IT Services Department
Job Title:
Infrastructure Manager

Main purpose:
To take lead responsibility for the management of the Institute’s IT
infrastructure
Main contacts:
Internally: All IIED staff and departments (including other IT
professionals e.g. Database, Web), international fellows, interns
and volunteers
Externally: consultants, service providers, contractors
Contract:
Permanent position, full-time (35 hours a week)

Salary Scale:
Grade 4, £30,018 – £37,491 per annum (depending on
experience) plus benefits
Background to the post:
The International Institute for Environment and Development (IIED) is an independent
policy research organisation working in the field of sustainable development. With its
broadbased network of partners, IIED is helping to tackle the biggest issues of our times
- from climate change and cities to the pressures on natural resources and the forces
shaping global markets.
The IT Services Department is responsible for the support and delivery of IIED’s IT
services portfolio (strategy, design, implementation and management of information
systems, infrastructure and services). We operate to a busy and demanding schedule.
The department currently consists of 4 members: the Head of IT Services, the Client
Support Manager, the IT Servicedesk Administrator and this post – the Infrastructure
Manager.
The Head of IT Services leads the department and sets the overall direction and strategy
for all aspects of the service. Responsibility for the maintenance, installation and
implementation of workplans is devolved to the Infrastructure Manager for directory
services, local/external networks, servers and cloud services and to the Client Support
Manager for client desktop systems (PCs, laptops, communications equipment and
business systems). Each of the two management roles provides backup for the other
aspects of the service i.e the Infrastrucuture Manager has secondary responsibility for
the Client Desktop service and vice versa. The Head of IT Services provides backup
across the service.
Key Responsibilities
The post holder is responsible for delivering an effective and professional IT service
across the organisation’s infrastructure.
They are responsible for managing all aspects of the Institute’s network infrastructure:
(Servers, Directory Services, LAN, WAN, Network Storage/data backup systems, cloud
subscription services)
Detailed tasks:
1. Management and support of Server Hardware (HP Proliant, HP Blade Infrastructure,
Snap server)
2. Management and support of Network Server Operating Systems (Windows 2008)
3. Management and support of Directory Services (Microsoft Active Directory)
4. Management and support of Local and Wide Area Networks: Leased Lines, Routers,
Firewalls, VPNs, (Juniper), WiFi (Aerohive, Meru)
5. Management and support of Network storage and data backup systems (Storage
Attached Network, Offsite backup services)
6. Management and support of IIED's Virtual infrastructure environment: design,
implementation and ongoing maintenance of virtualisation solutions. (VMWare)
7. Management and configuration of IIED’s cloud-based services (MS Office 365,
SharePoint, Dynamics CRM etc…)
This role has responsibility for the performance, resilience and security of IIED's network
infrastructure. The network consists of approximately 20 servers and 200 hosts across 2
sites connected via VPLS. Servers are predominantly windows based (HP Blade
system running VMWARE with attached SAN data storage) and the network is built on
Juniper equipment. We have also deployed several services in the cloud: Office 365,
SharePoint, Dynamics CRM.
This position is responsible for ensuring that best practices in systems management are
strategised, documented and implemented.
Key functions include:
- Capacity, resilience/recovery planning and implementation for servers, networks and
data storage
- Service support, troubleshooting and problem resolution for IIED's infrastructure and
associated technologies
- Analyse complex system issues and technical data on a daily basis, reporting any
issues to the Head of IT Services
- Prepare and circulate within the IT team technical analyses and reports for efficient and
timely issue prioritisation, problem solving and decision making
- Produce regular updates and information on system issues and make them available to
management and staff (e.g. in the Core Newsletter, via Head of IT Serices at
Management Team as required.
- Join project teams providing overall expertise and guidance on infrastructure related
aspects of project design and implementation
- Project management of technical/infrastructure projects: planning, scheduling,
prioritising and monitoring
- Infrastructure policy and procedure development
- Maintain current working knowledge of existing and emerging trends in networking,
server architecture and data storage.
General
1. Strategic planning of long term developments/improvements in conjunction with the
Head of IT Services.
2. Design, planning and implementation of infrastructure architecture in conjunction with
the Head of IT Services.
3. Deputise for the Head of IT Services as directed during annual leave and sickness
4. Attend internal and external meetings on behalf of the IT Department, as requested.
5. Liaise with external suppliers, contractors and service providers
6. Supervise IT consultants and interns as appropriate

Person Specification:
Essential qualifications, skills and experience

In-depth specialist knowledge of the following:














Server hardware, operating systems, software and management technologies (HP
Proliant, HP Blade Systems, MS Active Directory, HP Insight Manager)
Network technologies (LAN, WAN, Switches, Routers, Firewalls, ADSL, Leased
Lines, VPNs etc... – past experience with Juniper network equipment essential)
Virtualisation infrastructure, systems and management technologies (VMware)
Relevant professional qualifications in server management/network technologies Microsoft, Juniper
Extensive relevant experience gained at a similar management level
Excellent troubleshooting skills: ability to identify issues/problems and manage to
resolution
Experience of developing and implementing IT service strategies, policies and
procedures
Experience of budgeting and financial management
Meticulous attention to detail
Time management skills: ability to prioritise own workload and work to deadlines
Good communication skills: ability to convey complex technical information in a clear
and simple way
Good interpersonal skills - working in a multicultural environment
Ability to work as part of a team and independently
Adaptable/flexible: ability to work in a challenging, fast-paced environment
