Departmental Overview:
Development Services looks after all the ongoing
development proposals in the Municipality and incorporates
the Statutory Planning unit, the Building unit and the
Engineering Services unit
Position Objectives:
To supervise and oversee the development and drainage
team and corresponding functions within the Engineering
Services Unit in line with all legislative requirements and
Council’s policies and practices. To oversee the development
and delivery of Council’s annual drainage program and
provide strategic and policy guidance on drainage and
development matters.

Key Responsibility Areas:
1. Ensure the investigation and resolution of drainage and
civil engineering development issues raised by the general
community, Council, other internal Departments and
external authorities are carried out in an efficient, timely
and professional manner. Including investigation,
consultation, assessment of options and development and
implementation of solutions.
2. Ensure the provision of professional, timely and accurate
drainage and civil engineering development information
and advice to the general community, Councillors, the
Engineering Services Coordinator and other Council
Departments.
3. Provide leadership, guidance and direction for staff
working on projects assigned to the Drainage and
Development Team.
4. Lead the development and implementation of drainage
and development engineering related policies and
strategies and their associated action plans for Council’s
adoption, including meetings and public consultation as
required.
5. Provide sound and specialist engineering advice in relation
to the review and approval of the civil works component of
subdivisions and development plans as required to ensure
compliance with legislation, planning permits, Council
policies, practices, standards and specifications, including
dealing with Developers, Consultants and Service
Authorities, issuing appropriate correspondence and
providing assistance with the preparation of Council’s
cases to VCAT and Panel hearings
6. Provide input into the development and delivery of
Council’s annual drainage program incorporating
investigation, concept development and handover for
detail design and construction.
7. Ensure the preparation of accurate and timely drainage
network and civil development engineering related reports
to Senior Management and Council.
8. Represent Council on various committees, at public
meetings and other forums in relation to drainage and civil
development engineering.

internal and external project bid submissions or project
briefs and tender preparation.

Agencies, Statutory Authorities, Consultants and various groups
and individuals from private enterprise and local community.
Accountability and Extent of
Authority:
This position is accountable for the effective management and
efficient delivery of drainage and development engineering
services; for being an effective team leader on Council’s drainage
and development engineering related projects, for participating in
the development of drainage or development engineering policy
with a focus on water sensitive urban design initiatives; for
assessing and reviewing engineering designs for drainage and
development projects to ensure they meet accepted standards
and requirements; for advising the Engineering Service
Coordinator on matters likely to impact on the drainage and
development engineering service.
The position is also accountable for ensuring the provision of
professional, timely and accurate drainage and development
engineering advice and recommendations to Senior
Management, Council and the community.
Judgment and Decision
Making:
This position is authorised to supervise staff and resources
(including engaging external consultants), make decisions and
take actions on matters relating to Drainage and Development
Engineering issues subject to Council’s policies, objectives and
budgets with review from the Engineering Services Coordinator.
The position is authorised to sign all correspondence relating to
Drainage and Development Engineering issues.
However,
matters of a sensitive or “political” nature are to be discussed
with the Engineering Services Coordinator.

knowledge and expertise to problem solving.
 An appreciation of major drainage and development
engineering issues and an understanding of Council’s long
term goals, values and aspirations.

Degree in Civil Engineering or an equivalent Engineering
qualification recognised by the Institution of Engineers,
Australia.
Extensive experience in Local Government Engineering with
a high content of drainage and development engineering.
Completion of additional training or studies in staff
management and Municipal Engineering.
