Program Overview
1. BACKGROUND
The era of globalization has enabled more dynamic exchanges between people from diverse
backgrounds, while also posing great challenges of dialogue across differences. This
intensifying context of globalization, therefore, requires education that amplifies values of
cross-cultural communication and intercultural literacy, and social responsibility that will
properly prepare the next generation to take on their roles as future leaders.
To this end, the Hiroshima Prefectural Board of Education (HPBOE) will launch the Teaching
Global Competency (TGC) program. Coordinated by the East-West Center (EWC), the
program will train and develop 10 teachers from Hiroshima who will serve as the core
leadership for the prefecture’s new Global Leader School. The school will emphasize
preparing its students with necessary 21st century global competence skills including critical
thinking, and intercultural communication and cooperation.
Designed to provide participants with a solid framework in which to incorporate new
teaching and learning models into their curriculum, program activities will immerse
participants in active classrooms to witness and learn U.S. teaching best practices.
Participants will discover new teaching ideas, projects, and school models that can be
replicated or adapted in different contexts, and will be encouraged to learn, question,
collaborate, and engage in meaningful, authentic professional development opportunities in
a global context.
Beginning on January 19, 2016, the program will take the 10 teachers to both Hawaii and
New York where they will also experience the wide range of variety that is American culture.
2. OBJECTIVES

To gain an understanding of what entails teaching for global competence, various
knowledge and skills components that constitute competencies for the 21 st century,
and an exposure to effective global learning models in terms of curriculum,
instruction, and assessment strategies.


To gain new leadership skills and network building opportunities for creating positive
school change through sharing of best practices and relationship-building with U.S.
teachers and schools.
To gain a clear vision and a work plan that addresses teacher/school global
competency development needs to be implemented incrementally in Hiroshima
when participants return home.

6. PROGRAM COMPOSITION
TGC is composed of a pre-departure online program introduction via the project weblog; U.S.
in-country orientation and workshop activities at the EWC in Honolulu, Hawaii; U.S. school
immersion and activities (at a U.S. mainland host school district – Scarsdale School District in
Scarsdale, New York) consisting of class observations, job-shadowing, teaching and learning
discussions and sharing of experiences with U.S. teachers, and cross-cultural exchange.
The exchange teachers are asked to prepare a couple of lesson plans on 1) the teacher’s
subject and 2) the American culture or 3) combined of both.
7. PROGRAM COSTS/SPONSORSHIP
HPBOE provides financial support for the program. EWC arranges and provides program
content and logistics including:

A room at the East-West Center’s Hale Manoa while in Hawaii; a room at the Westin New
York Grand Central or similar hotel while in New York;
Homestay with an American host family for one week while in New York;
In-house expertise as well as expert partner organizations, including schools and
individuals to deliver program content;
U.S. school visits, cross-cultural exchange activities, and cultural programming;
Course materials, readings, and other resources;
Most meals;
Airport transfers and ground transportation for program activities; and
Official group photo and a certificate of completion.
