OPEN ENROLLMENT PROCEDURE
FULL-TIME ENROLLMENT
A.
Nonresident Open Enrollment Applications
1. The parent(s)/guardian(s) of a nonresident pupil who wishes to attend school in the
District must submit an application to the District office, on the form prepared by the
Department of Public Instruction, in accordance with the timelines established in the
state law in the school year immediately preceding the school year in which the pupil
wishes to attend. The application may include a request to attend a specific school or
program offered in the District.
2. Upon receipt of an application, the application will be forwarded to the District
Administrator for review, at which time the District Administrator may request
disciplinary records and/or other relevant records from the pupil's resident school
district. All applications shall be reviewed using the acceptance/rejection criteria
outlined in Board policy and set forth under state law. The District Administrator
shall submit recommendations regarding acceptance or rejection of applications to
the Board for action. Action shall be taken on any application in accordance with the
timelines established in state law.
3. The District shall send copies of applications received by the District to the pupils'
respective resident school boards and to the Department of Public Instruction in
accordance with the timeline established by the state law.
4. The District shall notify the applicant, in writing and in accordance with the timeline
established instate law, of whether the application has been accepted or rejected. If
the application is rejected, the notice shall include the reason(s) for the rejection.
5. If an application has been accepted by the Board, and not rejected by the pupil's
resident school board, the District Administrator will determine which school or
program the nonresident pupil may attend in the following school year. This
determination shall be made in consultation with other appropriate staff and in
accordance with District policies and procedures.
6. The District shall notify the applicant, in writing and in accordance with the timeline
established instate law, of the specified school or program that the pupil may attend in
the following school year.

7. The nonresident pupil's parent(s)/guardian(s) must notify the District office of the
pupil's intent to attend school in the District in the following school year, in
accordance with the timelines established in the state law.
8. The District shall notify each resident district school board of the names of the pupils
from the resident district who will be attending school in the District in the following
school year, in accordance with the timelines established in state law.
9. The District Administrator shall request parent(s)/guardian(s) of nonresident pupils
who are attending school in the District under the public school open enrollment
program, and who are not required to reapply for admission in the following school
year, to notify the District Administrator, in writing and in accordance with the
timelines established in state law, whether a pupil intends to attend school in the
District in the following school year. The District Administrator shall prepare and
forward appropriate forms to such parent(s)/guardian(s) for this purpose. However,
enrollment may not be denied based upon a parent(s)/guardian(s)' failure to provide
such notice.
B. Resident Open Enrollment Applications
1. Upon receipt of a copy of a resident pupil's application to attend a school or program
in another public school district, the application shall be forwarded to the District
Administrator for review.
2. All applications shall be reviewed using the criteria outlined in Board policy and set
forth under state law. The District Administrator shall submit recommendations
regarding acceptance or rejection of applications to the Board for action.
3. If the application is rejected, the District shall notify the applicant and the nonresident
school board, in writing and in accordance with the timelines established in state law
that the application has been rejected. The notice shall include the reason(s) for the
rejection.
4. The District Administrator shall request parent(s)/guardian(s) of resident pupils who
are attending school in another public school district under the public school open
enrollment program to notify the District Administrator, in writing and in accordance
with the timelines established in state law, whether a pupil intends to attend school in
the District in the following school year. The District Administrator shall prepare and
forward appropriate forms to such parent(s)/guardian(s) for this purpose. However,

transfer may not be denied based upon a parent(s)/guardian(s)' failure to provide such
notice.
