The Associate Membership Regulations of the Civil Service Sports Council Ltd 1. Introduction and interpretation 1.1 These Regulations are made under rule 24 of the Rules of the Civil Service Sports Council Ltd (‘the CSSC’). 1.2 Unless the context requires, words or expressions contained in these Regulations shall have the same meaning as in the Rules. 1.3 ‘The Area Committee’ means the Area Committee of the Area Association. 1.4 Any question as to the interpretation of these Regulations shall be decided by the Management Board. 2. Admission of associate members to Area Associations 2.1 A CSSC Area Association (AA) may admit associate members to the AA only with the prior consent of the Management Board. 2.2 An AA wishing to admit associate members shall apply to the Management Board giving their reasons for wanting to do so. 2.3 The Management Board may accept or reject such application. 2.4 The Management Board shall determine from time to time the annual membership fee payable to the AA for each associate member. 2.5 Associate members shall be admitted to membership of the AA on the terms set out in regulation 3 below. 3. Terms for associate membership of Area Associations 3.1 Only persons not eligible for membership of CSSC may apply to the Area Committee for associate membership of the AA. 3.2 Admission shall be at the discretion of the Area Committee but the Committee shall at no time allow associate membership to exceed 10% of the membership of any section or of total AA membership. 3.3 An associate member may be admitted into associate membership of the AA for one year only but shall be eligible for re-admission. 3.4 The Area Committee shall be responsible for keeping a record of associate members, making arrangements for collecting the annual fees and ensuring that associate members who take part in any AA activity have paid the associate membership fee. 3.5. An associate member shall not be entitled to vote at general meetings of the AA or stand for election to the Area Committee. 3.6 An associate member may, at the discretion of the Area Committee, participate in AA activities but shall not be eligible to participate in national or regional CSSC activities by virtue of their associate membership of the AA. 4. Conduct of associate members 4.1 The Area Committee may settle any dispute or difference involving associate members of the AA on matters affecting the AA. 4.2 Where the conduct of an associate member may have been detrimental to the interests of CSSC, the relevant committee shall investigate the matter and afford the member an opportunity to explain their conduct. 4.3. The relevant committee is either – (a) (b) a sub-committee of the Area Committee established for the purposes of investigating such matters in accordance with CSSC guidelines; or if no such sub-committee has been established, the Area Committee itself. 4.4. The relevant committee may find the conduct in question was detrimental to the interests of the CSSC and, subject to the member’s right of appeal to the Association’s next AGM, either – (a) (b) issue a reprimand; or suspend the member from participation in Association activities and/or benefits for a specific period, with no refund of membership fees or right of appeal. The relevant committee shall ensure that in dealing with these matters they act fairly and seek advice from CSSC where appropriate. Any member of the relevant committee (or, on appeal, member of the Area Committee) who is directly or indirectly interested in the matter being investigated shall withdraw from the investigation (or appeal).
