Job Description Job Title: Climate Change Advisor Reports to: DSG ENERGY SUMMARY The Secondee will assist in carrying out the Division’ Work Plan by advising on Climate Change strategies and will assist the DSG by advising on and managing the appraisal, preparation, funding and implementation of flagship regional projects and / or activities pertaining the Climate Change Area. PRIMARY RESPONSIBILITIES In line with the strategic orientations of the Secretariat, contribute to the identification of policy priorities and appropriate research methodologies in the area of climate change, green investment, biodiversity, water, and environment-development linkages. Increase the relevance of work undertaken in light of the evolving needs of governments. Contribute to the maintenance of an integrated and strategic overview of the work contained in the Environment Programme. Provide clear advice on the development of policies and strategies for climate change, green investment, biodiversity, water, and environment-development linkages, as well as contribute to the positioning of the Secretariat externally as a source of relevant policy advice and analysis in the field. Work closely with the team at the WE Division to ensure the preparation of high quality proposals, reports and documents, in co-ordination with other Divisions, national delegates and other International Organisations. Ensure that administrative support is provided to the relevant Working Parties, Expert Groups, and Task Teams responsible for the work on climate change, green investment, biodiversity, water, and environment-development linkages. Organize meetings and conferences in collaboration with national government delegates and other international organizations. Oversee the dissemination of information and findings from the Division's projects through publications, professional journals and presentation to international fora, and represent the UfM at international meetings and conferences. Provide advice and briefings to the DSG and colleagues within the Organization and in other organizations on new and ongoing activities in the work areas of the Division. QUALIFICATIONS, SKILLS AND RELEVANT EXPERIENCE ESSENTIAL MINIMUM REQUIREMENTS: University Degree in Economics / Social sciences / Engineering or equivalent field. Minimum of 3 years of experience relevant to the duties described above. Proven knowledge of and professional experience in project management. Experience in working with development projects funded by international organizations and development agencies (preferably in the area of employment and job creation). Strong analytical skills and ability to make sound judgments; critical thinking and problem solving skills. Planning and organizational skills. Computer literacy in MS office tools. Excellent communication, drafting and reporting skills. Good command of English and French, both orally and in writing. Applicants must hold the nationality of a member state of the UfM. DESIRABLE QUALIFICATIONS: Knowledge of and/or experience in Mediterranean countries. Expertise in EU Procurement rules. Experience in the development and/or implementation of environmental policies at a senior level. Substantial experience in dealing with international environmental issues. Experience of inter-governmental processes at the international level. Proven capacity to work in a policy-driven institution operating in a multicultural geographical area, being able to recognize very diverse political, economic and social environments and to accommodate pragmatically and tactfully the activities of the institution to those different environments. Knowledge of Arabic and/or other languages from UfM countries.
