LINKAGES is a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID) under the President's Emergency Plan for AIDS Relief (PEPFAR) and implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill (UNC). In Angola, MSH is LINKAGES’ operating partner. The project aims to accelerate the ability of governments, key population (KP) organizations and private sector providers to collaboratively plan, deliver, and optimize services that reduce HIV transmission among KPs – sex workers (SW), men who have sex with men (MSM), transgender (TG) persons and people who inject drugs (PWIDs) – and their sexual partners and extend life for those who are HIV-positive. The project goal will be achieved through the following results: Result 1: Increased availability of comprehensive prevention, care and treatment services including reliable coverage across the continuum of care for key populations. Result 2: Demand for comprehensive prevention, care and treatment services among key populations enhanced and sustained. Result 3: Strengthened systems for planning, monitoring, evaluating and assuring the quality of programs for key populations. The LINKAGES Angola program is a four-year program tasked with strengthening the Government of the Republic of Angola (GRA) and community responses to KP to help reduce HIV transmission among FSW, MSM, and TG, and to improve capacity and systems required to enroll and maintain KP in care. LINKAGES will work with the Ministry of Health, National Institute for the Fight Against AIDS (INLS in Portuguese) to accelerate emerging GRA programming toward KP. The objective is to strengthen the care cascade for KP and leveraging other PEPFAR programs in high impact sites of priority provinces. LINKAGES will then reach KP through scaling up proven peer interventions, testing, and strengthened facility, community and GRA outreach, with specific focus on minimizing stigma and discrimination. Overall Responsibilities: The Senior Monitoring, Evaluation (M&E) and Research Officer will advise and provide support to the Angola LINKAGES Program and local sub grantee partners on all matters pertaining to monitoring, evaluation of the continuum of care for key populations and conducting programmatic research. Such advising will include establishing and maintaining routine monitoring and reporting systems and designing, conducting, analyzing and reporting on surveys, evaluations or operations research. A critical role will be to build capacity of MSH colleagues in the field and of local CSO organizations in the development, implementation, and quality assurance for monitoring and evaluation systems and activities and data-driven program decision-making. The Senior M&E and Research Officer will also be the main point of contact with LINKAGES research partners and will 1 manage all aspects of the HIV and STI prevalence study among key populations in 4 provinces of Angola. LOCATION: Luanda Angola REQUIRED MINIMUM EDUCATION: Advanced degree in health (epidemiology, international health, public health, biostatistics, population) or related social science discipline REQUIRED MINIMUM EXPERIENCE: At least four years of experience in international development work Prior experience designing and implementing routine data collection system for health service delivery Prior experience developing PMPs for and supporting USAID funded projects Field-oriented and comfortable with a team approach to programming and the ability to manage several major activities simultaneously KNOWLEDGE and SKILLS: Knowledge of USAID data collection and reporting requirements highly desirable. Strong oral and written communication skills including the ability to review, scan and summarize information Proven programmatic, technical, and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of local, non-governmental, governmental, and international organizations within diverse socio-cultural contexts. Computer skills essential: knowledge of word processing, database, spreadsheet, and presentation programs. Ability to quickly learn new software packages. Experience conducting statistical analysis using at least one statistical software and in using at least one open-source mapping software. Fluency in Portuguese required; proficiency in English a plus. COMPETENCIES: Demonstrated ability to transfer monitoring and evaluation skills to colleagues, partners, and local organizations in developing countries including experience working within complex international projects to support M&E efforts. Ability to work independently, take initiative, and use good judgment. Demonstrated ability to work as an effective team member, and to lead a team to achieve results in a complex and fast-paced environment.
