To: All Food Business Operators at Approved Meat Establishments Subject: Certification for exports from the EU to the Russian Federation of final products containing components of animal origin irrespective of percentage balance. The Russian Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) has advised the European Commission of its analysis of Commission Decision 2007/275/EC of 17 April 2007 on lists of animals and products subject to veterinary surveillance at border inspection posts and the list of products not subject to veterinary surveillance for imports to the European Union (in accordance with Annex II of Directive 97/78/EC). Rosselkhoznadzor has informed the Commission that biscuits, bread, cakes, chocolate, confectionary (including sweets), non-filled gelatine capsules, pasta, not mixed and not filled with meat products, flour or extracts as well as other products not containing raw material of animal origin and not foreseen for feeding animals, are not subject to veterinary control for exports to the Russian Federation. Exports from the EU Member States to the Russian Federation of the following final products require veterinary certification: Products containing components of animal origin irrespective of the percentage balance including olives stuffed with fish; food additives for final consumption, containing glucosamine, chondroitin and chitosan; meat extracts and meat concentrates; broth and gustative spices, packed for final consumption, containing meat extracts, meat concentrates, animal fat or fish oil. Please note that the above list of products is not exhaustive and other products that contain components of animal origin irrespective of the percentage balance will also require certification, (pizzas etc).
