Martinez, ELAC; Juanita Naranjo, LAHC; Bobby McNeel, LAHC; John Sparks, LAHC; Diane McBride, DO; Bobbi Kimble, DO Vice Chancellor’s Report VC Marvin Martinez reported on the stimulus funded Summer Youth Program. Program overall is funded at $4 million. The district is currently setting up budgets with $75,000 to start. SW, Trade, East, Harbor and Valley are participating. The students enrolled do not have to meet WIA eligibility requirements. The City would like the contractors to be the employer, and the colleges need to be the contractor, so employing students as student workers is part of the plan. They need to be enrolled also. Private employees need to be put through a vetting process. Puiblic sector employers do not need this. Marvin will be meeting with Lisa Salazar at the City for more information. Council District regions- there are 15 council districts in the 9 college service areas. The question was asked if it would be a requirement for colleges to work in specific council districts. There should be more information from the City forthcoming. Questions were asked regarding the implementation of the program with regard to payroll processes, etc. Participants will be processed like any student worker. The hiring of 100 student workers would generate an additional workload. Marvin indicated that the district is setting up the budget accounts now, and that they have the award letter. For information on processing the BTAs he recommended deans contact Ardena Bartlett, CTE Community Collaborative Grant Manager. Chito spoke about the CA Green Jobs Corps- 1$million with a 1$million match. We can align the Summer Youth project with this. The proposal is 75% done. The RTF funding will leverage ETP funding. 1 Marvin also mentioned the grant from the Department of Education which is a $700million grant for health career development. Tech Prep Marcia Wilson spoke about the importance of Perkins IV accountability because they are enforcing the rules for Perkins IV. What is needed is to strengthen the articulation process, and put some “teeth” into the agreements. VP Renee Martinez added that it depends on the administrator for Tech Prep at colleges and how they choose to run the program or which projects they choose. The funding is not much so the activities have to be chosen carefully. Dean Elmer Bugg added that at SW the Tech Prep program is part of the college’s CTE strategic plan. VP Bob McNeel asked about Tech Prep quarterly reporting. The deans agreed that the Tech Prep programs should be included in CTED Perkins 1C meetings. Perkins IV mandates the creation and implementation of Programs of Study and other activities which are directly related to Tech Prep plan activities with K-12.and ROPs. Presentation on Video Resumes by Mark Sadovnik, CIO, Corp Shorts This was a presentation by the above mentioned business to the CTE group to show their product. East mentioned that they and Trade are working with grant funds to provide the same service for students. The grant included developing an e Portfolio for students. Dean Alex Vaughan at City asked whether this could be developed at all the colleges. Chito and all agreed that this could be developed for all students within the district using our own grant resources. CTE Planning Committee Meeting Discussion The summary of the meeting was provided. The group discussed what would make this committee more effective in getting new CTE programs ready more quickly, and in providing more coordination and integration with CTE and Liberal Arts and Sciences. Dean Bobbi Kimble suggested that for a quicker turn around the 99 designation could be used. She also offered to do a presentation on curriculum at a CTE deans meeting in the future. The questions were raised about the purpose of the CTE Planning Team for Perkins IV. Diane noted that it was a requirement for Perkins IV, and that we had representatives from all the required areas, but that she would like to have more of a business presence in order to provide information to faculty and administrators on the current needs of the business and industries that our CTE programs are preparing students to enter. However, the CTE Planning Committee (team) as it met this year, served the important purpose of providing a forum for CTE and non CTE faculty and others to come together and discuss what we can do to strengthen our processes and understanding within our organization, so that we can be more responsive to the outside agencies when necessary. 2 Dean Jose Luis Fernandez, Pierce, noted some successful outcomes for business and industry based advisory committees which he had developed, and he emphasized the need to focus on this type of partnership for strong CTE programs. He related his experience in developing a successful partnership with agricultural business and the aged program at his former college. Others agreed that this emphasis was necessary both at the district level and the college level. Notwithstanding the need to include business and industry representatives, the group agreed that there is also a need to meet with district wide faculty and Academic Senate leadership and others in order to continue working on the coordination and integration of CTE with the LAS courses. Progress has been made on this with the first and second meetings, and it must continue. One reason among many is that the need to address sustainability concerns and programs district wide depends on this coordination. Kathleen Bimber, Vice President of the Academic Senate agreed to provide an update of the District Curriculum Committee activities. The next meeting will be held on June 11th. 3
