GENERAL TERMS AND CONDITIONS
A.
RESUME OF THE PROEJCT
The existing buildings belonging to WBEIDCL within Sector-V, Salt Lake viz.
Webel Bhavan, SDF Building, STP-II Building, Salt Lake Incubation Centre
Building will have to connected to the municipal water supply and sewerage
system in accordance with the guidelines issued by Nabadiganta Industrial
Township Authority (NDITA).Professional Service towards formulation of
scheme, supervision of work will be under the scope of this Tender.

SCOPE OF WORK

Preparation of conceptual plan & drawing for connecting the municipal
water supply line to the existing underground/semi-underground water
reservoirs in accordance with the guidelines of NDITA.
Preparation of conceptual plan & drawing for connecting the existing
sewerage and drainage lines to the municipal sewerage line in
accordance with the guidelines of NDITA.
Preparation of necessary drawing and connected document etc. for
related clearance of appropriate authorities and facilitating clearance
from them (all fees for the statutory clearances will be paid by
WBEIDCL).
Finalizing project planning, design particulars, quality assurance plan
etc. for in-time execution of work.
Preparation of necessary drawing, design, calculation, data, report
etc. as may be required for execution & successful completion of the
work in all respect.
Preparing detailed Tender Document, Technical Specification etc.,
finalising it, invitation of tender, examining tender, interaction with the
intended bidders, selection of successful executing agency and
execution of agreement with them etc. as may be required from time
to time.
Regular supervision, inspection and quality control on all sorts of work,
certifying all bills with recommendation to WBEIDCL for payment to
various agencies as may be required from time to time, obtaining all
post-construction clearance, finalisation of AS BUILT drawing etc. as
reqd.
TIME OF COMPLETION
2 (Two) calendar months since placing the Order.
D.
THE INTENDING BIDDER SHOULD HAVE
(a) Experience on Professional Services in completion of similar work in at
least 2 (two) Buildings, covering a built-up area not less than 1500 sq.m.
in a single project during last five years ending 31.03.2010.
(b) Turnover not less than Rs. 5 lakhs (Rupees five lakhs only) during
financial year 2009 – 2010.

PAYMENT

The value as quoted in Schedule of Work will attract further
distribution among various milestone of events in-built therein.
Applicable Service Tax shall be paid further on production of requisite
document.
Release of Payment: In 30 (thirty) days since raising of bills.
Applicable tax will be deducted at source.
VALIDITY OF OFFER
30 (thirty) calendar days since date of submitting the offer.
G.
NO DEVIATION
The priced offer will nowhere contain any deviation from terms contained
herein.
H.
SPECIAL TERMS
WBEIDCL reserves right to accept or reject any offer in part or whole, without
assigning any reason.
I.
EXECUTION OF AGREEMENT
An agreement in a prescribed format shall have to be executed in a period of
30 days since placement of LOA.
J.
SUBMISSION OF PROPOSAL
The bidding process will be carried out by following a single stage, two packet
system i.e. by submission of eligibility proposals in one sealed packet
(Packet-1) and financial bid separately in another sealed packet (Packet-2).
Both the packets are to be kept in a duly sealed packet superscripted with the
following and to be submitted within 3P.M. on 01.06.2011 to the office of the
General Manager (ID&M), WBEIDCL:

the existing underground/semi-underground water reservoirs and
connecting existing sewerage and drainage lines with the municipal
sewerage line at Webel Bhavan, SDF Building, STP-II Building, Salt Lake
Incubation Centre Building in accordance with the guidelines of NDITA”
Packet 1 will be opened first and after ascertaining eligibility of the bidder,
Packet 2 of the eligible bidders will be opened.
K.
ACCEPTANCE CRITERIA
Non compliance to any term as above will call for cancellation of proposal as
sent.

L.
AWARD OF CONTRACT
Contract will be awarded to the lowest bidder. However WBEIDCL has the
right to cancel all the tenders or split the work without assigning any reasons
whatsoever.

ROLE OF WBEIDCL
