Animal Shelter Director Department: Reports to: Animal Shelter Pay: $3,894/mo. Junction City/Geary County Animal Shelter Board Geary County Commission Position Summary Under the supervision of the JC/GC Animal Shelter Board is an exempt position responsible for the effective and efficient management and operation of the Junction City/Geary County Animal Shelter including planning, directing, organizing, proposing policies, establishing procedures, financial management and personnel management. The Shelter is a joint County/City operation which receives much of their additional funding and support from the local Friends of the Animals Group. Strong interpersonal and communication skills are essential. Essential Functions Manages the operation and maintenance of the Animal Shelter conforming to City, State and Federal regulations and statutes. Directs the adoption or disposal of stray or vicious animals. Hire, train and supervise staff. Establishes procedures for the day to day operation of the facility. Researches and recommends policies regarding the overall operation and mission of the Shelter to the Board. Researches and recommends ordinance changes related to animal control. Performs positive public relations, initiates programs, communicating with schools, professional organizations, veterinary medical and animal control associations, media and the public for continuing education, complaint resolution or the exchange of information. Prepares budgets for submission to Geary County and Junction City. Administers budget by maintaining accurate accountability for all monies received and expended by the Animal Shelter, purchasing items in accordance with County Purchasing Policies and making recommendations to the Animal Shelter Board for capital projects. Responsible for financial management and proper accounting of shelter fees collected and accounts payable including reimbursements. Approves adoption applications. Appears in court as required for animal-related court cases. Attain and maintain certification for euthanasia of animals. Conducts or schedules maintenance tasks in and around the shelter building and grounds. Marginal Functions Feed and water all animals housed in the facility. Perform intake functions following specified checklist when animals are brought to shelter. Includes such functions as: o Complete paperwork regarding animal history and appearance o Administer vaccinations as instructed o Caging animal in appropriate area o Taking fecal sample for testing o Monitor health of animals reporting any suspicion of illnesses or disease. o Maintain cleanliness and sanitation of facility including: o Scooping fecal matter inside and outside building o Scrub and disinfect inside and outside of cages and fencing o Spray outside housing of shelter with disinfectant o Sweep and mop walking areas o Scrub and disinfect all feeding/watering dishes and litter boxes o Maintain clean bedding in clean cages o Dust objects and washing walls, bathroom, lobby and office area o Trash removal Adopt animals out according to the regulations of the State of Kansas, the City of Junction City and the policies of the Junction City/Geary County Animal Shelter Board. Answers telephone and greets and assists public Other related duties as deemed necessary or as required. Other Applicant Qualifications Willingness to reside within 30 miles of worksite within 90 days of employment. The facility is open seven days a week, therefore some weekend and holiday work is expected. Position Requirements Behavior Standard: Maintain a positive work atmosphere by acting and communicating in a professional and friendly manner with customers, citizens, co-workers and management. Experience: This is a management position as a department head. A minimum of three years of hands-on experience working with a variety and/or large number of animals in confined areas is essential. At least two years of management and supervisory experience is required. Employee must have the ability to deal with animals of all breeds and temperaments, have no fear of animals and no extreme allergies. Education: High school diploma or GED required. Must maintain a valid Kansas driver’s license. Skills: Familiarity with animals and able to recognize possibility of illnesses. Ability to work with animals of all breeds and temperaments. Exceptional customer service skills and ability to work with the general public. Working knowledge in care and treatment of animals. Management and bookkeeping skills to maintain accountability of monies received and responsible expenditure of budgeted and donated funds. Problem Solving: Extensive problem solving exists in this position. Problems include making appropriate approval/denial of adoption applications, judging overall health of an animal, appropriate placement of animals into shelter and assuring shelter meets licensing standards. Answering calls from on-duty staff to problem solve unique situations. Decision-Making: Extensive decision making exists in this position. Examples include approving adoption applications, managing budget expenditures, deciding on treatment of animals and decisive interpretation of federal, state and local guidelines, laws, policies, and ordinances. Accountability: Employee is directly responsible for administering the preparation of the department budget and subsequent expenditures as well as for all fees collected through the Animal Shelter. Employee does have budgetary control of the department and does participate in the annual budget process. Supervision: Indirect supervision is provided by the Animal Shelter Board. Employee has supervisory responsibility over all employees and volunteers at the Shelter. Personal Relations: Continual contact with the general public. Employee must consistently demonstrate a professional and courteous mannerism. Must have knowledge, skills and abilities in dealing with irate and threatening behavior.
