Training public and non-profit managers in the ethical values and
technical competencies associated with outstanding public service.
The Texas Certified Public Manager (CPM) Curriculum
Under the auspices of the Texas State University’s William P. Hobby Center for
Public Service, the CPM program is a sequence of seven courses offered over a
14-21 month period. Each of the seven courses normally meets 1-3 days a
month. Courses are currently offered at various campuses including TAMIU.
The CPM program consists of the following seven tracks (courses): personnel
administration; managing for quality; organizational communication; public
finance; productivity and program evaluation; information systems for
managers; and applied projects practicum. Each track is organized to include
seminars, workshops, and field-based projects. The program is designed to
enhance the skills and abilities that participants need to deal with “real world”
problems and situations.
Persons may sign up for the CPM courses individually or for the entire Program.
Class size is limited to 30. Individuals signing up for the entire program will be
guaranteed a slot for the entire seven track programs.
Texas CPM Overview
The Texas Certified Public Manager (CPM) program is the flagship program
offered by Texas State University’s William P. Hobby Center for Public Service.
Texas State has been designated by the Governor of the State of Texas and the
National Certified Public Manager Consortium to deliver the nationally accredited
CPM program throughout Texas. Designed for present and future leaders in
public service, the program is also open to professionals, faculty and students
from other countries. Texas is one of 26 states in the U.S. where the CPM
program is offered. The Graduate School of the US Department of Agriculture
also offers the CPM Program to federal employees in Washington DC.
Originally established in 1994, the Public Service Academy was renamed the
William P. Hobby Center for Public Service in April 1998. The Center was created
to provide a mechanism through which the university could carry out its public
service objectives. The Center provides services for public organizations, nongovernmental organizations (NGO’s) and charities throughout the State of Texas
and beyond. The Center operates in cooperation with other universities such as
the University of Texas at Austin, The University of Texas at El Paso, Texas Tech,
the University of Texas at Arlington, Stephen F. Austin State University, Sam
Houston State University, and the University of Texas at Brownsville/Texas
Southmost College and now Texas A&M International University.
Additional Benefits of Texas CPM Program
Participation in Texas CPM program provides participants with eligibility for
membership in the Texas Society of Certified Public Managers. CPM participants
are also provided a one-year membership in the American Society for Public
Administration (ASPA).
Credits for Continuing Education and Academic Degrees
The CPM program is endorsed by the CENTEX Chapter of the American Society of
Public Administration (ASPA) and has been approved for continuing education
credit by the County Commissioners Education Committee as mandated by the
Texas State Legislature. The Texas Commission on Law Enforcement Standards
and Education (TCLOSE), the Texas State Board of Accountancy and The County
Treasurer’s Association have also endorsed the CPM Program for continuing
education credits.
CPM courses can be taken in any order. For each course, participants will receive
a certificate of Continuing Education Credit from Texas A&M International
Univesity for management training and education. Academic credit at no
additional cost may be granted to those students who are registered through the
Texas State Office of Correspondence and Extension. Registration for academic
credit will be conducted on the first day of the course. To learn more about

Faculty
Each of the tracks is team taught by a combination of academic and practitioner
faculty. Academic Faculty are on the regular faculty of major Texas universities.
Practitioners include city and county managers, state agency department heads,
and school district administrators. These professionals come from a variety of
positions in city, county, schools, state, and federal government. Practitioner
faculty are also drawn from the non-profit and private sectors.
Registration and Fees
Tuition and fees for each track on the TAMIU/TSC Campus are currently $595
per course.
Class size is limited to about 30 participants. Persons signing up for the entire
CPM program will be guaranteed a space in each of the following CPM courses.
Since CPM tracks are often treated as short courses which are directly related to
an individual’s professional development, the courses are often paid for by the
participant’s organization. Participants in CPM courses may also be eligible for
tuition reimbursement from their organization.
