The vehicle will be hosted and maintained by SDSU Police Department. Contractors are invited to submit vehicle designs and conceptual floor plan drawings with their proposals. Funding for the project will be released in November, 2012 and the project must be completed within 13 months. The vehicle will be built on a new model year Freightliner MT-45 chassis with a walk-in van body or cab and modular box body on a Ford F-750 chassis or similar. The intent is to end up with a vehicle with a 20-foot command/storage space and approximately 28-30 feet in overall length. The vehicle will have landline, cellular and satellite phone service, cellular and satellite internet and satellite television capabilities. The completed project shall also be compatible with the San Diego County based interoperable communication system, or 3C’s. The intent of this RFP is to have at least two computing stations, one of which should have the ability to support tactical dispatching, along with necessary workstations and cabinetry needed to make this a functional tool in the field. Additionally, SDSU requires an electrical power solution to power all on-board systems and the roof mounted air conditioner(s). Failure of SDSU to include any items that may be necessary for the vehicle to perform as intended, does not relieve the contractor of their responsibility to supply any of those items on or prior to delivery. Re-packaging or outfitting of another manufacturer’s equipment is not acceptable. All equipment detailed within these specifications shall be supplied and fully installed unless otherwise specified. Prototype or first run chassis are not acceptable. All proposals shall be in accordance with the best engineering practices and industry standards. Whenever brand, manufacturer, product names are mentioned or indicated, they are included only for the purpose of establishing a level of quality and general description of the item required. BACKGROUND: San Diego State University Police is one of the San Diego County Urban Area Security Initiative (UASI) law enforcement agencies and is also a member of the University and Campus Law Enforcement Taskforce (UCLET). SDSUPD, along with the other UCLET members, are responsible for the safety of almost 40,000 people on our campuses every day. This mobile command vehicle will be shared between the UCLET agencies and will be available as a countywide asset. As such this vehicle must be capable of being utilized by any number of agencies and be able to support the mobile missions of those agencies on a technological and logistical basis. Due to UASI funding requirements, this project must be completed within a 13-month timeframe. RFP 6720 Exhibit A Page 5 of 10 SECTION III: SCOPE OF WORK / TECHNICAL REQUIREMENTS Scope of Work: The work consists of providing all labor, materials, equipment, and supplies necessary to produce and deliver a functional mobile command vehicle to the SDSU Police Department. Deliverable items that will be provided to the contractor will include the following: RCS Radios VSAT Satellite System The following assumptions are included in this scope of work: The work will be performed by a permanent shop with on-staff technicians, with prior experience producing vehicles of this nature. The contractor shall not deviate from the equipment specifications set forth in this document. If the manufacturer changes the specifications of one of the listed pieces of equipment, the contractor must notify SDSU of the change and obtain written approval prior to installation of a comparable item. The contractor shall guarantee that diagnosis/repairs to any of the systems of the installation will be completed within 72-hours of delivery of the vehicle by the contractor. The contractor shall guarantee their work as follows: 5 years on systems installation, 3 years/50,000 miles for vehicular components (engine, drive train, steering and drive axle, suspension, hydraulic systems). The contractor shall provide a technical manual that includes wiring diagrams of all power systems. The contractor shall provide adequate training to a small group of SDSUPD personnel on the operation of the installed systems. The contractor shall provide evidence of similar work performed for public agencies and references upon request. The contractor shall work with SDSUPD representatives to design exact workstation/vehicle configurations.
