1.0 Introduction/Objectives
Dean & Reddyhoff Ltd own and operate Haslar Marina, based at Haslar Road,
Gosport. Portsmouth Harbour is the local port authority and as such Haslar Marina
provides a Waste Management Plan for all its facilities to be included in the overall
Waste Management Plan produced by and for Portsmouth Harbour.
This document will look at the requirements for our Port Waste Management Plan,
and the legislation dictated by the Merchant Shipping and Fishing Vessels (Port
Waste Reception Facilities) Regulation 2003 which came into force on 15th July
2003, and revoke the 1997 regulations, and supersede the Merchant Shipping notice
1709.
We will look at seven areas; firstly we look at the legislation from the Merchant
Shipping and Fishing Vessels (Port Waste Reception Facilities) Regulation 2003
which came into force on 15th July 2003. We then go on to look at the amount of users
of our facilities, the types and quantities of waste and how this is disposed of. We will
also show how this information is promulgated to our customers, how our customers
are consulted, and how we would deal with any complaints about the facilities.
The objectives of the plan:
1. To fulfil Haslar Marina’s legal obligations for waste management.
2. To dispose of waste wisely to minimise negative environmental effects
3. To consult with users to develop strategies and promote awareness of effective
waste management.
2.0 Legislation.
On 15th July 2003, regulations set out by the Merchant Shipping and Fishing
Vessels (Port Waste Reception Facilities) Regulation 2003 came into force,
satisfying the earlier conditions of the European Union Directive on port reception
facilities of ship generated waste.
This new legislation affects the waste management planning of all marinas, sailing
clubs and land based groups of a similar nature. These regulations make port waste
management planning a legal requirement.
All groups who operate shore side facilities have an obligation to provide facilities to
enable vessels to land waste for disposal and to avoid dumping of waste at sea.
There are three major new requirements to the new regulations:
1. Ships (excluding fishing vessels and recreational craft authorised to carry, or
designed to carry, no more than 12 passengers) must provide notification
before entry into the port or terminal of the waste they will discharge,
including information on types and quantities.

2. Ships must deliver their waste to port reception facilities before leaving the
port or terminal, unless they have sufficient dedicated storage capacity to store
the waste until the next port of call and have followed the required notification
procedure.
3. Ships (excluding fishing vessels and recreational craft authorised to carry, or
designed to carry, no more than 12 passengers) must pay a mandatory charge
to make a significant contribution to the cost of port reception facilities for
ship generated waste, whether they use them or not.

Haslar Marina predominately caters for privately owned pleasure craft, so our pricing
structure does not account for a separate charge for waste disposal. Our prices
include all facilities available to all vessels entering the marina.
The marina also has 19 business units on site that will require waste and recycling
facilities. The tenants in these units will have access to the waste compound in the car
park to dispose of the types of waste detailed in Section 4. If a tenant needs to
dispose of any type of waste not detailed in Section 4, they will need to do so under a
private arrangement with an approved supplier.
There is a public footpath running around the perimeter of the site and we control a
public pier at the north of the site, so we expect some litter and general waste to
collect from these areas. We have not placed bins around the whole marina complex,
but marina staff will have responsibility for keeping the site clean and clear of any
litter waste.
4.0 Waste Disposal Facilities
In this section we will look at the five main categories of waste that are most
prevalent at Haslar Marina.
4.1. Domestic & Food Waste.
“Rolla bins” are located around the Marina near all the facilities. We have two types
of bins, one for landfill and one for mixed recycling. During the year there are twenty
four 1,100-litre bins, which are emptied up to three times a week for landfill and two
times a week for recycling with availability of additional collections at peak times as
and when required. The company operating the collection and disposal of the waste

4.2. Disposal of Catering Waste from Non EU Countries
The disposal of catering waste from ships is now covered by the Animal By-products
Regulation 2003(ABPR).
In the event of a boat in the marina having to dispose of catering waste from non EU
sources, then that waste must be collected by the marina in the provided and marked
“Wheelie Bin”. This will then be collected by Veolia Environmental Services Ltd, and
disposed of by them in correct manner.
4.3. Diesel & Oil Waste.
There is a bunded 3,000 litre container at Haslar Marina for the disposal of waste
diesel or oil. This is emptied on an as and when basis and is collected by OSS Group,
of Stockpit Road, Knowsley Industrial Park, Merseyside. L33 7TQ.
Customers are requested to leave waste oil or diesel or foul water at the designated
refuse collection points in suitable containers. These are then disposed of by a suitably
attired member of staff.

4.4. Sewage.
There is no sewage pump out facilities in the marina, as most boats in the UK do
not have foul water tanks. To prevent the use of sea toilets in the marina, there is
adequate provision of showers and toilets and boat owners and crews are requested to
use the onshore facilities. There is no additional charge to either visiting or berth
holding boats for the use of the facilities provided at the Marina.
4.5. Batteries.
There is a collection point in the marina compound for batteries. An approved waste
dealer will collect them when the need arises.
5.0 Waste Disposal Facilities.

6.0 Promulgation
As well as the clear visual nature of our refuse receptacles we use several methods to
promulgate information on our reception facilities to our customers.
As stated previously, our main waste bins are situated at the main access ramp and at
the access point to the marina facilities block. This means that all visiting vessels
crews must pass these facilities to enter and exit the marina pontoons and facilities.
The facilities and locations are detailed within our annual marina yearbook. This is
distributed to all bertholders and visitors alike. The yearbook contains details of the
four marinas within the Dean & Reddyhoff group. Therefore all bertholders and
visitors to the other site will have all the required information before arriving at this
site. We also publish these details on our website at www.haslar-marina.co.uk
In conjunction with these points of information there are also notices at each waste
reception point and on the marina notice board situated at the main office.
7.0 Consultation
As a result of the legislation changes, Haslar Marina now encourages visitors to
complete a small post card sized questionnaire about our facilities. See below.

8.0 Complaints Procedure
It is essential that our facilities provide adequate facilities for our customers and
visiting vessels. However, if anyone should find that our facilities are not adequate
they should contact a member of staff who will bring it to the attention of the marina
manager who will address the complaint immediately.
