The application for the Professional Administrative Services Credential [Tier II] has been approved by the California Commission on Teacher Credentialing. The College and the Department of Education request formal approval from the Academic Senate and the University President to facilitate recruitment for the 2006 Fall Quarter. RESOURCES CONSULTED: Anthony Avina, Claudia Pinter-Lucke, Nancy Page Fernandez, Barbara Way DISCUSSION: The Academic Programs Committee has reviewed the proposal for a new program to prepare candidates for the Professional Administrative Services Credential, Tier II. The proposed program includes courses which can also be applied to the Master of Education degree, Educational Leadership option offered by the College of Education and Integrative Studies. The application for the Tier II Professional Administrative Services Credential [Tier II] has been approved by the California Commission on Teacher Credentialing. The proposal was to be presented for formal approval by the Committee on Accreditation in June 2006. The Professional Administrative Service Credential is the second of two credentials required by individuals serving as school administrators in California public schools. Candidates eligible for the Tier II Credential program must have earned the Preliminary Administrative Services Credential (Tier I) and hold a position as a school administrator in a public school in California. The Administrative Leadership Program was initiated by the Department of Education. Cal Poly Pomona’s Tier I Program began with 21 candidates in the fall quarter of 2002 and has grown to seven cohorts with 150 students during the last two years. The proposed program is designed to provide school administrators with a program that will: Qualify them for the Professional Administrative Services Credential, Tier II; Provide each candidate with practical and theoretical skills and knowledge need to undertake leadership roles in the California public schools of California; Align to the University’s current Joint Educational Doctorate, Ed. D (which may become an Independent Doctorate) for those candidates seeking this advanced degree; AP-007-056, Credential Program Proposal – Professional Administrative Services Credential, Tier II 3 Address the candidate’s need for specific academic and technical knowledge to would enable them to research, develop, and implement changes for the improvement of the existing system of public education. PROPOSED CURRICULUM Then proposed aggregate of courses includes 30-quarter units on-campus and 6 offcampus quarter units. The total number of units is 36. Systems for Management and Instruction 3/1 EDU 540 Assessment of Professional Competency 2 EDU 545 Practicum III: legal Aspects for Safe and Effective Schools 2 Total Number of On-campus Units: 30 Total Number of Off-campus Units: 6 Total Number of Units: 36 The core curriculum courses, with the exception of practicum courses, will be applicable to the Masters in Education with an Emphasis on Educational Leadership or the Doctorate in Education (Ed. D.) The Professional Administrative Service Credential will help to meet the demand for school administrators in California in the near future. Estimates indicate that in the next AP-007-056, Credential Program Proposal – Professional Administrative Services Credential, Tier II 4 decade there will be a severe shortage for qualified professional to assume administrative positions, and that nearly one-third of the 23,000 school administrators in California, will leave the profession in the next ten years. Some districts will exceed this ratio. Tier II Program will also help to prepare qualified school administrators so that they lead their institutions to meet successfully the demands of the Accountability Act of 1999. Candidates who earned their preliminary Administrative Services Credential are requesting that the program be expanded to include the Tier II so that they can complete the second phase of the credential. School districts administrators are requesting that the Department offer the Tier II program to facilitate the completion of the state requirements by their principals. The Academic Programs Committee also reviewed letters of support for this program from several school districts such as El Monte City School District and Fontana Unified School District. RECOMMENDATION: The Academic Programs Committee recommends that the Credential Program Proposal - Professional Administrative Services Credential, Tier II- be approved.
