Claimant’s Application
Pursuant to His Honour Judge Seys Llewellyn QC’s indication, on 23rd July 2013, in offering
possible assistance for the Claimant to obtain access to his legal papers, video records, post
and personal medical records, stored in his own residence, the Claimant makes this
emergency application for
The Court to Order:

The Defendant to desist from obstructing this Claimant in getting access to his own
residence at 175b Cowbridge Road West, Cardiff
The Defendant to seize 10th July 13 cctv coverage of alleged assaults in the current
possession of both Mark Davenport and his neighbour (name unknown) and that
copy be served, forthwith, on the Claimant and court
The Defendant to seize 1st June 13 cctv coverage of Claimant’s motor vehicle
‘break–in’ in the current possession of both Mark Davenport and his neighbour
(name unknown) and that copy be served, forthwith, on the Claimant and court
The Defendant and Mark Davenport to uphold 19th July 2013 Magistrates Order
giving The Claimant continued lawful access to the above named flat
The Defendant to release to The Claimant, forthwith, outstanding custody records
relevant to assault allegations by Mark Neil Stuart Davenport and Nathan Kingsley
and in particular the 19th/20th custody suite video recordings of The Claimant’s frank
refusal to the custody sergeant’s proposed written bail conditions
The Defendant to release to The Claimant, forthwith, a copy DVD of his interrogation
made under caution alone with the officer in the case
The Defendant to release, forthwith, all witness statements and other deposition
material prepared for the 2012 aborted jury trial, promised to the Claimant, as a
defendant, following 20th July 2012 ‘victim statements’, including one from The
Defendant’s own Caswell Clinic psychiatrist. His lying, yet again, when reporting The
Claimant of ‘harassment’, contrary to Section 2 of Prevention of Harassment Act
1997, of both he and his wife, Dr Janis Hillier at their home, unknown to the
Claimant but sufficient for the police to attend. The purported alleged offence was
contrary to an existing 1st December 2011 Restraining Order originally fabricated by
barrister, David Gareth Evans of 9 Park Place Chambers, Cardiff, directly for The
Defendant to further pervert the course of justice in these civil proceedings
Mark Davenport to desist in withholding The Claimant’s electricity supply, fly tipping
on The Claimant’s land and preventing The Claimant access to the said land
That all outstanding cases against The Defendant be now expedited in order for The
Claimant, due to deterioration in health, to finally leave The Principality
The outstanding Claimant cases against the Defendant include:

case’ over The Defendant’s deliberate destruction of The Claimant’s collection of
antique and working shot guns)
Kirk v Regina (pending Crown Court Appeal re conviction following the private person’s
arrest of Crown Prosecutor, David Gareth Evans for again ‘perverting the course of
justice’)
Kirk v Regina application for a London court Public Order conviction with £75 sentance
be quashed due to the Defendant refusing to allow the Claimant too attend by having
incarcerated in HM Prison Cardiff
Outstanding South Wales Police Professional Standards investigations/IPCC
investigations/NHS (Wales) internal investigations/GMC ongoing investigations/CCRC
investigations/RCVS revised investigations ongoing litigation from police bullying
e must now retract his originally declining the court’s offer.

The Claimant’s then instinctive impression, that it was for a Welsh criminal court, not a
civil court, to intervene, was entirely misguided.
ix.
The Claimant applies to the Cardiff County Court to order the Defendant to cease,
forthwith, the continuing acts of harassment against the Claimant, all contrary to Section
2 of The Prevention of Harassment Act 1997.
x.
The Claimant now only enters South Wales to expedite outstanding litigation against
the Defendant and agents thereof and with the hope to see his past wife and daughter.
xi.
It has became apparent upon enquiry, to day, that neither the Defendant nor HM Crown
Prosecution Service (Wales) will cease in their joint course of conduct of harassing the
Claimant to prejudice the Claimant’s closing submissions while openly protecting the
unlawful occupation of the shop below his flat.
xii.
Mark Davenport’s conduct includes switching off the Claimant’s electricity, changing the
lock of the Claimant’s front door and garage gate, has reported the Claimant, by witness
statement, to the Defendant for committing fraud and common assault while he
continues to employ labour, on the ‘dole’, to allow lorry loads of builder’s waste and
other hazardous materials to be dangerously fly tipped onto this Claimant’s land.
xiii.
The Defendant’s resistance, now, to allow its 2000 custody video record to be an exhibit,
following the Llantwit Major’s brutal arrest in the town square, is fanciful. The Claimant
left his exhibit with the court and just because it was not ‘played’ to Sgt Khilberg is, the
Claimant humbly submits, quite irrelevant as it still remained a Claimant prosecution
exhibit of this sergeant again caught lying and this time to another custody sergeant, re
“F******skunk”.
xiv.
The fact that Claimant’s legal papers are now missing from his flat and arising from
several break-ins to his motor vehicles compounds the reason why there should be an
immediate intervention from an outside police force if the Claimant’s own MP cannot
influence this inherent culture of deceit committed by too many, around here, in
positions of privilege.
