CULTIVATION OF MEDICINAL PLANT. PROBLEM STATEMENT: The proposed project area locates in Daringbadi block of Kandhamal district of Orissa. Orissa one of the BIMARU ( Sick) states of India has 78.70% of the rural families living below the Poverty Line ( Panchayati Raj Dept, Govt. of Orissa). The underprivileged Dalit and Tribal constitute 38.6% (SC-16.5% & ST 22.1%) of the total population. One of the alarming situations is the declining female ratio over the last 50 years. In 1971, 1086 female per 1000 males were recorded which came down to 972 female per 1000 male in 2001. The state female literacy rate is 34.4% lower than that of the country of 39.4%. The state infant mortality rate is 87per thousand live births as against 67 in India in 2002. Kandhamal is situated in the Central part of Orissa state. Kandhamal district is divided into 2 sub-division 4 Tahasil 12 C.D. Blocks, 15 police stations and 187 gram Panchayats. The number of inhabited revenue villages in the district is 2379.There are 5 types of tribal groups and 06 types schedule castes in the district constituting 52.0% and 16.9% of the total population of the district respectively. Daringabadi block is located towards South –East parts of the Kandhamal District having the geographical area of 769.68.00 squire kilometer. The block is having dense natural forest of northern tropical moist deciduous type of species like sal and Piasal, The block is having potential watershed areas with number of perennial streams and rivers. There are total 19960 residential houses under 274 villages of 24 Gram Panchayats in Daringabadi block. The block as well as all the 24 Gram Panchayats come under schedule area of the district. This block comes under G. Udayagiri 3 (Reserved) M.L.A constituency. All the Sarapanchs and the Samiti Chairman seat of the block are reserved for Schedule Tribe men and women. Daringabadi is one of the tribal dominated blocks in the district. It has total population of 95505 and out of which Adivasi population is 57412 (60.1%) and Dalit population is 8229 (8.61%). Education is the 5 most neglected part of Dalit / Tribal life as evident from their low literacy status. The children who are considered as economic assets are hardly sent to schools thanks to the factors of non-availability of teachers and study materials, long distance, ill timing of schools, negative attitude of both teachers and parents. The female literacy rates among the Tribal & Dalit are quite dismal & disappointing. Illiteracy is a major handicap for occupational mobility among the Dalit & Tribal. People migrate to urban areas & outside rhe State like Assam, Andhra Pradesh etc. 6 22.6 after harvesting season and they come back to their native places before the monsoon. The migrant folk are mainly Adivasis. Over 85% of the families of the block are below the poverty line (BPL). Ignorance, illiteracy makes these communities vulnerable, unequipped & unmoved. The low self-esteem & low self-confidence make them less assertive. Moneylenders play a major role in controlling the tribal economy by being the only available source of credit. Tribal and Dalit are particularly vulnerable to this form of economic exploitation. The rate of interest for both grain and cash loan ranges from 100% to 150%.Not only do they borrow money at crippling high rates of interest, but also they are often force by the terms of the loan to buy inputs from the lender at a high rate and sell all their produce to the lender at an unfairly low rate. In these circumstances, they rarely make enough profit to cover their repayments and are forced to borrow even more money, or in some cases mortgage their land. The problem of land alienation is rampant among tribal families and they are reduced to landless because of this. Due to this exploitative system of money lending, the women in the family suffer the most. Women are responsible for the day-to-day management of the family and household and when means are scarce, this becomes an increasingly difficult and backbreaking task. Most rural women in marginalized communities suffer from various ailments due to malnutrition, unsafe water, and lack of sanitation. This is reflected in the high morbidity and mortality of the mothers and children in the area. The Govt. health care delivery system is irresponsive with characteristic non-availability, inaccessibility and non-affordability of the health services. One of the major resources of the area is forest. 561.8 Sq. Kilometer covered under forest out of total 769.68 total geographical area of Daringbadi Block. In spite of such vast forest with 69% green coverage, more than 85% of the families are BPL. The natural forest is full of herbs and other NTFPs. But due to lack of awareness and market linkage, the situation of poverty is vulnerable. Secondly the people here are not at all aware about the sustainable harvest of the product. For example; Arjuna – A tree that was available in plenty, is not seen these days due to wasteful harvest. 8 PROJECT LOCATION: The proposed project area locates in 2 GPs in Daringbadi block of Kandhamal district, Orissa. Daringbadi is one of the most underdeveloped blocks of Kandhamal district that forms part of the KBK Plus districts in Orissa. The KBK Plus districts are among the poorest in India with over 85% of the population below poverty line. The key to poverty is social structure, skewed land distribution, land alienation, harsh environment, poor infrastructures, rural indebtedness, exploitation etc. The projected 2 Gram Panchayats have a population of 7309 spreads over 25 revenue villages. The proposed area is a mass of rugged relief with steep hills, mountain ranges and forest covers. The socio economic and health status of the depressed Dalit and tribal communities are like their counterparts else where in the state. Rapid denudation of forests has resulted in a steady depletion of their Natural resource base. The tribal families are primarily engaged in subsistence farming with shifting cultivation at hill tops/ slopes in conjunction with settled cultivation at low lying valleys, Supplementary income generating activities such as NTFP continue specially with the tribal women. Besides cultivation a significant proportion of Tribal And Dalit earn their livelihood through farm and non farm casual labor In search of which they migrate to neighboring urban areas for months together. Non availability of wage 9 The problems of poverty, unemployment & exploitation can only be tackled by freeing them from the exploitative moneylenders and middlemen, enabling families to earn a living. Difficulties often arise in targeting women as a vulnerable group within weaker sections who themselves are underprivileged & vulnerable. Women will not automatically benefit from any tribal/Dalit development programme in general. It may so happen that development may be achieved at the cost of women in the groups in terms of increased work, loss of control over resources, gender inequality etc. Despite their significant role in supporting the family, women are often excluded from decision-making regarding themselves and their families. Women, however, are better placed to transform family life, healthcare, education and the overall quality of life than their male counterpart. Against this backdrop, the need to mobilize women & strengthen their self help groups for self sustained & self reliant development called for. TARGET GROUP: The project targets over 200 vulnerable Tribal & Dalit families of 09 villages from Bhramarbadi and Siangabali Gram Panchayats of Daringbadi Block. Mainly the families were selected with following criterias: Women with BPL families Women heading households Widow/Separated/ Destitute women, Women of landless household/ Marginal & Small Farm Households/ BPL households.
