APPLICATION INSTRUCTIONS
PREPARING TO APPLY
The NCA Standards for Accredited Members should be closely consulted when
completing the Application for Accredited Membership. The application is
designed to elicit information from the applicant that will enable the reviewer to
determine the extent to which a center meets each standard.
Consultation with your Regional Children’s Advocacy Center is strongly
encouraged before applying for accredited membership. For more
information on the Regional Children’s Advocacy Centers including
Accreditation Boot Camps, please visit the NCA website at www.ncaonline.org.
Please note that some programs offering the services of a Children’s Advocacy
Center use other program names such as Children’s Justice Centers or
Multidisciplinary Interview Centers. The terms “Children’s Advocacy Center” and
“CAC” will be used generically throughout this document.

APPLICATION PROCESS
Application: Applying for accredited membership in National Children’s Alliance
is an elective process. Completed applications must include the narrative
responses, the required attachments, signed licensing and accreditation
agreements and the confirmation for mailed application processing fee.
For re-accreditation: members must participate in the re-evaluation process
every five years. In the year prior to a center’s scheduled evaluation year,
accredited members will be notified by NCA that their agency is required to
undergo re-evaluation. Applications must be submitted by the date agreed upon
with the NCA Director of Member Relations & Grants or her designee.
When planning your re-accreditation application please keep in mind that it must
be submitted 6 months prior to your scheduled site visit. During the scheduling
process for the site visit, NCA staff will inform you which regularly scheduled
NCA board meeting your accreditation recommendation will be presented for the
Board’s vote. These regularly scheduled board meetings occur 3 times each
year, in January, June and October. Deadlines for inclusion of completed site
visits will be 6 weeks prior to each scheduled board meeting.
For new applicants: new applications are processed on a rolling basis. In order to
obtain additional information for your center’s eligibility, please email
Accreditation at accreditation@nca-online.org prior to your submission.
When planning your accreditation application submission, please keep in mind it
will take approximately 6 months for your site visit to be scheduled and
conducted. Once the site visit has been completed, the Site Review
Recommendation will be presented for approval at the next scheduled NCA
Board of Directors meeting. During the scheduling process for the site visit, NCA
staff will inform you which regularly scheduled NCA board meeting your
accreditation recommendation will be presented for the Board’s vote. These
regularly scheduled board meetings occur 3 times each year, in January, June
and October. Deadlines for inclusion of completed site visits will be 6 weeks
prior to each scheduled board meeting.
 Site Review: After successful review of the application, the site will be visited
by two NCA site reviewers.
 Decision-making Regarding Accreditation: The site reviewers will prepare
a final written summary of the site review and information gathered during the
application process.

Possible Recommendations For Accreditation (New): The site
reviewers will make a recommendation to the NCA Board of Directors
which may include:
 Accredited membership status with no recommendations for
improvement.

Accredited membership status with recommendations for
improvement.
Not recommended for membership at this time (e.g. core service is
provided but needs substantial improvement).
The Director of Member Relations & Grants will consult with the
Executive Director and Accreditation Committee Chair as needed
regarding unfavorable evaluations.

Possible Recommendations For Re-accreditation: The site
reviewers will make a recommendation to the NCA Board of Directors
which may include:
 No change to membership status with no recommendations for
improvement.
 No change to membership status with recommendations for
improvement.
 Membership status pending improvement (e.g. core service is
provided but needs substantial improvement).
 Membership denied (e.g. core service is not provided).
The Director of Member Relations & Grants will consult with the
Executive Director and Accreditation Committee Chair as needed
regarding unfavorable evaluations.
What if the site review results in membership denial?
 Corrective Action: The CAC will submit proof, corrections, and changes
satisfying the outlined recommendations. At the discretion of NCA, the need
for another in-person review will depend upon the corrections or changes
necessary. The CAC is responsible for the full cost of the second in-person
review.
 Technical Assistance: CACs will be encouraged to take advantage of the
numerous forms of technical assistance currently available through the
Regional Children’s Advocacy Centers, NCA Chapters, and National
Children’s Alliance.
* For All Accreditation and Re-Accreditation Applicants
Due to the in-depth review that is taking place during the accreditation process,
the duration of the application cycle could take up to 12 months from the time of
submission of the application until the initial recommendation form is voted by the
NCA Board. During this cycle, NCA strongly encourages the applicants to refrain
from any major changes in the organizational/governance structure. Such
changes might result in the need for reevaluating the full application, the
processes of service provision and the way the CAC meets the accreditation
standards. If the requirement for provision for this additional evidence cannot be
fulfilled during the allotted accreditation cycle, the accreditation request will be
declined and the site is welcome to reapply and open a new accreditation cycle
at a later date.

Preparing the Application package
Currently, NCA is requiring an electronic submission of your application. Please
note that the mailing of jump drives is no longer required as part of the
application process. In order to access your online application page, please
contact accreditation@nca-online.org.
Please gather information and prepare the following file:

A. Application Cover page- The information will be filled out in an online
form once you obtain your log in for the online application system. The
online form also contains fields for an electronic signature for the
authorized agency representative and board president of the CAC.
However, in order to understand the nature of the fields please follow the

APPLICATION NARRATIVE
For each of the following provide narrative information detailing how your center
meets the NCA Standards for Accredited Members. Each standard has a set of
criteria that outline the components and practices that will be taken into account
when assessing a center for that standard. All answers should clearly detail how
the criteria for each standard are met. If you feel that your center should be
exempt from meeting a particular criterion, your answer should include the
reasons for not meeting the criterion and the method by which the center
satisfactorily meets the intent of the criterion.
The response for each standard should address each criterion individually.
The individual criterion responses should be clearly labeled. (For example,
Standard 1, Criterion A; Standard 1, Criterion B; etc.). This must occur for
each essential component and rated criteria under each standard.
If the Application Narrative refers to one of the enclosed attachments, please
note the page and the name of the file for reference.
1. Standard: Multidisciplinary Team (MDT): A multidisciplinary team for
response to child abuse allegations includes representation from the
following:
 law enforcement
 child protective services
 prosecution
 mental health
 medical
 victim advocacy
 Children’s Advocacy Center.
Describe the makeup of the multidisciplinary team. How does the team
function to provide multidisciplinary investigations of child abuse allegations?
You should provide a separate answer for each of the standard’s criteria and
clearly label each (for example, Standard 1 Criterion A).
2. Standard: Cultural Competency and Diversity: Culturally competent
services are routinely made available to all CAC clients and coordinated with
the multidisciplinary team response.
How does your Children’s Advocacy Center address procedures relating to
cultural competency and diversity as set forth in this standard? You should

provide a separate answer for each of the standard’s criteria and clearly label
each (for example, Standard 2 Criterion A).
3. Standard: Forensic Interviews: Forensic interviews are conducted in a
manner that is legally sound, of a neutral, fact finding nature, and are
coordinated to avoid duplicative interviewing.
Describe the forensic interviewing process and how it satisfies this standard.
You should provide a separate answer for each of the standard’s criteria and
clearly label each (for example, Standard 3 Criterion A).
4. Standard: Victim Support and Advocacy: Victim support and advocacy
services are routinely made available to all CAC clients and their nonoffending family members as part of the multidisciplinary team response.
How are victim support and advocacy provided? This includes but is not
limited to:
 Crisis intervention and support at all stages of investigation and
prosecution;
 Attendance and/or coordination of interviews and/or case review;
 Greeting and orientation of children to the CAC;
 Provision of education about the coordinated, multidisciplinary
response;
 Providing updates to the family on case status, continuances,
dispositions, sentencing, offender release from custody;
 Assessment of the child’s /family’s attitudes and feelings about
participation of the investigation/prosecution;
 Provision of court education/support/accompaniment;
 Providing tours of the courthouse/courtroom;
 Securing transportation to interviews, court, treatment, and other caserelated meetings;
 Assistance in procuring concrete services (i.e. housing protective
orders, domestic violence intervention, food, crime victims
compensation, transportation, public assistance, etc.)
 Providing referrals for mental health and medical treatment, if not
provided at the CAC;
You should provide a separate answer for each of the standard’s criteria and
clearly label each (for example, Standard 4 Criterion A).
5. Standard: Medical Evaluation: Specialized medical evaluation and
treatment are routinely made available to all CAC clients and coordinated with
the multidisciplinary team response.
Describe the medical component and how these services are accessed. You
should provide a separate answer for each of the standard’s criteria and
clearly label each (for example, Standard 5 Criterion A).

6. Standard: Mental Health: Specialized trauma-focused mental health
services, designed to meet the unique needs of the children and nonoffending family members, are routinely made available as part of the
multidisciplinary team response.
Describe the mental health component and how these services are accessed.
You should provide a separate answer for each of the standard’s criteria and
clearly label each (for example, Standard 6 Criterion A).
7. Standard: Case Review: A formal process in which multidisciplinary
discussion and information sharing regarding the investigation, case status,
and services needed by the child and family is to occur on a routine basis.
Provide an overview of the case review process. Case review is the formal
process which enables the MDT to monitor and assess its effectiveness—
independently and collectively—ensuring the safety and well-being of children
and families. It is intended to monitor current cases and is not meant as a
retrospective case study.
You should provide a separate answer for each of the standard’s criteria and
clearly label each (for example, Standard 7 Criterion A).
8. Standard: Case Tracking: Children’s Advocacy Centers must develop and
implement a system for monitoring case progress and tracking case
outcomes for all MDT components.
Describe the CAC’s case tracking system and process. You should provide a
separate answer for each of the standard’s criteria and clearly label each (for
example, Standard 8 Criterion A).
(NCA’s Statistical Data Form is provided for reference only. Do not complete
and return this form. This should be used in determining your program’s
ability to track required NCA statistical information.)
9. Standard: Organizational Capacity: A designated legal entity responsible
for program and fiscal operations has been established and implements basic
sound administrative polices and procedures.
Explain how your Children’s Advocacy Center’s organizational capacity and
structure meets this standard. You should provide a separate answer for
each of the standard’s criteria and clearly label each (for example, Standard 9
Criterion A).

10. Standard: Child-Focused Setting: The child-focused setting is comfortable,
private, and both physically and psychologically safe for diverse populations
of children and their non-offending family members. You should provide a
separate answer for each of the standard’s criteria and clearly label each (for
example, Standard 10 Criterion A).
APPLICATION ATTACHMENTS
To supplement the narrative information provided in the Application Narrative,
organizational documents and information must also be reviewed to determine
the extent to which a center meets a particular standard. Please note there may
be some information that is asked for as an attachment that does not require
narrative information.
The file “C. Application Attachments Table of Contents page, state
abbreviation, city” provides detailed instructions regarding the attachments to
be included. Please fill out the table and follow the directions on page 4 of the
current document of creating your PDF scanned attachments.
There are two attachments that are included as separate documents to be filled
out “E . Application Attachments 21-22, state abbreviation, city” under
“Accreditation application forms”.
Your signed and scanned NCA Accreditation and License Agreements need to
be uploaded and attached as separate pdfs “F. Signed NCA Accreditation

state abbreviation, city”. To obtain electronic copies of the agreements, please
log in to your online application system and download the documents under the

APPLICATION REVIEW
Review of the application entails several sequential steps.
Step One: Internal Review. An internal review of the application will be
completed to ensure that all attachments are included, ensure that the narrative
information appropriately and sufficiently describes the program’s operations,
and identify any issues to be addressed before further review is warranted.
Step Two: Site Review. A two-person NCA site review team will complete an
on-site evaluation of the Children’s Advocacy Center. It usually is scheduled six
months after the receipt date of the application. The site review needs to take
place on a day when the reviewers can observe case review with the
multidisciplinary team. The reviewers will also need to meet with members of the
governing board (for non-profit programs) or those within the hierarchy of the
organization who are responsible for the oversight of the CAC (for hospital- and
government-based programs).
Step Three: Recommendation to the NCA Board of Directors. The site review
team will make a recommendation to the National Children’s Alliance Board of
Directors in accordance with the process detailed on page 4 (Application
Process).

An application fee must be submitted at the time of the online application. Please

The applicant will not be responsible for travel costs of the review team for the
initial site review. Applications will not be processed until this fee is received.
The accreditation fee structure is as follows:
Programs/CACs with annual budgets less than $1 million
$3,000
Programs/CACs with annual budgets of $1 million to $2 million
$4,000
Programs/CACs with annual budgets in excess of $2 million
$5,000
Various application deadlines must be met throughout the year. Please email

FOR FUTURE PLANNING
As a requirement for ongoing membership, all Associate and Accredited
Members are required every 6 months to submit statistical data which covers the

number of children seen, their demographics and services provided. The
deadlines for submissions are July 15th and January 15th. Currently in order to do
so you will receive a link to an online submission page from infoservices@ncaonline.org 15 days before the submission deadline. In case you are an NCAtrak
user, you will automatically submit the NCA statistical report automatically
generated within the system. Please see the attached statistical data instructions,
but note this is not the actual form and is for reference purposes only. NCA staff
will email to you the log in information two weeks before each submission
deadline.

NCA Statistical Data Submission Instructions
All Accredited and Associate/Developing Members are required to submit a center/agency statistical report to
NCA every six months in order to comply with membership requirements and to remain in good standing.
NCA uses these statistics to report to the Department of Justice, and respond to Congressional inquiries, as well
as in our annual report. They are our tools for discussion at the local, state, and federal level. So that we can best
represent the good work that is taking place in CACs across the country, please report your statistics as
accurately as possible.
The Submission Process
Step 1: Log in to the system

For Current NCAtrak users: Please submit your report through your NCAtrak account.

For all other submitters: Please go to https://www.ncatrak.org/NCAStats.aspx using the
Internet Explorer web browser.

Important: No faxed, mailed or emailed forms will be taken under consideration.
The Login Screen
You will be prompted for your center’s log in credentials. The system will be activated for submissions and you will
receive a personal email containing your organization's specific log in information two weeks prior to each
deadline. If you haven’t received this email within the two weeks prior to the submission window, please contact
Jonathan Picklesimer at infoservices@nca-online.org .
NOTE: all of your center’s identification information inside the system is connected to this unique Username /
Password combination. Make sure the information on your screen is exactly like it is in your email before clicking
on ‘Login’. If you experience any problems logging in, please ask for assistance here: help form.

Confirm that the appropriate time period and year are correctly entered in the Period and Year fields. Then, click

unknown) who received that service. Simply enter a description of the service, the
number serviced in the appropriate box and click save to the left of that line. Your
information will be saved and a new line will be created. You can record an unlimited
amount of ‘Other Services Provided.’

Step 4: To submit your form, click ‘Submit to NCA’ at the bottom of the page. Please submit only once.
Special Note: Prior to submission NCAtrak will confirm that the sums of all appropriate fields equal before
the submission is accepted. If the Statistical Submission Form appears after you have clicked on the
‘Submit to NCA’ button, scroll up and review the screen again – NCAtrak has uncovered an error.
You can print a copy of your submission for your files after submitting. On the initial landing page, use the green
‘View All NCA Report Submissions’ button.
Click the ‘View Submission’ link on the left of the screen next to the desired submission period. A new window will
pop up with the information in a PDF document. Either print out this document for your records or click ‘Save’ on
the top-left of the menu and save the file to your computer. NOTE: You will not have access to this page shortly
after the submission deadline. It is strongly encouraged that you do keep a copy of this information for your
records.
Step 5: SUBMISSION DEADLINE:
 Jan 15th of each calendar year- submission of July-December data.
 July 15th of each calendar year– submission of January-June data.
 Regardless of which day of the week the submission date falls on each year, the submission
system is closing at 11:59 EST on the deadline.
Reports cannot be emailed, faxed, or mailed.
Your account will be activated for submissions and you will receive your log in information two weeks prior to
each submission deadline.
