October 10, 2014 To: Cloverdale Community League Board From: City of Edmonton Drainage Services Re: Update on Addressing Drainage Issues In June of this year, the City of Edmonton provided development and drainage information to the Riverdale, Cloverdale and Rossdale communities during three separate public information sessions. At those meetings, a number of concerns and questions related to flood risk were raised. To address the flooding issues, Drainage Services is undertaking an extensive flood risk study of the three communities. This study is being conducted by the engineering firm Sameng Inc. and will be completed in early 2015. The main study objectives are to: Conduct a thorough review of existing drainage infrastructure (e.g. sewers, catchbasins, outfalls, backflow prevention gates, pump stations, etc.) and surface drainage conditions. Assess the existing level of service of the drainage and sewer systems, identify areas with inadequate flood protection and recommend improvements in order to reduce flood risks Identify viable drainage and sewer improvement options to reduce the risk of flooding due to future developments, heavy rainfall and high water levels in the North Saskatchewan River, with a main goal to increase the overall level of service in the neighbourhoods. Determine the most efficient method for which to move forward with flood mitigation planning and flood risk reduction in the neighbourhoods. Drainage Services recognizes that parts of the neighbourhoods are within the floodplain of the North Saskatchewan River and that improvements are necessary to prevent flooding from the river. Concerns specific to Cloverdale such as outfall gates, infill and roadway development, Gallagher Hill and other influences on drainage flows will be looked at. Survey Sameng Inc. will use a number of tools to gather information, analyze the data and produce recommendations. One tool is a survey of every resident in Riverdale, Cloverdale and Rossdale asking about past flooding events or issues that they have experienced. The survey will be sent out soon. All residents are encouraged to fill it out, whether they experienced flooding or not. The responses to the survey will provide valuable information on the nature of the problem at specific locations and will assist in the development of flood reduction improvements. As we progress through this work, we will keep the community informed. Once the study is complete, we will share the results.
