India signed a deal of US $ 1.53 billion with Russia on 30 Nov 96 for the purchase of 50 x Su-30MKI aircraft for IAF. The deal also included supply of ground handling / sensing equipment, necessary armament, maintenance and overhaul infrastructure. Russia also agreed to Transfer of Technology (ToT) for production of the aircraft under license by Hindustan Aeronautics Limited (HAL) after delivery of last batch in Dec 04. 2. The range and endurance of this aircraft can be further increased by mid-air refueling. Some of attributes of the Su-30 MKI are: a. It is aerodynamically agile two-seater. b. All weather, day-night, multi role fighter-bomber. c. First combat aircraft with vectored thrust providing additional manoeuvrability from engines. d. Range of 3,000 km without refuelling, with in-flight refuelling from Tankers and Sukhoi buddy refuellers. e. Long range radar for all weather interception of targets at short & long ranges. f. Three channel fly-by-wire system. g. Integrated fire control system through advanced radar. h. Eight ton load for missiles, PGMs and guns for long duration missions. 3. Programme: The MKIs can employ a variety of tactics to intercept PN aircraft, either autonomously, or in combination with the AEW. The aircraft also carries PBR-20(D) 13-11 RESTRICTED ORIGINAL RESTRICTED the 130 Km Kh-35 anti-ship missiles, to add to the already overwhelming Indian antiship capability. 4. BrahMos on SU-30 MKI. India has plans to install BrahMos on Su-30 MKI. There were disagreements between DRDO officials and Russians over the number of BrahMos missiles that can be carried by Su-30MKI. DRDO insisted on 2-3 missiles/ aircraft, whereas Russians wanted only one. IAF had reservations on compatibility of the aircraft structure to bear the excessive weight of the missile, which is to be catered for by strengthening the wings. However the committee formed by Indian Govt, has proposed two missiles on the aircraft, one under each wing. IAF has inducted 6 x IL-78s, which will act as a force multiplier to enhance its long-range strategic strike capabilities. IAF has now become the 6 th Air Force in the world to have these strategic platforms. The Mirage 2000s, Jaguars and the Su30MKIs have the in-flight refuelling capability. Induction of IL-78 would provide following advantages to IAF. a. b. c. d. Deeper strike ranges for IAF bombers. Greater ROA for strike/interdiction operations. Longer on task time for air defence/CAP aircraft. Enhanced reach for fighter sweep operations. 2. The induction of IL-78, alongwith efforts to acquire Airborne Early Warning and Control System (AWACS), is primarily to project maritime air power effectively in the entire Indian Ocean region. PBR-20(D) 13-23 RESTRICTED ORIGINAL RESTRICTED MILITARY INTELLIGENCE 9. India, soon after independence, started building up the infrastructure of its intelligence network. Resultantly, India was able to expand and organize its intelligence system on the basis of experience gained from time to time, both in the civil and military fields. Indian intelligence demands have grown enormously due to persisting internal troubles/turmoil and India's expansionist foreign policy, which required a wide-ranging apparatus for external intelligence, both at strategic and tactical levels. Consequently, a vast intelligence set up has now emerged in India for monitoring intelligence activities both internally and externally. HIERARCHY OF INTELLIGENCE 10.
