North Carolina Wind Energy Development Stakeholder Statement of Action Whereas, a diverse group of citizens and stakeholder’s in North Carolina can benefit from responsibly developed commercial and community scale wind development across the state; Whereas, North Carolina has abundant wind resources on both the coast and in the mountains; Whereas, North Carolina state law 2007-398 established a Renewable Energy and Energy Efficiency Portfolio Standard (REPS) to diversify the resources used to meet the energy needs of consumers in the state; Whereas, wind energy generation is a cost effective, commercially proven technology that may be used to meet the requirements established by the REPS and a more sustainable energy future; Whereas, wind energy generation provides positive economic impacts to North Carolina communities, including job creation, tax revenue, and land lease agreements; Whereas, North Carolina has important scenic, cultural, historic, and ecological resources that should be protected and preserved as the state develops its wind resources; Whereas, it is important to respect the will of local governments to regulate the development of commercial or community scale wind projects within their jurisdiction; Hereby, the undersigned fully support the creation of a state wind energy permitting process for responsible commercial or community scale wind development in all 100 counties.
