City of Palm Coast Sidewalk Construction Department of Public Works Traffic Division The City of Palm Coast Public Works Department currently manages the construction and maintenance of the sidewalk system throughout the City of Palm Coast. The Capital Projects Department completes and manages design and construction of additional sidewalk facilities typically as part of a comprehensive roadway improvement project. This presentation has been created to provide information to the Council and seek approval to adopt this list of sidewalk projects to improve overall pedestrian and bicyclist mobility throughout the City of Palm Coast. Background Originally a list of sidewalk priorities was created to provide paved pathways for school children around the various public schools within City limits. The goal was to have Public Works provide 2 paved miles of sidewalk each year. Additionally Capital Projects funds were used to develop sidewalk construction plans in areas where there were drainage or other engineering concerns. The original list accommodated for the installation of an additional 14 miles of sidewalk. The revised sidewalk list has worked to maintain or accelerate the schedule of the original projects and expand the service area to include an additional 43 miles of new sidewalk through stand alone or as part of larger roadway projects. Methodology In an effort to improve overall function of the City’s roadway network this plan has targeted roadways that serve as arterials or collectors for the effective movement of pedestrians along these corridors and residential roadways where it has been found to be beneficial due to school traffic. The plan has been plotted out for the next seven years and has been provided in planning level to clarify objectives and show the reasonable outcome of what this task would be. Should the council agree in principal to the plan further cost estimating can begin to get a better idea of the value needed to incorporate when budgets are discussed in September. Public Works The current rate of sidewalk miles is approximately 2 miles per year. Under this plan the Public works operation would entail the construction of approximately 5 miles per year. Capital Projects The Capital Projects Department has been working with a specific funding amount ($250,000) each year for the design and construction of stand alone sidewalk projects. The mileage associated with the Capital Projects varies significantly as road projects vary significantly in length and the fiscal year associated with the road construction.
