets)

Ability to be tactful, courteous and diplomatic in dealing with suppliers and residents as
it relates to the enforcement of bylaws.

Ability to work in extreme temperatures. (mostly cold)

Ability to perform heavy manual tasks for extended periods of time.

Ability to communicate orally and written in a clear manner both up and down the
chain of command of all staff.

Ability to think analytical to determine causes for failure and solutions

Requires many years of directly related experience to successfully perform the assigned
responsibilities.

Have the knowledge and ability to trouble shoot logically, equipment of all sorts
including but not specific to : vehicles, ice plant, lift stations ,heating equipment and
other mechanical apparatus
Financial Accountability and Decision Making
This position is responsible for making routine decisions but when a crisis occurs requires
quick analytical decisions to be made. Decision making on larger problems to be made in
conjunction with the Chief Administrative Officer.
There is some direct financial accountability as it relates to the $1000 purchase order limit, but
indirect accountability is very high as the wrong decision or a decision made incorrectly could
cost the village greatly in terms of loss of infrastructure and/or loss of life.
Duties and Responsibilities
● Supervision of Landfill Manager and Recycling Depot Staff
● Supervision of Seasonal Workers (Summer/Winter)
● Supervision of ski trail/hiking trail maintenance
● Supervision of Arena Attendant
● Oversee the operation and maintenance of artificial ice plant
● Operate and maintain Forced Main Sewer System
● Aid in the development and execution of various projects in conjunction with CAO.
● Supervision and maintenance of “Teslin Friendship Park” includes playground and
sporting apparatus.
● Supervise summer landscaping and lawn maintenance crews
● Ensure proper installation maintenance and removal of the municipal boat dock
● Supervise the maintenance of municipal baseball diamond
● work closely with recreation programmer to ensure that facilities are ready for use as
and when required.
● work with all local user groups to ensure proper access and control of various public
buildings
● be able to help in the front offices when needed ie: answer phones, bill payments, take
messages
● ensures completion of vehicle inspection and maintenance reports. Takes action as
necessary.
● Administers the operation and maintenance of the well pump house, sewer lift stations
and sewage lagoons by: monitoring all equipment, testing the water supply, ensuring
water delivery is completed efficiently and in accordance with Water Delivery
Regulations;

Ensures completion of a variety of records relating to inspections and maintenance
activity on both facilities and equipment; assigns duties to rectify deficiencies. Ensures
a parts inventory to supply critically needed pieces to maintain the village utilities and
equipment.

Operation of various village vehicles and equipment which may include but is not
limited to, operating sewage eduction truck, bobcat, sanding truck, garbage truck, water
truck, packer; in the loading, hauling, unloading of materials and equipment.

Administer the operation and maintenance of the municipal landfill site and the contract
for garbage collection.

Developing tender specifications for inclusion in contract tendering; supervising work
carried out by firms hired to do the work.

Assisting with budget preparation as it relates to areas for which the public works
foreman has the operational knowledge.

Bylaw enforcement as it relates to zoning; animal control; water, garbage and sewer
services; business licenses;

Developing maintenance/operational schedules for but not limited to, roads,
recreational and other municipal buildings, signs, snow removal, sanding, pesticide
applications, and vehicles (including fire truck).

Preparing performance evaluations for staff under direct supervision.

Backup to the CAO as the EMO coordinator.
This represents 100% of job activity
Working Conditions

Will be required to do an equal share of driving, standing/walking, sitting

Will be required to do some lifting

Will be required to work in extreme temperatures (mostly cold), possibly dust, fumes,
equipment vibration and confined spaces.

Will be required to work some occasional weekend and evening hours on an on call
basis.

Will be required to work some statutory holidays.
